Achievements and perforniance
For the sake of avoidance of repetition. referen￿S made to Operation Encompass (OE) relating to
actions carried out below refer to the founders of Operation Encompass, David Carney-Haworth OBE
and Elisabeth Carney-Haworth OBE.
Operation Encompass holds the unique position of being the only charityl scheme that nationally
shares information directly from police attended domestic abuse incidents with educational settings
trained Key Adults.
Operation Encompass is a long standing scheme designed to support children who are experiencing
domestic abuse. Its impact is significant, not only in terms of immediate assistan￿ to children but also
in fostering positive information sharing and collaboration between agencies thus promoting
awareness of Ihe effects of domestic abuse on children.
Established in all 43 police forces in England and Wales. Operation Encompass has directly
supported hundreds of thousands of children who experience domestic abuse.
By ensuring that information about police attended domestic incidents is shared with educational
settings, it enables trained Key Adults to provide appropriate support and understanding for these
vulnerable children. This timely intervention undoubtedly helps to mitigate the eXperIen￿S of these
children enabling them to better cope with their experiences whilst allowing them access to the
support they need to thrive academically. physically and emotionally..
"To date, approximately 18,000 Operation Encompass notifications about individual children and
young people have been made by the PSNI. Police Service of Northern Ireland.
Comments received from educational settings in Northern Ireland: 'The fact we are informed
immediately allows us to be on high alert to watch for any signs the child is in need of extra support
and we are prepared before the child arrives back in educational setting the next day. We are also
better prepared to support the family and it makes it easier for the family to approach us as they know
we are aware of the siluation already..
'Had we not have received the calls we would never have known what was going on at home for
certain children. It has informed our practi￿ and helped teachers understand cerlain children's
behaviour better..

Operation Encompass {ClO)
Trustees, Report (continued)
Operation Encompass continues to play a crucial role in enhancing safeguarding practices within
educational setlings, police and other relevant agencies. By facilitating communication between the
police and educational settings, Operation Encompass has contributed to a more coordinated
approach to safeguarding children experiencing domestic abuse. This has led to improved risk
assessment. early inteNention, and tailored support for impacted children, thereby reducing the
likelihood of further hami.
"Can I thank you and Elisabeth for your time and for the fantastic inputs you gave. I have worked in
Vulnerability for many years now. however your delivery still gave me goosebumps and l am not
ashamed to say brought tears to my eyes on more than one occasion. The team have received some
fantastic feedback and l am sure with your continued drive and commitment we will continue to make
a difference. Can l also thank you for your continued commitment, passion and for your determination
to protect children. Your work is truly fantastic- Merseyside Police.
Operation Encompass fosters closer collaboration between. primarily, the police and educational
seltings although there has also been an impact upon social services and other support agencies.
Through the implementalion of Operation Encompass and the regular communication it creates and
with joint and individual organisation training sessions. police and educational settings have
developed a deeper understanding of each other's roles and responsibilities in safeguarding children,
the inforrnation thal they hold and the information that they each need to appropriately safeguard
children.
This collaborative approach has facilitated more fluent and detailed information sharing, quicker
decision-making and more effective support mechanisms for children and families affected by
domestic abuse.
"Operation Encompass has changed the landscape of how the police, education providers and others
respond to child victims of domestic abuse by providing knowledge and processes that increase
safeguarding. The constant focus on providing infonnation. resources and guidance is creating a
legacy of change that truly has impact. Over the years the Teacher's Helpline has developed and
those using the service are more informed and understanding about the impact of domestic abuse on
children's development. This momentum for change is driven by the commitment of all those involved
with Operation Encompass and in particular the very impressive founders" Psychologisl.
Operation Encompass continues to raise awareness of the impact of domestic abuse on children and
the importance of providing appropriate support within educational settings and beyond.
By promoting and encouraging a culture of empathy. understanding and non-judgmental support,
Operation Encompass has helped to break down stigma surrounding domestic abuse and
encouraged more open conversations about this critical issue for our society.
This increased awareness is essential for creating safer environments for children, for the creation of
better futures for our children and for empowering communities to take action against domeslic
violence.
"Operation Encompass is a successful method of poli￿ infom)ing educational settings about children
who are vulnerable to domestic abuse. The policy for Operation Encompass is comprehensive and
has been reviewed and appropriately reinforced with training and guidance for educational selting
staff. Educational setting leaders say that the notifications they receive as part of Operation
Encompass are valuable in helping them to provide support for vulnerable children and their families.
One educational setting leader captured the perceptions of many, describing the Se￿1￿ as 'fantastic"
JTAI 2023.

