STRucfuRE GOVERNANCE AND MANAGEMENT CHARITY CONSTITUTION AND GOVERNING DOCUMENT YouTurn Futures is a Charitable Incorporated Organisation, entered on the Register of Charities on 31st March 2014, registered charity number; 1156468 The Charit¢s governing document is a 'Foundation' model constitution. which as provided by sections 224- 227 of the Charities Act 2011 can only be amended by re505ution agreed in writing by all members of the CIO or by resolution passed by a 75% majority of those voting at a general meeting of the members. RECRUITMENT AND APPOINTMENT OF TRUSTEES It Is intended that the Trustees can bring a range of skills to the charity and provide guidance on issues including management practices, finance, strategic planning and human resource management. To increase the range of these skills, the trustees agreed to make changes to YouTurn's constitution in July 2020. These changes included increasing the maximum number of trustees from 12 to 15, extending the term to four years, which can be extended by a further term and removing the specific list of organisations that are able to nominate trustees. These changes were duly reported as required to the Charity Commission. TRUSTEE INDucfioN AND TRAINING Prospective trustees are provided with a copy of the current version of the constitution and copy of the latest charity account5 priorto appointment. New trustees are invited to meet with YouTurn's Director and Chair of trustees for a detailed discussion regarding the charity and the role of trustees. Copies of the charities annual report, impact report and information regarding the activities of the charity including project performance reports and risk registers are also made available. All prospective and new trustees are also provided with copies of the Charty Commission's trustee handbook and related documents. Funding is available to support trustees to access external training relevant to their role as trustee should they wish. Trustees are encouraged to visitthe charity's activities and meet with project leaders to engage with and understand the work of the charity. DECISION MAKING The trustees and YouTurn Direttor meet regularly during the year, ordinarily every three months, to consider financial, management and strategic decisions and to review the future of the charity.

The quorum is two charity trustees, or the number nearest to one third of the total number of charity trustees, whichever is greater, or such larger number as the charity trustees may decide from time to time. A charity trustee shall not be counted in the quorum present when any decision is made about a matter upon which he or she is not entitled to vote. Questions arising at a meeting shall be decided by a majority of those eligi ble to vote. RISK The YouTurn Director maintains an overarching strategic plan for the charity, which includes details of risks faced by the charity as identified by the trustees and senior staff. The Director and where appropriate, project leads report to the trustees on a regular basis identifying the management and mitigation of risks as per the charities annual and project plans. OBJECTIVES AND ACTIVITIES CHARITABLE OBJECTIVES The charitable objectives of YouTurn Futures as set out in the constitution are. The rehabilitation of ex-offenders and the prevention of crime and anti-social behaviour, in particular but not exclusively, by. al facilitating their integration and constructive engagement in society; bl the provision of support, information and advocacy for ex-offenders, those at risk of offending and the victims of crime; and cl the promotion and development of best practice models of integrated offender management. the promotion of social inclusion for the public benef1t by preventing people from becoming socially excluded, relieving the needs of those people who are socially excluded and assisting them to integrate into society. Forthe purpose of this clause'socially excluded, means being excluded from society, or parts of society, as a result of one of more of the following factors: unemployment: financial hardship; youth or old age,. ill health (physical or mentall. substance abuse or dependency including alcohol and drugs; discrimination on the grounds of sex, race, disability, ethnic oriEin, religion, belief, creed, sexual orientation or gender re-a55ignment,' poor educational or skills attainment; relationship and family breakdown,. poor housing (that is housing that does not meet basic habitable standards,. crime (either a5 a victim of crime or as a n offender rehabilitating into society).

This year has seen $i8nificant developments across our core pro8rammes. The Herts Supported Pathway has continued to evolve. offering crucial, coordinated support to individuals at risk of offending. Our Schools Navigator progiamme has cleliver8d some promising results, reducin8 absence from school and working closely with youn8 people to divert them from harm and help them build positive futures. In Luton. our tailored employment support has played a pivotal role in helping individuals overcome barriers and re-enter the workforce with contidence and purpose. We a150 continue to add real value in our co-ordination of the Integrated Offender Management programme. Later this year. I will be retiring after ten years of leading the team. It has been a privilege to lead YouTurn through such a tr8nsformgtive period. Roseann, delivered a moving and courageous speech. sharing her first-hand experiences of the devastating effects of knife crime. Her words resonated deeply. amplifying the voices too often unheard and reinlorcing the urgent need for prevention. support, and hope. ANIY 10 - Year Work Anniversaries We recently celebrated a significant milestone at YouTurn Futures as Abbie, our Performance and Projects Lead, and Stuart. our Direetor. each marked 10 years ot dedicated service. In the period that I have been a Trustee I have been extremely impressed with thè essential services that YouTurn provides in Bedlordshire and the obvious positive ellects they make on many lives." In 2025 1 became a trustee of YouTurn futures because I teel I have a passion for what goes on in Bedfordshire especially with young people and I feel YouTurn really put a lot ol work in around helping people to manage a safer environment." Tatyanna Antoine "l am an accomplished leader with years ot experience in Education and currently 8 headteacher of a Nursery School. l am also a co-opted member of the Bedfordshire Police and Crime Commissioner