Objectives and activities
The charity's objects
To alleviate the effects of food poverty and specifically to create and operate a food bank for the people of Batley and its environs.
The charity's main activities
Operating a food bank providing emergency food aid to people resident in an area of the North Kirklees local authority area covering Batley, Heckmondwike, Cleckheaton, Liversedge, Birstall and Birkenshaw, along with parts of Dewsbury including Mirfield.
Public benefit statement
In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular alleviating the effects of food poverty in our local area.
Achievements and performance
The year up to end of September 2022 was busier than ever. 3385 referrals were received, resulting is us providing food for 7305 people. This equates to 153,405 meals.
During the year we saw an increase in the number of people being referred to us, who have never used a food bank before.
We were able to secure funding to supply ingredients for Christmas dinners and Christmas hampers for those who would otherwise struggle to provide food over the festive period.
We have built stronger relationships within the local community including giving presentations to local schools and churches, as well as visits to the food bank from local Brownie and Cub packs. Work experience placements from local six forms has also increased awareness of the role of the food bank amongst young people.
Regular meetings are help with other local food banks and welfare providers to ensure the approach is consistent and to prevent overuse of the services.
Financial review
The net payments for the year were £8,940, including net payments of £28,455 on unrestricted funds and net receipts of £19,515 on restricted funds after transfers.
Reserves policy
The charity's free reserves, at the year end were £22,534.
The aim is to have enough money in reserve to meet the expenses of the food bank for 3 months. This includes rent, wages and all other essential expenses. The current reserves amount is set at £40,000. This would allow the staff to be given notice and enable an orderly winding up should the charity need to close.

Independent examiner's qualified report to the trustees of Batley Food Bank
I report to the charity trustees on my examination of the accounts of the CIO for the year ended 30 September 2023, which are set out on pages 5 to 9.
Responsibilities and basis of report
As the charity trustees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the CIO's accounts as carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement - matter of concern identified
I have completed my examination. I have identified a matter of concern in my report because there has been a payment to a related party which appears not to be in accordance with the trusts of the charity.
A relative of a trustee has been employed by the charity, there is no permission for this in the constitution and therefore Charity Commission permission is required for this employment, but has not been obtained. During the year the employee was paid £2,730.
The trustees believe the employment is in the best interests of the charity and ensured the related party trustee was not involved in any decisions concerning the employment. Not obtaining Charity Commission permission was an oversight on their part which they are now in the process of remedying.
I confirm that no other material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1 accounting records were not kept in respect of the charity as required by section 130 of the Charities Act; 2 the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies
Basis of accounting
The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis.
There has been no change to the accounting policies since last year.
No changes have been made to the accounts for previous years.
Taxation
As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.
Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