Trustees, Report (continued)
By addressing the underlying trauma caused by domestic abuse. educational settings have reported
positive changes in the well-being and engagement of these children.
This highlights the effectiveness of Operation Encompass in making a real differen￿ in the lives of
vulnerable children.
Operation Encompass enables educational settings to provide timely support. support which can be
ongoing for the child and which can respond to a child's changing needs.
Ihank you for speaking at the conference on Tuesday. Your talk was so moving, impacting and so
important. l am so grateful you came to speak and I think, many people in the room felt that what you
shared was crucial. I truly believe it is the beginning of the OE joumey. I won't ever forget your
presentation. Thank you so much for making the trip to London to meet us all- Psychologist.
"I wanted to send an email to say thank you from the bottom of my heart for your contribution to the
conference on Tuesday. I felt personally moved and I think that was echoed across the room. Our
feedback puts your presentation as a stand out presentation. You are both very inspiring and thank
you for that" Psychologist.
Online Operation Encompass Training feedback:
"This course has been fantastic and infomative. In fact this has been one of the best courses I have
been on for DA and its impact. Thank you.
"The course was informative and easy to engage with. It was particularly helpful to be able to take
each module at different times to fit in around the educational setting"
"Clear information. easy to navigate and great resources that are downloadable"
"Superb. Clear. concise and informative"
"This was insightful and keeps it fresh in our heads the reason we all must work together to keep our
children safe"
"Really useful. Different viewpoints. Made me realise sometimes all we can do as an educational
setting is be understanding to the child but actually that can make a big difference even though we
feel we are not doing anything to help-
Summary Comment from Chair of Trustees:
Operation Encompass continues to have the most profound impact upon our nation's work to support
those children who are impacted by domestic abuse. This is recognised by the Home Office who
describe Operation Encompass as "filling a great hole in our work to address the needs of
children who are victims of domestic abuse..
We continue to adapt and change how we work as a charity and how Operation Encompass works as
a process. responding to the current safeguarding landscape whilst always remining faithful to the
core principles of Operation Encompass. The creation of the free Online Training of Key Adults and
the suite of Guides and Handbooks are both beautiful examples of this agility and forward-thinking
work of the Charity.
At the heart of everything we do, everything that David and Elisabeth do, is the child the child who is
experiencing domestic abuse. Operation Encompass will never be diverted from this core principle of
understanding their experience and providing them with support.

The trustees confinn that they have complied with the requirements of section 4 of the Charities Act
2011 to have due regard to the public benefit guidan￿ published by the Charity Commission for

All trustees have reviewed the guidance issued by the Charity Commission (CC) most especially the
seven guiding principles. In addition the Chairman provides regular updates to all Trustees on CC
policy and lessons from enquiries etc.
Social investment policies
Despite the charity's very purpose being a 'social investment, this investment is not directly fiscal.
Grant making policies
The Charity is not in a position to make grants and is unlikely to do so in the foreseeable future.
Use of volunteers
The Charity does not have a body of volunteers other than the Trustees.
Financial review

the Charity retained £6,334 in the bank account (2023.. £4,993).
Policy on reserves
The charity has a low level of recurring fixed costs with no staff costs and therefore does not need to
hold a high level of reserves. The charity has aimed to maintain a reserve of £1,000 to maintain
sufficient funds for the annual Insuran￿ premium.
Currently total reserves at year end are £6.367 {2023: £2.209), of which £5,888 is free reserves

Trustees, Report (continued)
Principal funding sources
Income from donations, fundraising and grants totalling £94,662 (2023." £85,985) was received.
All financial risk is currenlly assessed as low as there is no immediale requirement to directly support
beneficiaries financially or through the salelpurchase of goods, services or real estate. To that end
where there is funding below the forecast requirement the impact will be translated to a slower
delivery rate. Whilst this might be frustraling it does not threaten the existence of the charity providing
that there is evidence of progress: which there is. The principal risk facing the chartty and delivery of
its objects is once the capital outlay for the premium website and supporting database has been set
up. the ongoing revenue cost to maintain the progress of the website and the other work of the
charity. The charity is always seeking opportunities for additional grant funding.
