Th¢ ¢ouncil has been a key partner in settiftg this up, with the iniital Intention of HelpHaTrow fulfilling the coullcils need to supply food io those shielding and unable lo get alternaiiv¢ food suppon. The system is now a robust and incre&singly utilised portal for Tesidents to self Tefer or be ref¢Tred by a growing list of access points. The principle of universal support regardless of th¢ r¢sident'5 Situation, is enshriDed in the H¢lpHarrow ethos. Residents supported-. 5,704 households have been supported food parcels ihrough Help Harrow 190 people on aYer4ge have been supported each week (9,880 in the year) 60 children on average have been supported ea¢h week, equuting to around 113 of all people SUp￿rt¢d Health concerns were initially the rnasn reason for 5UPPOrt Unemployment and hardship is now the primary reason with an average of 30 un¢mploy¢d households supported each week The wid¢r VCS Operation. whith in many cases was supported by HelpHgrrow. has eontribthed massively to help people in need.. 735 households supported each week on average {this equates to around 2.500 people) Impa¢t of Covid The setvi¢¢ has adamed and evolved at every $t¢p ofthe pandemic. The food support ar¢a now includes hot meals to support the very vulnerable in Harrow. Plans are also tn place to help support a C(M)kery college and a full meals on wheels service, this will help to SLlPP)rt employment oppo]lunities and to support carws and more of thc vulnerable residents of Harrow. W¢ will be adding more seryices and mor¢ a£cess points over the coming year, along with taking on an additional role to assist people on food support into other &r¢45 of supp(Trrt, so that the food support is a temporary requiT¢menL rather ¢han a long tern) support sygttrn. We CUTTently hav¢ around 70 access points set up. Case Study One of the residents we had feedback from is largely typical of the situation. A service user from Harrow Weald had recently lost iljeir job at Heathrow and was strnggling ftnancially. They self-ref¢rred for food support via HelpHarrow.org and was supported for around 6 weeks whilst he looked for other work. The service user was also struggling with a carers role in his family, and through the Swish refrrral on HelpHarrow. was pui in touch with Ha￿OW Carers for some help and I￿vice. Social Prescribing This prOj￿t involved Partnership working betw¢¢n 5 local charities, 5 PCNS (Primary Care Nenvork5) and H8Thow Public Health. 6 Social Prescribing Link Workers ISPLWS) arc allocated to each PCN (HaTrow Collaborative PCN has TWO SPLWsl and referrals ar¢ received from 33 GP practices in Harrow. SPLWS support clients with nom-clinical matt¢rs to improve iheÉr rnenta] w¢llbeing by Itnking with activities and s¢ryices, as well as follow-up calls are made to ensure that they are engaging with recommended acttvitie￿se￿ylce5. Typically. a client would be kept on the service for 3-618 weeks from the initial assessment consultstaon stage io the final follow-up call. depending on the issuels. Sinc¢ the launch in March 2020. w¢ have received over 1,600 referral5. Around 21P/o of our referrals were due to 50cial isolation and IW/o of ourclients were having some forni of menÈ41 health problems. Most of our clients aFe ¢iiher linked with or provided with help from a¢tiVlty intervention providers andlor relevant services, before leaving Social Pr¢scribing service. 1The original model of SPLWS (Social Prescribing Ltnk Workers) to be based in GP surgeries and seeing clienis face-tO•face. however. this model had to be su%pend¢d in lin¢ with th¢ government guidelines for the lockdown in March 2020. The full SP ieam operated remotely from April 2020 onwards. ¢volvin¥ with this unprecedented situation by reacting to emergency TEeeds for Ham)w community. We had to lake on referrals for essential needs 5UPPOrt (food shopping¥ and rnediration collectionldelivery), as GPS w¢re overwh¢lrned with theirpatients. request on these rnatt¢rs. Nonetheless. from these referrals SPL Ws identified clienls who could benefit further frorn SP service- frotn anxiety to financiaLq)ou5ing matters. We worked/workiDg closely with Help Harrow with food parcels and other areas of needs via Help Harmw. d¢velopment on this eentrdl site. that came out in response to COVID si￿￿tiOn. As you see in the referr41 daty we are r¢¢eiving referrals from OP ptxti¢¢s conyistently and SPLWS have been eonstanÉly adapting to changes throughout this pand¢mic and supportedlsupponing clients ac¢ordingly. Residents supported-. 5,704 households have been supported food parcels ihrough Help Harrow 190 people on aYer4ge have been supported each week (9,880 in the year) 60 children on average have been supported ea¢h week, equuting to around 113 of all people SUp￿rt¢d Health concerns were initially the rnasn reason for 5UPPOrt Unemployment and hardship is now the primary reason with an average of 30 un¢mploy¢d households supported each week The wid¢r VCS Operation. whith in many cases was supported by HelpHgrrow. has eontribthed massively to help people in need.. 735 households supported each week on average {this equates to around 2.500 people) Impa¢t of Covid The setvi¢¢ has adamed and evolved at every $t¢p ofthe pandemic. The food support ar¢a now includes hot meals to support the very vulnerable in Harrow. Plans are also tn place to help support a C(M)kery college and a full meals on wheels service, this will help to SLlPP)rt employment oppo]lunities and to support carws and more of thc vulnerable residents of Harrow. We CUTTently hav¢ around 70 access points set up. Case Study One of the residents we had feedback from is largely typical of the situation. A service user from Harrow Weald had recently lost iljeir job at Heathrow and was strnggling ftnancially. SPLWS support clients with nom-clinical matt¢rs to improve iheÉr rnenta] w¢llbeing by Itnking with activities and s¢ryices, as well as follow-up calls are made to ensure that they are engaging with recommended acttvitie￿se￿ylce5. Typically. a client would be kept on the service for 3-618 weeks from the initial assessment consultstaon stage io the final follow-up call. depending on the issuels. Sinc¢ the launch in March 2020. w¢ have received over 1,600 referral5. Around 21P/o of our referrals were due to 50cial isolation and IW/o of ourclients were having some forni of menÈ41 health problems. Most of our clients aFe ¢iiher linked with or provided with help from a¢tiVlty intervention providers andlor relevant services, before leaving Social Pr¢scribing service. 1The original model of SPLWS (Social Prescribing Ltnk Workers) to be based in GP surgeries and seeing clienis face-tO•face. however. this model had to be su%pend¢d in lin¢ with th¢ government guidelines for the lockdown in March 2020. The full SP ieam operated remotely from April 2020 onwards. ¢volvin¥ with this unprecedented situation by reacting to emergency TEeeds for Ham)w community. This Audit Findings Letter highlights the significant findings arising from the audit, for the benefit of those charged with governance. We appreciate that you may be aware of some of the matters contained in this report, however as required by International Standard on Auditing (UK) 260 we are required to communicate such matters to you formally.

