INTRODUCTION

Lasting Action for Inclusion in Burkina Faso (LAFI Burkina) was established as a Charitable Incorporated Organisation (CIO) in October 2015 and is registered with the Charity Commission for England and Wales (registered charity number 1164093).

LAFI Burkina’s vision is an inclusive society in Burkina Faso where persons with disabilities have equal rights and opportunities, with access to support to gain employment and alleviation from poverty. Our mission is to strengthen the capacities of our partner organisations in Burkina Faso to promote and protect the rights of persons with disabilities to live in a fully inclusive society.

Our vision and mission support our core charitable objectives, which are:

To promote the rights of persons with disabilities in Burkina Faso
To promote social inclusion in the Burkinabè community
To relieve poverty amongst persons with disabilities in Burkina Faso

This report covers LAFI Burkina’s work towards these objectives, covering the period from January 1[st] to December 31[st] 2021.

BURKINA FASO

In 2021, the humanitarian situation in Burkina Faso became increasingly worrying as conflict and violence continued and extended to previously unaffected areas of the country. This further escalated internal displacement in the country, which reached a total of more than 1.5 million people by the end of 2021, with women and children making up the majority of internally displaced persons. This violence, along with climate change and food insecurity, has destabilised security in many areas and has led to curfews being imposed. Additionally, protests in several towns, including the capital city of Ouagadougou, with citizens demanding a government response to the intensifying violence, resulted in authorities temporarily cutting internet access, making it impossible for us to communicate with our partner organisations. The ongoing violence further disrupted our partner organisations’ work, as the deteriorating security situation led to the cancellation of a number of our partners’ core activities. Moreover, the increase in criminality in the capital city of Ouagadougou has personally affected members of our partner organisations, who feel that their disability makes them more vulnerable to be robbed, and so they are more anxious about leaving their homes, particularly after dark. This has affected the livelihood of disabled artisans in particular, who need to operate in the city to sell their products, but have been unable to do this due to feeling unsafe.

PARTNERSHIPS

Our approach is to work with local organisations who know the local context in Burkina Faso, and who work directly with people living with disability. We provide them with financial and technical support to develop projects that improve the lives of children, women and men living with disability.

In 2021, LAFI Burkina continued its partnership with two local organisations in Burkina Faso: Tigoung Nonma and ODIS (Organisation for Inclusive Development and Solidarity).

Tigoung Nonma is a charity and cooperative of disabled artisans. It provides training and employment opportunities for its members and promotes their work to enable them to earn a sustainable living.

ODIS (Organisation for Inclusive Development and Solidarity) is a nongovernmental organisation that provides appropriate and sustainable solutions to the extreme poverty, exclusion and vulnerability faced by many of the most marginalised groups in Burkina Faso.

In 2022, we will maintain and develop our partnerships with partner organisations in Burkina Faso, with a continued focus on monitoring and evaluating current projects, as well as working with our partners to develop and seek funding for additional projects that promote the inclusion of persons with disabilities in Burkinabè society.

WORKING TOWARDS OUR OBJECTIVES

Impact of COVID-19 and Violence in Burkina Faso

LAFI Burkina’s fundraising activities continued to be impacted by COVID-19 as we waited for public events to be reinstated through the ongoing pandemic. Nevertheless, we did our best to maintain momentum within the organisation by focusing on our project work with our partners in Burkina Faso.

We have therefore continued to support our partner organisations, however, the continually deteriorating security situation in Burkina Faso has unfortunately also impacted our work with them, as we have faced struggles with communication, as well as significant delays in project fund transfers reaching local partners. This has resulted in delays in project delivery, which we aim to redress in 2022.

TO PROMOTE DISABLED PEOPLE’S RIGHTS IN BURKINA FASO

International Day of Persons with Disabilities (IDPwD)

To celebrate this year’s IDPwD, we sent out a newsletter to all our supporters and updated them on our partners’ activities.

We also marked the occasion by launching our 12 Days of Christmas Campaign, which showcased the talents of some members of our partner organisation Tigoung Nonma, over a period of 12 days.

The campaign was well-received by our social media audience, and we hope to be able to replicate its success with a similar campaign in 2022.

Furthermore, to make the most of our increased social media activity for IDPwD and the 12 Days of Christmas Campaign, we launched a new fundraising page on JustGiving.

WEBSITE, E-NEWSLETTER & SOCIAL MEDIA

We have continued to use our Website, e-Newsletter and Social Media to promote our work and share information on disability rights, Burkina Faso, and issues related to the inclusion of persons with disabilities. We also transferred to Google Workspace in order to improve communication with our supporters, partner organisations and within the LAFI Burkina team.

On International Women’s Day, we posted and promoted an interview with the Coordinator of our partner organisation Tigoung Nonma. The interview presented the achievements of the strong female lead of Tigoung Nonma, as well as highlighting the challenges faced by women and girls with disabilities in Burkina Faso.

In 2022, we will continue to raise awareness of issues faced by persons with disabilities in Burkina Faso, through our presence at relevant events, using social media, and organising fundraising activities.