Panel which is how I became familiar with the work of YouTurn and l joined the Trustee Board in 2024. Growing up in local authority care, she developed a distrust in professionals and adults. Vulnerable to violence and exploitation throughout her life. she faced the threat of homelessness when intervention with YouTurn started. Phoebe's reluctance to seek support from professionals due to previous experiences and impact of trauma posed significant-" challenges. Despite significant barriers, YouTurn established a vital connection with Phoebe. who eventually shared her traumatic experiences. Phoebe's behaviours were Coping mechanisms for survival, often misinterpreted by professionals as rejection of support. This case underscores the importance of empathy towards trauma- intormed interventions and the time needed to build trust. Recognising her coping 5trate8ies. shaped by exploitation and neglect. was crucial tor developing a supportive intervention plan. Phoebe confided in her YouTum ease worker about a recent traumatic incident. With YouTurn support. we intormed the police while ensuring her safety. YouTurn secured therapeutic support through the Victim Care Support Service and arranged for a drug and alcohol worker from outside the local area Although Phoebe didn't complete all interventions, reaching this point was significant. Phoebe's case worker reassured her it was okay to pause. knowing it was part ot her coping strategy, and she might try again when ready. YouTurn also helped Phoebe obtain her birth certificate. deed poll paperwork for her name change. and apply for her provisional driving license. Finally. Phoebe's case worker helped her 8ccess the Personal Independence Payment. initially denied. Phoebe's case worker fought for months, despite others giving up. The persistence led to a caseworker at the Irish Forum taking the case to court. resulting in her being awarded a large back dated payment. This sum was crucial for her to rebuild her life. YouTurn Futures has launched a research project in collaboratior) with the University ot Bedfordshire. This initiative focuses on identifying effective practice in implementing service user involvement within the third sector. This research reflects our core belief that those with lived experience are key partners desi8ning effective interventions-and that real impact is achieved when people are not just recipients of services, but active participants in shaping them. By identifying what works and sharing practical learning. we aim to build on existing good practice and develop a sustainable model for meaningful involvement. This work will not only shape how we deliver services internally but also contribute to the wider third sector s understanding of inclusive, user-led practice. Overview Going Concern report The trustees have formally reviewed YouTurn Futures as a going concern and considering financial forecasts, 5trateEiC and operational risks. They foresee YouTurn being able to continue to operate up to and beyond the end of the next financial year, FY 2026127. This has been reviewed at their November 2025 trustees meeting and formally recorded in the minutes. Growth and Development YouTurn as a charity has refocussed its ambitions during the past couple of years. In addition to the core business of co-ordinating the delivery of criminal justice services across the county. specifically Integrated Offender Management, YouTurn delivers direct services to support vulnerable and exploited individuals who may through their lifestyles encounter the criminal justice system. You Turn will continue to identify where there are gaps where services can be delivered that match YouTurn's constitution and the strategic priorities of criminal justice partners. Volunteers YouTurn had the support of a volunteer in 2024125 who has been an integral part of the YouTurn team. Developing the financial strategy YouTurn continues to diversify its income streams, which include the following: Integrated Offender Mana8ement110M) This fund supports the delivery of offender management programmes across Bedfordshire including the costs of the IOM co-ordinator role. YouTurn manages this fund on behalf of partners and provides updates on this spend to the Reducing Reoffending Board. Funding for this includes contributions from Bedfordshire Police, Probation Service, Central Beds Council and grant funding from the Community Investment Fund from BLCF. Exploitation YouTurn Futures employs an exploitation co-ordinator to deliver a joined-up approach to council and police plans to tackle CSE in Bedfordshire. The work of the charity in the financial year ended 31 March 2025 has been of benefit to the public by successfully reduting trime and by extension reducing the cost of responding to crime and the likelihood of becoming a victim. GRANT MAKING The Charity made no direct grants to other organisations in the year ended 31 March 2025, MATERIAL INVESTMENTS The Charity does not hold any material investments. FINANCIAL REVIEW The financial statements are set out on pages 28 onwards. The financial statements have been prepared in accordance with Accounting and Reporting by Charities- Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard for Smaller Entities {effective January 20151. The trustees consider the financial performance of the charity during the period to have been satisfactory. INVESTMENT POWERS YouTurn's constitution identifies that; the Charity has the power to deposit or invest funds, employ a professional fund-manager, and arrange for the investments or other property of the Charity to be held in the name of a nominee, in the same manner and subject to the same conditions as the trustees of a trust are permitted to do by the Trustee Act 2LK)O. RESERVES The trustees have reviewed the YouTurn re5erve5 policy and endorsed a new policy at their July 2021 meeting. The trustees have designated reserves where there are planned commitments that cannot be met by anticipated future income alone. These reserves are broken down into a number of funds that relate to YouTurn's respon5ibilitie5 as an employer to pay salaries, Nl and pension contributions for a minimum of 3 months and to hold sufficient funds to provide proper notice and redundancy costs in the event of closure and also provide funds to cover general operating costs for 3 -6 months Taking all of this into accou nt the trustees have set a level of reserves in a range equivalent to a minimum 3 months and maximum of 6 months of operating costs.
