report. The financial statements comply with current statutory requirements and Accounting and Reporting
by Charities.. Statement of Recommended Practice applicable to charities preparing their accounts in
accordance with the Financial Reporting Standard for Smaller Entities (effective January 20151.
STRucfuRE GOVERNANCE AND MANAGEMENT
CHARITY CONSTITUTION AND GOVERNING DOCUMENT
YouTurn Futures is a Charitable Incorporated Organisation, entered on the Register of Charities on 31st March
2014, registered charity number; 1156468
The Charit¢s governing document is a 'Foundation' model constitution. which as provided by sections 224-
227 of the Charities Act 2011 can only be amended by re505ution agreed in writing by all members of the CIO
or by resolution passed by a 75% majority of those voting at a general meeting of the members.
RECRUITMENT AND APPOINTMENT OF TRUSTEES
It Is intended that the Trustees can bring a range of skills to the charity and provide guidance on issues
including management practices, finance, strategic planning and human resource management.
To increase the range of these skills, the trustees agreed to make changes to YouTurn's constitution in July
2020. These changes included increasing the maximum number of trustees from 12 to 15, extending the term
to four years, which can be extended by a further term and removing the specific list of organisations that are
able to nominate trustees.
These changes were duly reported as required to the Charity Commission.
TRUSTEE INDucfioN AND TRAINING
Prospective trustees are provided with a copy of the current version of the constitution and copy of the latest
charity account5 priorto appointment. New trustees are invited to meet with YouTurn's Director and Chair of
trustees for a detailed discussion regarding the charity and the role of trustees. Copies of the charities annual
report, impact report and information regarding the activities of the charity including project performance
reports and risk registers are also made available.
All prospective and new trustees are also provided with copies of the Charty Commission's trustee handbook
and related documents. Funding is available to support trustees to access external training relevant to their
role as trustee should they wish. Trustees are encouraged to visitthe charity's activities and meet with project
leaders to engage with and understand the work of the charity.
DECISION MAKING
The trustees and YouTurn Direttor meet regularly during the year, ordinarily every three months, to consider
financial, management and strategic decisions and to review the future of the charity.

No decision shall be taken at a meeting unless a quorum is present atthe time when the decision is taken. The
quorum is two charity trustees, or the number nearest to one third of the total number of charity trustees,
whichever is greater, or such larger number as the charity trustees may decide from time to time. A charity
trustee shall not be counted in the quorum present when any decision is made about a matter upon which he
or she is not entitled to vote. Questions arising at a meeting shall be decided by a majority of those eligi ble to
vote.
RISK
The YouTurn Director maintains an overarching strategic plan for the charity, which includes details of risks
faced by the charity as identified by the trustees and senior staff. The Director and where appropriate, project
leads report to the trustees on a regular basis identifying the management and mitigation of risks as per the
charities annual and project plans.
OBJECTIVES AND ACTIVITIES
CHARITABLE OBJECTIVES
The charitable objectives of YouTurn Futures as set out in the constitution are.
The rehabilitation of ex-offenders and the prevention of crime and anti-social behaviour, in particular but
not exclusively, by.
al facilitating their integration and constructive engagement in society;
bl the provision of support, information and advocacy for ex-offenders, those at risk of offending and
the victims of crime; and
cl the promotion and development of best practice models of integrated offender management.
the promotion of social inclusion for the public benef1t by preventing people from becoming socially
excluded, relieving the needs of those people who are socially excluded and assisting them to integrate
into society. Forthe purpose of this clause'socially excluded, means being excluded from society, or parts
of society, as a result of one of more of the following factors: unemployment: financial hardship; youth
or old age,. ill health (physical or mentall. substance abuse or dependency including alcohol and drugs;
discrimination on the grounds of sex, race, disability, ethnic oriEin, religion, belief, creed, sexual
orientation or gender re-a55ignment,' poor educational or skills attainment; relationship and family
breakdown,. poor housing (that is housing that does not meet basic habitable standards,. crime (either a5
a victim of crime or as a n offender rehabilitating into society).

