EAST MANCHEsfER COMMUNrrY BOAT PROJEcr ANNUAL REPORT FOR THE YEAR TO 31 MARCH 2023 Financial Review The trustees have no formal policy to maintain a level of reserves, however. they are conscious of their responsibilities and monitor the level of the reserves to ensure the charity holds a minimum of one yearfs full Nnning costs as a reserve fund, in addition to allowing for general maintenance costs. At the start of the year the charity had £106,819 of reserves. Thls increased during the year and at 31 March 2023 the charity had £137,975 of ￿seThes. Responslbllltles of the trustees The trustees are responsible for ensurlng proper accounting recor(is that dlsclose with reasonable accuracy at any time the financial p051tion of the project. The trustees are also responsible for safeguarding the assets and for takin8 reasonable steps for the prevention and detertion of fraud and other irregularities. EAST MANCHESTER COMMUNITY BOAT PROJEcr ANNUAL REPORT FOR THE YEAR TO 31 MARCH 2023 Message from the Chair It has been so pleasing to be able to a degree of normality in the work of our charity after two highly disrupted years. It has been so good to return to 'in person, meetlngs and regular trips on the boat, meeting up with friends and welcoming familiar and new faces amon8St our passenger groups. 2023 has been a significant year for other reasons too. Our plans to convert our boat to clean electric power came to frultlon. The boat was out of attion for the first two weeks in January while the boiler was repaired and the boat had to go into Portland Basln Marina to finalty have the diesel engine removed. Thls was in readiness for her new elertric motor and asSOClated control systems to be fitted. This all took longer than had been anticipated and meant that we were out of servlce for the remalnder of February and the whole of March. Tru5tee5 Still faced a number of challen8es - not least of which was siting of the plug-in polnt to re-char8e the motor. Considerable planning, negotiations and perseverance were required in order to get the Sob Complete but it is great to see everything In place including our change of moorlng. Thanks to everyone who made this exciting development possible. It's quite stran8e to be on board a narrow boat that moves so gnoothly and quietly through the water, free of the vibration created by diesel engine. We expect to see a lot more electrically powered narrowboats in the fvture as the Canal network moves towards a more sustainable future. Once agaln, EMCBP is setting the pace, embracing new technologies and demonstrating our typically innovative and entrepreneurlal approach. Training and familiarity wlth boat are so important, especially given the new electric motor. But they are also important in enabling volunteers to get to know one another, work as a team and enjoy each otherfs companv. The feedbatk from passengers has been exclusively positive. This is a great testament to the sustained high quality of our volunteer5.

David Gardner joined us in 2022 and we are Bratefvl for his contribution. We Sometimes hove to take tough or unpopular decisions but we do so after careful consideratlon of all views and perspectives. At all times we PLrt the health, safety and well-being of pa55enger5 and volunteers first and we take seriously our guardlanshlp of the vision and longevity of the project. The project benefits from very stronK open and transparent governance. Trustees are always solution-focused and have continued to undertake their oversight of EMCBP with great care. In expressing my profound gratitude to our talented and committed trustees I must sin8le out our President, Nlgel Anderson, for his vision, drive and detemination. The hull Is made completely from steel, the bottom Is Iomm thick, the sides and cabin are 6mm thick and the top is 4mm thick. The boat weighs about 18 tons. It is driven by a Canaline 42bhp Marine Diesel engine. It run5 on industrial. not commercial, diesel. It has large folding ramps at the bow to allow easy and comfortable wheelchair and passenger boarding and a scissor lift to transfer wheelchair pas5enger5 from the front deck to the cabin. The boat can accommodate up to two electri¢ and four standard wheelchairs. has a wider entrance door for ease of boardlng. It has open-plan flexlble seatin& lower and larger viewin8 windows, central heatlng, a small galley and a toilet/wash room with wheelchair access. It is also equipped with an intruder alarm and a defibrillator. Fresh water is carried in the bow of the boat and fuel is carried at the stern. It 15 registered to carry a total of 15 people. It is a day boat and is not designed for overnight use. The boat hès two bow-thrustÈrs and 15 Steered from the stern uslng a traditional tiller. Under 5upervlslon, all passengers are encouraged to steer the boat and the remote steering facility allows wheelchair users to steer the boat from the front deck. Buoyancy aids for wheelchair-bound passengers and children up to the age of 11 are available together with two Infants, Ilfe jackets. Auto-inflating life jackets are carried on board and are wom by crew members, they are also available to all passengers. The boat holds a current Boat Safety Scheme Certificate BSS Examination Report number BSSER-401680120 (displayed on the boat) which 15 valid until 18 November 2024.
