The objects of the Charitable Incorporated Organisa8on (CIO), as per our
cons8tu8on, are to:
1. promote the beneft of the inhabitants of Llangarron and the
surrounding area without dis8nc8on of sex, sexual orienta8on,
na8onality, age, disability, race or of poli8cal, religious or other
opinions, by associa8ng together the said inhabitants, statutory
authori8es, voluntary and other organisa8ons in a common efort to
advance educa8on and to provide facili8es in the interests of social
welfare for recrea8on and leisure-8me occupa8on with the object of
improving the condi8ons of life for the said inhabitants;
2. secure the establishment of a Community Centre and to manage and
operate the same (whether alone or in co-opera8on with other
persons or bodies) in furtherance of these objects

The Trustees, and LCA Management CommiXee, worked to provide ongoing
management, maintenance, enhancement and usage of the Community
Centre throughout the year.
Examples of events and ac8vi8es staged in 2024 include:
LCA Events:

Monthly Community Cafés (January to December)

Pop-up Pub and Food Van nights on frst Friday of each month i.e.,
Pizza, Japanese Food, Fish & Chip Vans and Sausage and Mash. Some
were held for local chari8es (i.e., November for St Michaels’ Hospice)

Charity Evening Presenta8ons – The Wonder of Parasites (6thFebruary)
in aid of Hereford Air Ambulance; How to Stay Safe Online (25thApril);
We are Farming Minds (23rdMay) in aid of a local mental health charity
suppor8ng farmers; Hereford Archive and a local historian
inves8ga8ng the History of Treribble House (24thOctober) in aid of
Macmillan Cancer Support

h.Art Arts & Craps Exhibi8on (7th– 15thSeptember)

Ceilidh with a local band and caller (12thOctober)

Guitar Concert (7thDecember) postponed to 2025 due to severe
weather

Christmas Market (30thNovember)
PCC Events:

Monthly Community Cafes now held jointly with the PCC, helping to
bring the community together; open combined with i.e., plant sales

Achievements and performance

whole.
Throughout 2024, the hall was used on a regular basis by the LCA and other
user groups listed above, including weekly classes in Baby Massage and private
hirings for funerals, birthday par8es, talks and yoga classes.
Our facili8es and compe88ve hiring rates are appreciated by families and
groups across the local community.
There were also some corporate hirings, for either evening, part or full-day
seminars and mee8ngs.
The LCA staged several successful events during the year, including:

Evening talks several on topics of interest

Monthly Pop-up pub and food van nights

Music concert

The 9-day h.Art Exhibi8on in September featuring the work of ten local
ar8sts

Christmas Market in November with eleven stalls ofering seasonal,
mostly local produce and products

Monthly Community Cafes on the third Saturday of the month held
jointly with the PCC, throughout most of the year

Two Quiz Nights held in the spring and autumn respec8vely.
The feedback received from par8cipants and visitors at these events was
generally very posi8ve, with h.Art in par8cular genera8ng excellent feedback
and very good sales for the exhibi8ng ar8sts and the Cafe. The monies raised
from evening talks were donated to a charity nominated by the speakers. Alas,
some of the planned events such as a hog roast and guitar evening were
postponed due to the roasters and the weather respec8vely.
The Hall was also used for a range of other purposes, such as a venue for the
Archenfeld Community Environment Group talks on locally important
environmental maXers, a venue for the local Repair Café, and as a Polling
Sta8on for the local Council and General elec8ons.
The Trustees met on 3 occasions, and the LCA Management CommiXee met on
eight occasions. In addi8on to discussing opera8onal and event-related maXers,
the Trustees and Management CommiXee (as appropriate) also addressed
several maintenance issues, including the servicing of the underfoor hea8ng
system, and repairs to the main electrical fuses. The Trustees and/or
Management CommiXee also reviewed several LCA policies on their respec8ve
due dates. One policy remained under development at the year-end: Grant
Making. Review was postponed pending gran8ng of a new Licence by the
Diocese of Hereford
2024 saw the appointment of a new Trustee in July (Richard Turner), and LCA
Management CommiXee in January 2024, and of new Ofcers, Treasurer
(BridgeXe Wilson) in February 2024, and Secretary (Clair Turner) in November
2024. The exis8ng MC Chair (Helen Edwards) con8nues in role and as Booking
Secretary. Sadie Copus organised the ar8sts for h.Art; Lisa Taylor organised the
café rota and the Christmas market; Dan Roberts supports maintenance and
sevng up for events.

Regarding the future direc8on and ac8vi8es of the LCA, the Management
CommiXee sent out a ques8onnaire to all visitors to the Garron Centre and
residents of the community asking for feedback on the nature and type of
events that they wished to be held. The results of this survey have been
collated for discussion at the next AGM. No AGM was held in 2024 due to the
pending resigna8on of the Chair of the Trustees and the expiry of the Licence
from the Diocese of Hereford. This expired in September 2024, and a
temporary agreement to operate was issued by the Diocese pending applica8on
for an interim Licence in January 2025.

The Annual Accounts are shown at the end of this report, in the Receipts &
Payments format.
Total receipts from events and ac8vi8es in 2024 were £19,316.23, while
payments in respect of these ac8vi8es plus general opera8onal costs were
£19,306.91.
The payments for charitable dona8ons in rela8on to the evening talks to We are
Farming Minds, Hereford Air Ambulance, and St Michael’s Hospice were made
directly to the Chari8es via the speakers and do not appear in the accounts.
The cost of electricity rose signifcantly in 2024 compared to 2023 from
£1,323.38 to £2,369.12.
The net defcit in 2024 was -£9.32 compared to a net defcit of -£24.04 in 2023.
The Chari8es HSBC account balance totalled £46,224.59 at the year end.
The Annual Accounts 2024 have been agreed by the Trustees and Management
CommiXee were submiXed via online fling to the Charity Commission on 10th
November 2025. The delay in submission was due to the resigna8on of the
Chair of the Trustees and a delay in appointment of a new Chair in July 2025.

The charity's funds are held to ensure con8nuing opera8on of the Garron
Centre as a community venue, and to meet any unusual or irregular
requirement for fnancial outlay such as the replacement of equipment, hall
improvements or unforeseen expenditures. The Trustees consider reserves to
be adequate to meet the needs of the charity.

The LCA's principal sources of funds are community events and ac8vi8es staged
in the hall and private hirings of the hall. Annually, the most signifcant event
staged is the 9-day h.Art Exhibi8on in September; h.Art 2024 proved very
successful in terms of both foozall and income genera8on, more so than in
2023, for the ten exhibi8ng local ar8sts via commission and proft from Cafe
sales.

major part of the cash fund reserves in either a community asset or in a low-risk

The Trustees believe that the Associa8on has sufcient reserves to meet its
ongoing expenses and are not aware of any signifcant risks to the opera8ons of
the charity in the coming year.

Day-to-day management was exercised throughout the year by a Management
CommiXee (MC) opera8ng under powers defned and delegated by the
Trustees. The MC generally comprised 5-6 volunteers, with individuals serving in
the nominated posts of Chair, Treasurer, Mee8ngs Secretary and Bookings
Secretary, though open these roles are combined. CommiXee mee8ngs were (in
part) also aXended on a regular basis by representa8ves of the Parochial Church
Council.
The Trustees would like to express their gra8tude to and warm apprecia8on of
all the volunteers who devised, administered, organised and implemented the
events and ac8vi8es staged by the LCA over the course of the year.