challenges facing the sector. Like many, we
are navigating uncertain terrain. but our
resilience. clarity of mission. and strong
partnerships give us confidence for the road
ahead. Our team remains focused and
determined to adapt, innov?te and continue
delivering the vital services rhat our
communities rely on.
This year has seen $i8nificant developments
across our core pro8rammes. The Herts
Supported Pathway has continued to evolve.
offering crucial, coordinated support to
individuals at risk of offending. Our Schools
Navigator progiamme has cleliver8d some
promising results, reducin8 absence from
school and working closely with youn8 people
to divert them from harm and help them build
positive futures. In Luton. our tailored
employment support has played a pivotal role
in helping individuals overcome barriers and
re-enter the workforce with contidence and
purpose. We a150 continue to add real value in
our co-ordination of the Integrated Offender
Management programme.
Later this year. I will be retiring after ten years
of leading the team. It has been a privilege to
lead YouTurn through such a tr8nsformgtive
period. I want to express my deepest thanks

-1 have worked in specialist education for over 20 years. Wofking in
behaviour, safeguarding, pastoral and counselling roles. Then I went on to
working with young people at risk of exploitation with Link to Change. I
started to work for OneYMCA in 2023. working with perpetrators ol
Domestic Abuse and still work here but l am the Domestic Abuse Support
Lead now working with survivors of Domestic Abuse.
In 2025 1 became a trustee of YouTurn futures because I teel I have a
passion for what goes on in Bedfordshire especially with young people and I
feel YouTurn really put a lot ol work in around helping people to manage a
safer environment."

"l am an accomplished leader with years ot experience in Education and
currently 8 headteacher of a Nursery School. l am also a co-opted member
of the Bedfordshire Police and Crime Commissioner Panel which is how I
became familiar with the work of YouTurn and l joined the Trustee Board in
2024.
Through my work in edu¢etion, I gm familiar with the barriers to opportunity
if children and young people become involved sn criminality and l admire
the work YouTurn does with schools to provide different options. l am also a
firm believer in social justice and providin8 opportunities for a second

'The Outcomes Star is an evidence-based, visual tool used to SLtpport youn8 people in
aehieving positive change and improving wellbeing. It's completed through conversations
between the young person and their key worker. helpin8 to identify areas ot strength and

Showcasing Impact
Phoebe's joumey began in childhood, marked by a profound
sense of systemic failure and disappointment from caregivers
and professionals. Growing up in local authority care, she
developed a distrust in professionals and adults. Vulnerable to
violence and exploitation throughout her life. she faced the
threat of homelessness when intervention with YouTurn started.
Phoebe's reluctance to seek support from professionals due to
previous experiences and impact of trauma posed significant-"
challenges.
Despite significant barriers, YouTurn established a vital connection
with Phoebe. who eventually shared her traumatic experiences.
Phoebe's behaviours were Coping mechanisms for survival, often
misinterpreted by professionals as rejection of support. This case
underscores the importance of empathy towards trauma-
intormed interventions and the time needed to build trust.
Recognising her coping 5trate8ies. shaped by exploitation and
neglect. was crucial tor developing a supportive intervention plan.
Phoebe confided in her YouTum ease worker about a recent
traumatic incident. With YouTurn support. we intormed the
police while ensuring her safety. YouTurn secured therapeutic
support through the Victim Care Support Service and arranged
for a drug and alcohol worker from outside the local area
Although Phoebe didn't complete all interventions, reaching
this point was significant. Phoebe's case worker reassured her
it was okay to pause. knowing it was part ot her coping
strategy, and she might try again when ready. YouTurn also
helped Phoebe obtain her birth certificate. deed poll
paperwork for her name change. and apply for her provisional
driving license.
Finally. Phoebe's case worker helped her 8ccess the Personal
Independence Payment. initially denied. Phoebe's case worker fought
for months, despite others giving up. The persistence led to a
caseworker at the Irish Forum taking the case to court. resulting in her
being awarded a large back dated payment. This sum was crucial for
her to rebuild her life.

changing and marked a new beginning for her.

