Operation Encompass holds the unique position of being the only charityl scheme that nationally shares information directly from police attended domestic abuse incidents with educational settings trained Key Adults. Operation Encompass is a long standing scheme designed to support children who are experiencing domestic abuse. Its impact is significant, not only in terms of immediate assistan￿ to children but also in fostering positive information sharing and collaboration between agencies thus promoting awareness of Ihe effects of domestic abuse on children. Established in all 43 police forces in England and Wales. Operation Encompass has directly supported hundreds of thousands of children who experience domestic abuse. By ensuring that information about police attended domestic incidents is shared with educational settings, it enables trained Key Adults to provide appropriate support and understanding for these vulnerable children. This timely intervention undoubtedly helps to mitigate the eXperIen￿S of these children enabling them to better cope with their experiences whilst allowing them access to the support they need to thrive academically. physically and emotionally.. "To date, approximately 18,000 Operation Encompass notifications about individual children and young people have been made by the PSNI. Police Service of Northern Ireland. Comments received from educational settings in Northern Ireland: 'The fact we are informed immediately allows us to be on high alert to watch for any signs the child is in need of extra support and we are prepared before the child arrives back in educational setting the next day. We are also better prepared to support the family and it makes it easier for the family to approach us as they know we are aware of the siluation already.. 'Had we not have received the calls we would never have known what was going on at home for certain children. By facilitating communication between the police and educational settings, Operation Encompass has contributed to a more coordinated approach to safeguarding children experiencing domestic abuse. This has led to improved risk assessment. early inteNention, and tailored support for impacted children, thereby reducing the likelihood of further hami. I have worked in Vulnerability for many years now. however your delivery still gave me goosebumps and l am not ashamed to say brought tears to my eyes on more than one occasion. This collaborative approach has facilitated more fluent and detailed information sharing, quicker decision-making and more effective support mechanisms for children and families affected by domestic abuse. "Operation Encompass has changed the landscape of how the police, education providers and others respond to child victims of domestic abuse by providing knowledge and processes that increase safeguarding. The constant focus on providing infonnation. resources and guidance is creating a legacy of change that truly has impact. Over the years the Teacher's Helpline has developed and those using the service are more informed and understanding about the impact of domestic abuse on children's development. This momentum for change is driven by the commitment of all those involved with Operation Encompass and in particular the very impressive founders" Psychologisl. Operation Encompass continues to raise awareness of the impact of domestic abuse on children and the importance of providing appropriate support within educational settings and beyond. By promoting and encouraging a culture of empathy. understanding and non-judgmental support, Operation Encompass has helped to break down stigma surrounding domestic abuse and encouraged more open conversations about this critical issue for our society. This increased awareness is essential for creating safer environments for children, for the creation of better futures for our children and for empowering communities to take action against domeslic violence. The policy for Operation Encompass is comprehensive and has been reviewed and appropriately reinforced with training and guidance for educational selting staff. This highlights the effectiveness of Operation Encompass in making a real differen￿ in the lives of vulnerable children. Operation Encompass enables educational settings to provide timely support. support which can be ongoing for the child and which can respond to a child's changing needs. Your talk was so moving, impacting and so important. l am so grateful you came to speak and I think, many people in the room felt that what you shared was crucial. We continue to adapt and change how we work as a charity and how Operation Encompass works as a process. responding to the current safeguarding landscape whilst always remining faithful to the core principles of Operation Encompass. The creation of the free Online Training of Key Adults and the suite of Guides and Handbooks are both beautiful examples of this agility and forward-thinking work of the Charity. At the heart of everything we do, everything that David and Elisabeth do, is the child the child who is experiencing domestic abuse. Operation Encompass {ClO) Trustees, Report (continued) Objectives and activities Objects and aims The Object of Operation Encompass (°OE") is: The relief of children involved in or are exposed to incidents of domestic abuse in their homes who are stressed and suffering as a result. In particular but not exclusively by= . Acting as the assurance body for OE training and delivery of education to Key Adults and Police Officers. Liaising with education establishments. Police Authorities and other agencies. Seeking to form partnerships with other charities and organisations which deliver mutual and complimentary benefits. Providing support and information and where necessary advocacy, guidance and mentoring to key adults and teaching staff. Providing assured education and training to Key Adults with after care support. Retaining full accreditalion rights to OE in furlherance of the above charitable purpose for the public benefit. Public benefit OE has continued to engage extensively through briefings. media events and Police ForcelKey Adult training days to promote the charity across the UK and intemationally. The trustees confinn that they have complied with the requirements of section 4 of the Charities Act 2011 to have due regard to the public benefit guidan￿ published by the Charity Commission for England and Wales. All trustees have reviewed the guidance issued by the Charity Commission (CC) most especially the seven guiding principles. In addition the Chairman provides regular updates to all Trustees on CC policy and lessons from enquiries etc. Social investment policies Despite the charity's very purpose being a 'social investment, this investment is not directly fiscal. Grant making policies The Charity is not in a position to make grants and is unlikely to do so in the foreseeable future. Use of volunteers The Charity does not have a body of volunteers other than the Trustees. Financial review During the year the Charity made a small surplus of £4.158 (2023.. deficit of £1.664). At the year end the Charity retained £6,334 in the bank account (2023.. £4,993). Policy on reserves The charity has a low level of recurring fixed costs with no staff costs and therefore does not need to hold a high level of reserves. The charity has aimed to maintain a reserve of £1,000 to maintain sufficient funds for the annual Insuran￿ premium. Currently total reserves at year end are £6.367 {2023: £2.209), of which £5,888 is free reserves (2023.. £1,730}. The Charity has therefore met its reserve policy at year end. Page 5

