Structure, Governance & Management
The Swindon Community Tennis was constituted by a Governing Document on 1 March 2015.
The organisation registered its foundation as a Charitable Incorporated Organisation on 26 May 2015.
There is a requirement for at least three charity trustees. If the number falls below this minimum, the remaining trustee or trustees may act only to call a meeting of the charity trustees, or appoint a new charity trustee. There should be a minimum of one and a maximum of 6 appointed trustees.
Swindon Borough Council as ‘appointing body’ may appoint one charity trustee.
Overall responsibility for the operation of the Charity is vested in Charity Trustees with clear areas of responsibility being assigned to each. Operational matters are managed through the Operational Management Group which includes the Charity and Appointed Trustees, contracted Coaching Provider and Pavilion Café manager. Community partners are also included where relevant, for example; Community Police Officers, Swindon Borough Council Locality Managers, the Lawn Tennis Association Regional Development Manager.
Preparation of Annual Accounts
The accounts are prepared on a Receipts and Payments basis.
Risk Assessment
As part of an on-going examination and review of provision major risks to the Charity’s operations and its continuation are considered by the Board.
Public Benefit
The Board of Trustees confirm that they have complied with their duty to have due regard to the public benefit guidance published by the Charity Commission for England & Wales. Support is available for all members of the community irrespective of age, ethnicity, sexual orientation, religion or financial means.
Reserves Policy
The trustees have taken advice from the Lawn Tennis Association (LTA) and have agreed a reserve of £15,000 to be achieved each financial year for the ongoing maintenance of the tennis courts, pavilion and associated grounds.

Annual Review
The objects of the Swindon Community Tennis CIO are:
To promote community participation in healthy recreation by the provision of facilities for the playing of tennis and to advance the amateur sport of tennis for the public benefit in Swindon both with the aim of improving health and wellbeing in particular but not exclusively by:

providing accessible and affordable tennis to the community;

providing opportunities for physical and mental exercise, developing agility and skills;
-
• providing facilities and opportunities to play tennis with the aim of promoting the social inclusion of those that are excluded from society due to reasons of social and or economic disadvantage and interaction among members of the community;

running a community based tennis and social facility for the benefit of community groups and residents;
-
providing varied and, where appropriate, structured tennis activity programmes for all families and individuals catering for all ages and abilities; and by
-
providing increased opportunities for people with disabilities to take part in sporting activities.
Since the refurbished tennis courts were opened in May 2015 nearly 1,700 fobs to access the courts have been purchased at £30 for a year for a family meaning over 5000 players have had access to the courts.
The courts are situated in the Gorse Hill and Pinehurst Ward which, according to the Indices of Deprivation 2010 is one of four wards in Swindon that have areas within the most deprived 10% nationally.
The Gorse Hill and Pinehurst ward has LSOAs within the most deprived 20% nationally for the following indicators:

We are pleased that around 40% of the players live in the immediate area of postcode SN2 (an area designated as socially deprived) although recent surveys have shown that other users are spread over all areas of Swindon especially the newer Northern Expansion Area.

Swindon Communily Tennis Annual Report March 2021 The last twelve months have seen a year of transition as the ongoing running of St Marks tennis facility has been transferred to Central Swindon North Parish coun1. Looking Ahead Ihhen SCT was first set up the Board 's main aim was to provide accessible and affordable tennis to the community. A key to this was securing funding for the building and development of a modem attractive communty facilty based around tennis. Through partnerships with Swindon Borough Council and the LTA the facilty tecame a realty Trmth a vibrant tennis and mmunty hub serving the local population and making tennis accessible to the masses. Following developments wth the ownership of the site being transferred to the new Central Swindon North Parish Council (CSNPC) and one trustee of SCT moving away it was decided Y needed to have a succession plan for the ongoing future operation at St Marks. Wrth this in mind, the Board entered into discussions with CSNPC about them taking on the day to day running ofthe facilty. As of the beginning of the financial year the transfer of responsibilty for the running of the site was completed, effective 1 April 2020. As part of this agreement Swindon Community Tennis agreed to transfer the 'sinking fund,, a reserve held spectfically for the ongoing maintenance and development of the tennis courts and floodlights to Central Swindon North Parish Community Library & Leisure Trust to secure the sustainability of the facilty for the coming few years. The 'sinknng fund, of £45,000 (paid in two tranches, £10,000 and £35,000) was paid over to CSNPC with the express restriction of being used solely for the purpose of the upkeep of the tennis courts and fl¢)odlights. ensuring the future of the srte for tennis for number of years to come. Following the successfvl transfer of the responsibilty for the running of the site and the commitment of CSNPC to Continue the provision of affordable tennis for the lo¢al community the Board of Swindon Community Tennis has conts.nued to monitor the situation to ensure that legacy is protected. Having assured themsetves of this. it was decided to close the charity. As at wrrting this annual report the Board is working with professional advisers to complete this. Any funds remaining as at the point of dosure will be disbursed to charities with similar values and aims to those of Swindon Communty Tennis. On behalf of the board of trustees T. J. Swindon Communty Tennis Annual Report March 2021 Independent examinerfs rèport to the trustees of Swindon Community Tennis I report on the accounts of the charity for the year ended 5 Apnl 2018. Respectlve responsibilities of the trustees and the examiner. The charity's trustees are responsible for the preparation of the accounts. The chanty's trustees consider that an audit is not required for this year under section 144(2) of the Chanties Act 2011 (the 2011Act) and that an independent examination is needed. It is my responsibility to.. examine the accounts under section 145 of the 2011A. follow the procedures laid down in the General Directions given by the Chartty Commission under section 145(5)(b) of the 2011 Act; and state whether particular matters have come to my attention. Basis of this report My examination was carried out in accordance wtkh the general Directions gtven by the Charity Commission. That examination includes a review of the accounting records kept by the charity and a comparison of the a¢¢ounts presented wth those records. It also includes consideration of any unusual items or disdosures in the financial statements and seeking explanations from you as trustees conceming any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'lrue and fair vièw" and the report is limited to those matters set out in the statement below. Independent examinerfs statsment In connection with my examination, no matter has come to my attention" which gives me reasonable cause to believe that in any material respect the requirements= to keep accounting records in accordan with sedion 130 of the 2011Act,' and to prepare financial statements which accord with the accounting records and comply with the accounting requirements of the 2011Act have not been met; or 2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