National Exploitation Awareness day: 18 March 2025
In 2025 Lisa Robinson organised and hosted the Bedfordshire
Against Violence and Exploitation IBAVEX) Conterence. This
event united law enforcement. local authority partners, and
community orEanisations to highlight Bedfordshire s efforts in
addressing violent crime and the exploitation of vulnerable
young individuals.
Over 140 attendees convened at Wyboston Lakes to listen to
keynote speakers who have played a pivotal role in diminishing
violence and exploitation in Bedfordshire.
Lived experience took centre stage during the day. highlighted
by YouTurn Future's Schools Navigator Roseann Taylor. who
shared the heart-breakin8 Story of her son Azaan 'AJ' Kaleem's
fatal stabbing. She emphasised how professionals can more
effectively support young individuals facing challenging
experiences or difficult upbringings.
Representatives Jason and Mart8 from the Bedford and Luton
Recovery Forum spoke about their journey& receiving support
from the group as they navigate their own adverse experiences.
They also raised awareness about the crucial need for partners
to adopt a trauma~informed approach.

CHARITY AIMS
YouTurn seeks to improve the lives of offenders and victim5 of crime by improving community responses to
ex-offenders, their families and victims thereby reducing re-offending and crime within local communities.
The charity Seeks to influence the way statutory and other voluntary settor organisation5 respond to crime
and offending and to promote integrated, multi-agency and effective responses.
Overview
Going Concern report
The trustees have formally reviewed YouTurn Futures as a going concern and considering financial forecasts,
5trateEiC and operational risks. They foresee YouTurn being able to continue to operate up to and beyond the
end of the next financial year, FY 2026127. This has been reviewed at their November 2025 trustees meeting
and formally recorded in the minutes.
Growth and Development
YouTurn as a charity has refocussed its ambitions during the past couple of years. In addition to the core
business of co-ordinating the delivery of criminal justice services across the county. specifically Integrated
Offender Management, YouTurn delivers direct services to support vulnerable and exploited individuals who
may through their lifestyles encounter the criminal justice system.
You Turn will continue to identify where there are gaps where services can be delivered that match YouTurn's
constitution and the strategic priorities of criminal justice partners.
Volunteers
YouTurn had the support of a volunteer in 2024125 who has been an integral part of the YouTurn team.
Developing the financial strategy
YouTurn continues to diversify its income streams, which include the following:
Integrated Offender Mana8ement110M)
This fund supports the delivery of offender management programmes across Bedfordshire including the costs
of the IOM co-ordinator role. YouTurn manages this fund on behalf of partners and provides updates on this
spend to the Reducing Reoffending Board. Funding for this includes contributions from Bedfordshire Police,
Probation Service, Central Beds Council and grant funding from the Community Investment Fund from BLCF.
Exploitation
YouTurn Futures employs an exploitation co-ordinator to deliver a joined-up approach to council and police
plans to tackle CSE in Bedfordshire. This Post was funded from contributions of £17k each from the 3 unitary
authorities but will not continue in 2025/26.

Exploitation Communlcations
This fu nd consists of contributions of £2k each from the 3 Bedfordshire counci15, 2 Clinical Commissioning
Groups and Bedfordshire Police to deliver a communications strategy to support the exploitation strategic
plan. YouTurn manages this fund on behalf of partners.
Supported Pathway- Central Bedfordshire
This is funding from Central Bedfordshire Community Safety team to deliver a programme to support young
people at risk of becoming involved in the criminal justice system.
Supported Pathway- Bedford
This isfunding from the Linder Foundation to delivera programmeto support young people at risk of becoming
involved in the criminal justice system in Bedford.
Growth and Development
This fund is restricted for spend on the development of new projects and work by YouTurn Futures.
Luton Crown Court Fund
Funding from forfeiture orders supports additional spending on Offender Management.

YouTurn received funding from the Home OfFicethrough Bedfordshire OPCCto extend our supported pathway