As auditors we are responsible for performing the audit, in accordance with International Standards on Auditing (UK) (ISAs (UK)), which is directed towards forming and expressing an opinion on the financial statements that have been prepared by management with the oversight of those charged with governance. The audit of the charitable company’s financial statements does not relieve management or those charged with governance of their responsibilities for the preparation of the financial statements.

This letter has been provided on the basis that it is for the information of the Board and management of Harrow Community Action Limited only and that it will not be distributed to others, quoted or referred to, in whole or in part, without our prior written consent.

Audit status and audit opinion

Our audit work is substantially complete and there are currently no matters which would require modification of our audit report, subject to the outstanding matters detailed below.

Going concern

We concur with management’s assessment that it is appropriate to continue to adopt the going concern basis and there are no material uncertainties relating to going concern which should be disclosed in the financial statements.

Accounting policies, estimates and disclosures

The accounting policies used in preparing the financial statements are unchanged from the previous year.

Our work included a review of the adequacy of disclosures in the financial statements and consideration of the appropriateness of the accounting policies and estimation techniques adopted by the charitable company. We found the disclosed accounting policies, significant accounting estimates and the overall disclosure and presentation to be appropriate for the charitable company.

Other communication requirements

Fraud or suspected fraud

We have previously discussed the risk of fraud with the Board. We have not been made aware of any incidents in the period and no other issues have been identified during the course of our audit.

Our work as auditor is not intended to identify any instances of fraud of a non-material nature and should not be relied upon for this purpose. In the event that the directors wish to obtain enhanced assurance with regard to the effectiveness of internal control in preventing and detecting fraud we should be happy to provide additional services.

Non-compliance with laws and regulations

The principal laws and regulations with which the charitable company complies include the Companies Act 2006. We are not aware of any significant incidences of non-compliance.

There are also may other laws and regulations relating to health and safety as well as human resources generally and industry specific requirements. We are not aware of any significant incidences of non- compliance.

We enclose the final draft letter of representation at Appendix IV which we will request the Board to sign at the same time as the financial statements are approved.

Related parties

We are not aware of any related party transactions which have not been disclosed.

Confirmations from third parties

All requested confirmations have been received.

Misstatements

We are required to inform you of any significant misstatements within the financial statements presented for audit that have been discovered during the course of our audit. Details of items corrected following discussions with management are set out in Appendix I.

In addition, a number of non-trivial uncorrected misstatements were discovered during the course of our audit and a summary of these can be found within Appendix II to this letter.

Internal controls

The purpose of an audit is to express an opinion on the financial statements. As part of our work we considered internal controls relevant to the preparation of the financial statements such that we were able to design appropriate audit procedures. However, this work was not for the purpose of expressing an opinion on the effectiveness of internal controls.

We are required to report to you in writing, significant deficiencies in internal controls that we have identified during the audit. These matters are limited to those which we have concluded are of sufficient importance to merit being reported to you.

The scope of our work is not designed to be an extensive review of all internal controls. If we had performed more extensive procedures, we might have identified more deficiencies than those reported in Appendix III below.

