OWEcrtVES AND AcfiviTIES objettly alld aÉms The objective of West Northumberland Food Bank ("the Food Bank") is the prevention OT relief of poverty iti West Northumberland in particular but not exclusively, by providing emergtncy food supplies and related provision5 to individuals in need, and to charities or other or8anisations working to pr¢veni or relieve povety. The Food Bank's activities are generally to provide emergency food supplies to people throughout West Northumberland, providing Jnllch n¢eded infortnatioa and signposting to help people through these very difficult times and helping people to access other support Services. Hardship grants can be made to individuals and households, and sjnall awards to organisations having similsr obj¢¢tiVC5 to reduce povety and the effects of poverty in accordauce with the &8sociat¢d policies. Sma]I grants applications are È]Iitially assessed by th¢ Grant Awards Committee with sign off required at a meeting of the Trustees. Hardship granlq 2re made in those situations where the service user might be at a tipping point likely io develop into a debt spiral. Frequently, these are for those using coal or oil for heating. Such awards are signed off by both the proje¢t manager and one of the helpline team leaders in accordance with the policy. Surveys are widertaken of service users to 8ssisi in developiTLg strategies tr> improve the stG¢S offered. Volunte¢rs are essential to the F¢)od Bank a¢hieving its objective. There are nvo pools of volunteers. One sei operate the helpliTre for 5er¥ice users to request food attd to receive signp05ting to other services. The 1)tIr set are engaged in the warehouse logistic5 and dtlivery (including collection) of donaied food atld household essentials. The Food Bank could not aehieve its objective without their fantastic ¢otLtribution. Pllblic benefit The Charity Commissiort state5 that there are two tests that must be passed to meet the definition of providing public benefit.. firstly, thete ust be an identifiable beneflt or benefIts' secondly the benefit(s) must be to th¢ public or a section of the publi¢. WEST h'ORTItUMBERLAND FOOD BANK CIO REPORT OF THE TRUSTEES FOR THE YEAR ENDED 30 SEPTEMBER 2022 ACHIEVEMENT AND PERFORMANCE Over th¢ year, the Food Bank supported 570 households, comprising 1,246 people 5,067 deliveries of tood and hous¢hold essentials. On occasion, food vouchers redeemable at accessible supcmarkets were provided. Most frequently. these vouchers are issyed to those service users in urgent need or where th¢ delivery logistics cannot accomplish a food parcel delivery due to the extensive rural area served. No individual or household has failed to receive the offered support they needed. Service users are treated compassion and re5pe¢t. A recent survey h&5 eonfirfftd that th¢s¢ attributes are recognisd and appreciated by them. The main target is to meet the essential needs of the scrvice users. whose number5 have increased year on year since the Food Bank formed. This has been successful in that IOO°h of the re4uested help for food has been achieved. A large percentage of service users have also been offered signposting to other sources of help. There is strong community 5UPPOrt for the Food Bank both in food dO]tionS and fLnaTrcial don&iions which allow the Food BaDk tt) purchase addiiional food supplies. Grants and donations from philanthropic individua]s organisatitsns have dso been a great help - frequently these are Ull501icited. Further details of these are noted on Page 10 of the accouttt%. We are incrcdjbly apprecialive of this generous support. The financial posiLion and forecast are review monthly. and these guide the need ft>r additional fundrgisitlg. Surplus funds are held in an interest beaTing account with Triodos Bank. It ha5 become clear that, due to the generosity of the local communtry and other fuoders. income is likely to continue to provide & sllrplu5 once food Gosts and operatin8 costs have been met. A strategy is under development to use the Charity Aid FouTtdation ICAfi savings platfom to genetat¢ interest in¢ome* particularly as interest rate increases ate enhancing this area of in¢ome with a view to implementstion early next piojeGt year. This strategy will encompass seeking good interesi rates and teTms, whilst alway5 maintaining adequate a¢¢essible funds. In addition, to further our social impacr, since November 2022 £15,000 of the Food Bank's hnds h¢ld in NE First Credit Union. Whilst financial retums are very low, Ihe credit union frequently makes loan5 to low inwme fatnilies at r¢asonable rates, helping those in poverty avoid illegal lend¢t5 {loan sharks}. WithOt doubl the achievements noted above could not have been achieved without donations from grant giving trusts and support from Northumberland County Council through delivery of the Department of Work and Pensions (DWP) Household Support Fund. And ntstably the brilliant support from hundreds of local people who donate food, money, and their time volllTrteering helping the Food Bank to support more people than ever before. Page 2

This includes boih mon¢tary donations and estimated values for the donation of goods. The total resources expended were £227,08512020121.. £161,795) and represented costs incurred to enable the Food Batlk to carry out its operations, provide hardship awards and make gTants under the Food Bank's small grant scheme. The Food Bank made a SUTpIus for the year of £44,423 compared with a surplus of £35.612 in the previous year, due to a si8nificani and welcome increase in financi support from the local community. Rostrve5 Policy The Trustees consider it appropriate to hold unrestriGted c&sh reserves equiva]ent to 3 - 9 ny)nths of operating expenditure (excluding donated goods) to provide a level of working ¢4)ita] that protects the continuity of th¢ work of the Food Bank. The lev¢1 of resetves will tske into consideraiion strategy and the potential for unforeseen expenditure or unanticipated loss of income. This is reviewed annually in conjunction with the budgei setting proces5. A% of 30 September 2022 the Food Bank had tota] unrestyicted reserves of £200,834 of which £183.971 were held in cash. This represents approximately 15 month5 of operating expenditure which is higher than the top end of the range specified in the reserves poli¢y. The Trustees haye taken account of this during the budget setting process for the project year to 30 S¢pt¢mber 2023 and have ¢onsidered how the additional funds can bc uscd to further the objective of the Food Bank withollt ¢om]nittin8 to levels of expendiiure which Cal0t be maintained in the long-temj. Over the colning months a significant increase in demand ig expected and inflationary factors are projectd to impact both income and expenditure leve15. To ease the burden on our service users the Trustees have committed to a Cost of living initiative to support households in need of assistance with dtsme5tic fuel costs over the Coming project year. In addition we have planned for the purchase of a ihird van io assist with the rising number of food deliveries. Further to this w¢ have rectuited an additlQDal part-time help line teatn leader to enhance the level of 5UPPOrt attd signposting we can provide to service users. Con5equent]y, the Trustees anticipate reserves being within range by the con¢lusion of the project year ended 30 sePteber 2023. Golng CoRtern After making appropriate eoquiries. the trustccs havc a reasonabl¢ cxpectation that the Fd Bank adequate resources to continue in operational existence for the foreseeable futwe. The reserves poli¢y and level of reserves currently held by the Food Bank supports this position. For this reason. the trustees continue to adopl the going conc¢m basis in preparing the financial statements. Further details regarding the adoption of the going con¢¢m basis can be found in the accounting policies. Without su¢¢umbing to complaccncy, we are confidenl that wthin rea50n we have the ¢apacity to respond appropriately to any increase in poverty in the local area- we continue to monitor the economi¢ and social 5jtuation locaIly and nationally.