PUBUC BENEFIT
The Trustees have given due regard to the guidance on public benefit published by the Charity Commission
when setting the charity objectives and planning their activities.
The work of the charity in the financial year ended 31 March 2025 has been of benefit to the public by
successfully reduting trime and by extension reducing the cost of responding to crime and the likelihood of
becoming a victim.
GRANT MAKING
The Charity made no direct grants to other organisations in the year ended 31 March 2025,
MATERIAL INVESTMENTS
The Charity does not hold any material investments.
FINANCIAL REVIEW
The financial statements are set out on pages 28 onwards. The financial statements have been prepared in
accordance with Accounting and Reporting by Charities- Statement of Recommended Practice applicable to
charities preparing their accounts in accordance with the Financial Reporting Standard for Smaller Entities
{effective January 20151. The trustees consider the financial performance of the charity during the period to
have been satisfactory. The Statement of Financial Activities shows net outgoing resources for the period of
£1113,401112024 . incoming £17,253).
Free unrestricted liquid reserves amounted to £219,720 and restricted reserves £242,814.
INVESTMENT POWERS
YouTurn's constitution identifies that; the Charity has the power to deposit or invest funds, employ a
professional fund-manager, and arrange for the investments or other property of the Charity to be held in the
name of a nominee, in the same manner and subject to the same conditions as the trustees of a trust are
permitted to do by the Trustee Act 2LK)O.
RESERVES
The trustees have reviewed the YouTurn re5erve5 policy and endorsed a new policy at their July 2021 meeting.
The trustees have designated reserves where there are planned commitments that cannot be met by
anticipated future income alone. These reserves are broken down into a number of funds that relate to
YouTurn's respon5ibilitie5 as an employer to pay salaries, Nl and pension contributions for a minimum of 3
months and to hold sufficient funds to provide proper notice and redundancy costs in the event of closure and
also provide funds to cover general operating costs for 3 -6 months
Taking all of this into accou nt the trustees have set a level of reserves in a range equivalent to a minimum 3
months and maximum of 6 months of operating costs.
This figure and the liabilities of the charity will be subject to regular review by the Trustees with a view to
determining where changes to the reserves policy may be required.

TRUSTEES, RESPONSIBILITIES STATEMENT
The trustees are responsible for preparing the Trustees, Annual Report and the financial statements in
accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally
Accepted Accounting Practice).
The law applicable to charities in England & Wales requires the trustees to prepare financial statements for
each financial year which give a true and fair view of the state of affairs of the charity and of the incoming
resources and application of resources of the charity for that period. In preparing these financial statements,
the trustees are required to:

trust deed. They are also responsible forsafeguardingthe assets of the charity and hence fortaking reasonable
step5 for the prevention and detection of fraud and other irregularities.

General Information and basis of preparation
The accounts (financial statements) have been prepared under the historical cost convention with
items recognised at cost or transaction value unless othe￿iSe stated in the relevant notels) to these

The financial statements have been prepared in accordance with the Ststement of Recommended

The Charity constitutes a public benefit entity as defined by FRS 102.
YouTurn Futures is a Charitable Incorporated Organisation (CIO), registered in England and Wales
(CE 001186). The address of the registered office is given in the reference and administration details
on pages 2 to 3 of these financial statements.
The trustees consider that there are no material Un￿rtaIntieS about the Charity's ability to Continue
as a going concem.
The signrficant accounting policies applied in the preparation of the accounts are set out below.
These policies have been consistently applied to all years presented unless Otherwise stated,

Fund accounting
Unrestricted general funds are available for use at the discretion of the trustees in furtherance of the
general objectives of the charity.
Restricted funds are those funds which are to be used in accordance with specific restrictions
imposed by donors or which have been raised by the charity for specific purposes.
cl Income recognition
Items of income are recognised in the financial statements when all of the following Griteria are met.-
the charity has entitlement to the funds.,
any performance conditions have been met or are fully within the control of the charty.,
there is sufficient certainty that receipt of the income is considered probable,.
the amount can be measured reliably.
d) Expenditure recognition
All expenditure is accounted for on an accruals basis, and is recognised once there is a legal or
constructive obligation to make payment to a third party, it is probable that settlement will be required
and the amount can be measured reliably.
Charitable activities comprise those costs incurred by the charity in the delivery of its activities and
seNI￿S for its beneficiaries. It includes both costs that can be allocated directly to such activities
(direct costs) and those costs of an indirect nature necessary to support them (support costs).
Govemance costs (included within support costs) comprise those costs associated with meeting the
constitutional and statutory requirements of the charity and include audit fees.

f) Pension costs
The charity operates a defined contribution pension scheme. Contributions payable under the
scheme are charged to the Statement of Financial Activities in the year to which they relate.
Debtors and creditors

recorded at transaction price. Any losses arising from impairments are recognised in expenditure.