All financial risk is currenlly assessed as low as there is no immediale requirement to directly support beneficiaries financially or through the salelpurchase of goods, services or real estate. To that end where there is funding below the forecast requirement the impact will be translated to a slower delivery rate. Whilst this might be frustraling it does not threaten the existence of the charity providing that there is evidence of progress: which there is. The principal risk facing the chartty and delivery of its objects is once the capital outlay for the premium website and supporting database has been set up. the ongoing revenue cost to maintain the progress of the website and the other work of the charity. The charity is always seeking opportunities for additional grant funding. Structure, governance and management Nature of governing document Constitution DocumenL Charitable Incorporated Organisation {FoundatÈon Struciure) - whose only voting members are its Trustees. Recrultment and appointment of trustees New Trustees may be recruited to the Board at any time by the Truslees. In selecting individuals for appointment as Trustees. the Trustees must have regard to the skills, knowledge and experience needed for the effective administration of the charity. Inductlon and tralnlng of trustees Each new Trustee must receive. on or before his or her first appointment a copy of the current version of the constitution and a copy of the CSO'S latest Trustees, annual report and Statement of Accounts. The new Trustee will also be briefed individually by the CEO or Chair of Trustees. Going concern The principle Home office grant funding. which comprises the majority of the Charitys income, came to an end in March 2024. The helpline will continue with a revised structure. There will be no cost burden for the Charity to continue the helpline under the new rnodel. Recurring admin costs are low and can be funded from existing cash reseNes and donations. There are no concems about the future needs for the charity nor are there any material uncertainties. The Truslees, annual report is consistent with this conclusion and the Trustees, view is that Operation Encompass is a going concern. The accounts have been prepared on a going concem basis. Operation Encompass {ClO) Statement of Trustees, Responsibilities The trustees are responsible for preparing the trustees, report and the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations. The law applicable to charities requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: select suitable accounting p0￿cleS and then apply them consistenty, observe the methods and principles in the Charilies SORP; make judgements and estimates that are reasonable and prudent; stale whether applicable accounting standards have been followed. subject to any material departures disclosed and explained in the financial statements; and prepare the financial statements on the going concem basis unless it is inappropriate to presume that the charity will continue in business. The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them lo ensur8 that the financial statements comply with the Charilies Act 2011, the Charities (Accounts and Reports) Regulations 2008. and the prowsions of the conslitution. The trustees are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. Respective responsibilities of trustees and examiner As the charity trustees of Operation Encompass (CIO) you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'}. I report in respect of my examination of the Operation Encompass (CIO)'s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. Independent examiner's statement I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect- 1. accounting records were not kept in respect of Operation Encompass (CIO) as required by section 130 of the Act" or 2. the accounts do not accord with those records" or 3. the accounts do not comply with the accounting requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement Ihat the accounts give a 'true and fair view, which is not a matter considered as part of an independent examination. Statemenl of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) - (Charities SORP (FRS 102)), the Financial Reporling Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011. Basis of preparation Operation Encompass (CIO) meets the definition of a public benefit entity under FRS 102. The accounts (financial statements) have been prepared under the historical cost convenlion with items recognised at cosl or transaction value unless otherwise stated in the relevant note(s) to these accounts. Going concern The principle Home office grant funding, which comprises the Majority of the Charitls income, came to an end in March 2024. The helpline will continue with a revised structure. There will be no cost burden for the Charity to continue the helpline under the new Model. Recurring admin cosls are low and can be funded from existing cash reserves and donations. There are no concerns about the future needs for the charity nor are there any material uncertainties. The Trustees, annual report is consistent with this conclusion and the Trustees, view is that Operation Encompass is a going concern. The accounts have been prepared on a going concem basis. Income and endowments Voluntary income including donations, gifts. legacies and grants that provide core funding or are of a general nature is recognised when the charity has entitlement to the income, it is probable that the income will be received and the amount can be measured with sufficient reliability. Donations and legacies Donations and legacies are recognised on a receivable basis when receipt is probable and the amounl can be reliably measured. Grants receivable Grants are recognised when the charity has an entitlement to the funds and any conditions linked to the grants have been met. Where performance conditions are attached to the grant and are yet to be met, the income is recognised as a liability and included on the balance sheet as deferred income to be released. Expenditure All expenditure is recognised once there is a legal or constructive obligation to that expenditure, it is probable settlement is required and the amount can be measured reliably. All costs are allocated to the applicable expenditure heading that aggregate similar costs to that category. Where costs cannot be directly attributed to particular headings they have been allocated on a basis consistent with the use of resources. Page11

It includes both costs that can be allocated directly to such activities and those cosls of an indirect nature necessary to support them. Governance costs These include the costs attributable to the Charitys compliance with consitutional and slatutory requirements, including independent examination. strategic management and Trustee's meetings and reimbursed expenses. Taxation The charity is considered to pass the tests set out in Paragraph 1 Schedule 6 of the Finan￿ Act 2010 and therefore il meets the definition of a charitable company for UK corporalion tax purposes. Accordingly. the charity is potentially exempt from taxation in respect of income or capital gains received within categories covered by Chapter 3 Part 11 of the Corporation Tax Act 2010 or Section 256 of the Taxation of Chargeable Gains Act 1992. to the extent that such income or gains are applied exclusively to charitable purposes. Fund structure Unrestricted income funds are general funds that are available for use at the trustees, discretion in furtherance of the objectives of the charity. Restricted income funds are those donated for use in a particular area or for specific purposes. the use of which is restricted to that area or purpose. Recognition and measurement The charity has chosen to apply the recognition and measurement principles in FRS102.
