The Provision Of Or Assistance In The Provision Of Facilities In The Interests Of Social Welfare For Recreation, Learning, Or Other Leisure Time Occupation For Individuals Who Have A Need Of Such Facility By Reason Of Their Youth, Age, Infirmity Or Disablement, Financial Hardship Or Social And Economic Circumstances And/or For The Public At Large In The Interests Of Social Welfare With The Object Of Improving Their Condition And Quality Of Life.3.