TO PROMOTE SOCIAL INCLUSION IN THE BURKINABE COMMUNITY

ODIS Project

In 2021, we continued our work with ODIS on their Inclusive Education and Training project. Thanks to our generous donors, we were able to extend the project for another year, as well as to continue monitoring its impact on beneficiaries. In 2021, ODIS took great strides in their work towards inclusion, as they:

Supported 15 families to access services and equipment to meet the needs of children with disabilities;
Supported 16 children to enrol at school and provided them with wheelchairs and orthopaedic equipment;
Enrolled 16 adults with disabilities in vocational training programmes and gave 3 of them wheelchairs to aid their mobility;
Conducted 5 advocacy sessions on inclusion and disability rights with local councils.

Given the continued achievements of the project in allowing persons with disabilities to access education and employment opportunities, and thus promoting their social inclusion, we aim to continue fundraising in 2022 for ODIS to be able to progress with this important work.

Tigoung Nonma’s Activities

Unfortunately, for most of 2021, members of our partner organisation Tigoung Nonma were unable to undertake the majority of their artisanal activities, due to both COVID-19 and the security situation in Burkina Faso. The Tigoung Nonma cooperative's traditional customers are tourists, whose numbers have greatly reduced as a result of insecurity in the country, which means the cooperative has been struggling to sell its members’ products. Nevertheless, we have continued to work with them to explore potential projects that could support the cooperative’s members, and we will continue to do this in 2022.

TO RELIEVE POVERTY AMONGST PEOPLE WITH DISABILITIES IN BURKINA FASO

L4LAFI Appeal

After the success of last year’s L4LAFI Appeal, we decided to make this an annual fundraising campaign. So, in June 2021, we once again launched the L4LAFI Challenge .

We asked our supporters to do something beginning with the letter L, post a video or photo of themselves doing the activity on social media, tag LAFI Burkina using the hashtag #L4LAFI so that we could share their post, and then to make a donation to our project with ODIS and to nominate others to do the same. We hope to continue building on this campaign in 2022.

STALLS

In November 2021, we were happy to participate in our first (and last!) event of the year: a fundraising stall at Oakdale Junior School Fête in South Woodford, where we raised £263 selling beautiful crafts that we order from our partner organisation Tigoung Nonma.

The artisans who are members of the Tigoung Nonma cooperative benefit from the purchase of their crafts by LAFI Burkina. The cooperative itself also benefits, as it receives 20% from each sale made by its members to ensure that its activities are sustained. As the cooperative seeks to provide sustainable incomes for its members, supporting the cooperative allows us to work towards our objective to relieve poverty amongst persons with disabilities, as well as to promote the inclusion of the cooperative’s members in the socio-economic development of their country.

We therefore use the stalls to promote Tigoung Nonma’s work, as well as to raise awareness of the exclusion issues faced by persons with disabilities in Burkina Faso, and what LAFI Burkina is doing to combat this.

GOVERNANCE

LAFI Burkina is a Foundation Charitable Incorporated Organisation, functioning in line with our Constitution, with all our trustees appointed by existing trustees.

All trustees must follow LAFI Burkina’s policies, including taking into consideration the risks identified in the LAFI Burkina Risk Register and doing their best to mitigate these.

Our volunteers also follow our policies as they support LAFI Burkina with its activities, namely with fundraising and events. When planning and executing our activities, we have abided by the Charity Commission's guidance on public benefit.

We continuously review and formulate organisational policies and procedures to guide best practice from our trustees, volunteers and partner organisation staff, as well as to support our growth and development and help us to meet our objectives in a more effective and efficient manner.

LAFI Burkina has complied with the duty in section 17(5) of the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission.

GENERAL FUNDRAISING

In 2021, we raised a total of £5,919.06 (2020: £4,591.45) . This amount includes grants for the ODIS project of £3,000 from The Southall Trust and £500 from Sydney E Franklin Deceased's New Second Charity, for which we are very grateful. The remaining funds were accumulated primarily through donations and craft sales.

GRANTS

LAFI Burkina applies to trusts and foundations for funding for specific programmes with our partners, and also raises unrestricted income through fundraising events. These funds allow us to award grants to our partner organisations to support projects that correspond to our objectives.

In line with our Grant-Making Policy, our partners must submit a funding application form in which they present the project for which they require funding, along with a log frame and a budget proposal.

After careful consideration from LAFI Burkina, as well as support on modifications to enhance projects, partners sign a Grant Agreement Form so that a grant may be awarded.

RESERVES POLICY

As at 31 December 2021, LAFI Burkina has restricted reserves of £3,906.23 (2020: £1,433.98) and unrestricted reserves of £4,789.14 (2020: £4,623.51) . This is in line with our Reserves Policy to retain £2,486.00 per year.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31/12/2021. Responsibilities and As the charity's trustees, you are responsible for the preparation of the basis of report accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent I have completed my examination. I confirm that no material matters have examiner's statement come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
the accounts did not accord with the accounting records; or
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