Independence

In accordance with our profession’s ethical guidance and further to our audit letter to you dated 17 September 2021 confirming audit planning arrangements there are no further matters to bring to your attention in relation to our integrity, objectivity and independence.

The contents of this report relate only to those matters which came to our attention during the conduct of our normal audit procedures which are designed primarily for the purpose of expressing our opinion on the financial statements. We do not accept any responsibility for any loss occasioned to any third party acting or refraining from acting on the basis of the content of this report, as this report was not prepared for, nor intended for, any other purpose.

We have fulfilled our responsibilities as directors, as set out in the terms of your engagement letter dated 23 July 2021 under the Companies Act 2006, for preparing financial statements in accordance with applicable law and United Kingdom Accounting Standards (UK Generally Accepted Accounting Practice), for being satisfied that they give a true and fair view and for making accurate representations to you.

  2. We confirm all the transactions undertaken by the company have been properly reflected and recorded in the accounting records.

  3. We confirm all the accounting records have been made available to you for the purpose of your audit. We have provided you with unrestricted access to all appropriate persons within the company, and with all other records and related information requested, including minutes of all management and shareholder meetings.

We confirm the financial statements are free of material misstatements, including omissions.

INTERNAL CONTROL AND FRAUD

We acknowledge our responsibility for the design, implementation and maintenance of internal control systems to prevent and detect fraud and error. We have disclosed to you the results of our risk assessment that the financial statements may be misstated as a result of fraud.

ASSETS AND LIABILITIES

The company has satisfactory title to all assets and there are no liens or encumbrances on the company’s assets except for those that are disclosed in the notes to the financial statements.

There were no changes in fixed assets during the period ended 31 March 2021 other than those disclosed in the accounts.

We have reviewed the residual values attached to fixed assets and confirm they are still appropriate and reasonable reflections of these assets condition and usage.

We have no plans or intentions that may materially alter the carrying value and, where relevant, the fair value measurements or classification of assets and liabilities reflected in the financial statements.

We confirm that all bank accounts have been disclosed to you and are included within the financial statements.

We confirm that the company has not contracted for any capital expenditure other than as disclosed in the financial statements.

ACCOUNTING ESTIMATES

We confirm that significant assumptions used by us in making accounting estimates, including those measured at fair value, are reasonable.

LOANS AND ARRANGEMENTS

We confirm the company has not granted any advances or credits to, or made guarantees on behalf of, directors other than those disclosed in the financial statements.

COMPLIANCE WITH LAWS AND REGULATIONS

We confirm that We are not aware of any possible or actual instance of non-compliance with those laws and regulations which provide a legal framework within which the company conducts its business and which are central to the company’s ability to conduct its business and could affect the financial statements. The company has complied with all aspects of contractual agreements that could have a material effect on the financial statements in the event of non-compliance.

LEGAL CLAIMS

We confirm that all known actual or possible litigation and claims whose effects should be considered when preparing the financial statements have been disclosed to the auditor and accounted for and disclosed in accordance with the requirements of accounting standards.

We have disclosed to you all known instances of non-compliance or suspected non-compliance with laws and regulations whose effects should be considered when preparing the financial statements.

RELATED PARTIES

We confirm the completeness of related party relationships and transactions have been appropriately accounted for and disclosed in the financial statements. We have disclosed to you all relevant information concerning such relationships and transactions and are not aware of any other matters which require disclosure in order to comply with the requirements of company law or accounting standards. We confirm all transactions undertaken with group companies are at arms’ length including management charges.

SUBSEQUENT EVENTS

We confirm that there have been no events since the balance sheet date which require disclosing or which would materially affect the amounts in the financial statements, other than those already disclosed or included in the financial statements.

GOING CONCERN

We believe that the company's financial statements should be prepared on a going concern basis on the grounds that current and future sources of funding or support will be more than adequate for the company's needs. We also confirm our plans for future actions required to enable the company to continue as a going concern are feasible. We have considered a period of twelve months from the date of approval of the financial statements. We believe that no further disclosures relating to the company's ability to continue as a going concern need to be made in the financial statements.

GRANTS AND DONATIONS

  1. All grants, donations and other income, the receipt of which is subject to specific terms or conditions have been notified to you. There have been no breaches in terms or conditions in the application of such income.

ADJUSTMENTS & DISCLOSURES

We have reviewed and approved all adjustments made in the financial statements (attached in appendix 2).

We have reviewed and approved all disclosures made in the financial statements and we are not aware of any other matters which require disclosure in order to comply with the requirements of the Companies Act 2006 or accounting standards.

We acknowledge our legal responsibilities regarding disclosure of information to you as auditors and confirm that so far as we are aware, there is no relevant audit information needed by you in connection with preparing your audit report of which you are unaware.

Each director has taken all the steps that he ought to have taken as a director in order to make himself aware of any relevant audit information and to establish that you are aware of that information.
