Additional organisational structure.
An operational Manager was engaged by means of a service level agreement (SLA) in March 2015 to provide overall management of the night shelter and
to assist guests into benefits and accommodation (on going). Night Shelter managers have also been engaged by means of a service level agreement (SLA) to manage the Night Shelter each night and to ensure the smooth running and safety of the guests and volunteers. The Operations Manager line-manages the Night Shelter Managers. The night Shelter Managers and the Operations Manager are line-managed by the Chair of Trustees. This structure was implemented to manage risk more effectively. The Operations Manager reviews policies and procedures and establishes effective links with local agencies, the council, housing partners and the police.
H4BD work closely with the voluntary sector, local churches and Barking Churches Unite. These churches provide volunteers to help each night with cooking, cleaning and providing other appropriate support to service users. Volunteers undergo appropriate Night Shelter training, safeguarding training and DBS checks.
The Source provides a postal address for benefit applications.
Objectives and activities.
The relief of poverty and distress among people including (but not restricted to) those who have become homeless as a result to release from prison, addiction issues, or relationship break ups, through the provision of a night shelter refuge, counselling, advice, guidance and other support responsive to their needs and in accordance with Biblical principle.
In summary, following support is provided to guests attending the night shelter:

Provision of a Night Shelter for up to 20 homeless people (guests) until forced to close suspend the shelter operations in April 2020 due to Covid restrictions.

Assistance to apply for benefits.

Assistance to gain accommodation.

Provision of a meal each night at the Night Shelter.

General support given for the emotional and spiritual well-being.

Clothing assistance provided.

Sign posting to other services.
Achievements and Performance
Outcomes for the period from 1 November 2019 to 31 October 2020:
Over 30 Volunteers served from over 9 churches including 7 Anglican churches from the Barking and Dagenham Deanery: St. Patricks St. Erkenwald’s Christ Church Dagenham Parish Church St Elisabeths’s and St. Chads. 5 church venues were used to host the shelter during this period of time; Christ Church, Barking Baptist, Oxlow lane Baptist, London city Mission Hall Bennett’s Castle Lane, and Chadwell Heath Baptist Church.
During this period of time Hope 4 Barking and Dagenham provided 6740 bed spaces and operated at 90% capacity on average for the whole period. The nightshelter was at or near 100% full from December to February. We have had more than 100 individuals stay with us 64% men 36% women. The average stay being about 5 weeks. We have had over 220 official referrals to the night shelter. Including more than 80 walk ins where the
individual has been sign posted to our partner organisation The Source at Vicarage fields Shopping Centre. The rest from outside agencies.

More than 80 of the people who stayed with us have a diagnosed mental health condition and are medicated for these conditions. The most prolific diagnosis is depression and anxiety followed closely by personality disorders.
A significant proportion of guests were in employment when entering the night shelter. 30 guests have gained full time employment since accessing the night shelter
During the year our operations manager has facilitated the housing of over 60 individuals either directly or in partnership with other agencies.
Covid Impact
Covid-19 had a significant impact on the charity’s night shelter operations in 2020. Hope 4 Barking Dagenham operates a communal shelter and such was not able to open the shelter post March 2020 due to the government guidance in force. At the beginning the first lockdown the shelter was able to work with the Greater London Authorities “Everyone In” imitative which provided an individual hotel room for all homeless people in London who were sleeping in night shelters. Shortly after the first lockdown came into effect the shelter was extended its opening hours to provide a 24-hour shelter for its guests while the scheme secured the necessary hotel accommodation and pre-entry medical checks. During this short period, we were able secure permanent accommodation for around 25% of the guests in the shelter, with the remaining guest all being transferred to hotel accommodation. Once guest had been transferred to the hotels, shelter managers continued to provide support to the guests via regular phone calls.
The shelter was not able to open its night shelter services for the remainder of 2020 due to government restrictions. During this time our operations manager continued to provide support to referrals all received, including assistance with applying for benefits, housing and other support services.
