To provide or assist in the provision of facilitie5, In the interests of social welfare, for recreatlon, educatlon or
other leisure time. occupation of persons mainly in the East of Manchester and Greater Manchester areas. who
have need of such facilities by reason of their disability. In the event of spare capacity. to also include persons
who are dlsadvantaged by soclal and economic clrcumstances wlth the object of improving and enhancing thelr
conditions of life.
The trustees, when decldlng on the chariws actlvltles for the year, a￿ mindful of the Charlty Commission's
Guidènce on Publlc Benefit. The frdcilities are available to all regardle55 of gender. faith or personal
e1rcum5tan￿S.
The trustees and members are custodians of a narrowboat, a full description of which is given on page 7.

Financial Review
The trustees have no formal policy to maintain a level of reserves, however. they are conscious of their
responsibilities and monitor the level of the reserves to ensure the charity holds a minimum of one yearfs full
Nnning costs as a reserve fund, in addition to allowing for general maintenance costs.
At the start of the year the charity had £106,819 of reserves. Thls increased during the year and at 31 March
2023 the charity had £137,975 of ￿seThes.
Responslbllltles of the trustees
The trustees are responsible for ensurlng proper accounting recor(is that dlsclose with reasonable accuracy at any
time the financial p051tion of the project. The trustees are also responsible for safeguarding the assets and for
takin8 reasonable steps for the prevention and detertion of fraud and other irregularities.

Message from the Chair
It has been so pleasing to be able to a degree of normality in the work of our charity
after two highly disrupted years. It has been so good to return to 'in person, meetlngs
and regular trips on the boat, meeting up with friends and welcoming familiar and new
faces amon8St our passenger groups.
2023 has been a significant year for other reasons too. Our plans to convert our boat to
clean electric power came to frultlon. The boat was out of attion for the first two weeks
in January while the boiler was repaired and the boat had to go into Portland Basln
Marina to finalty have the diesel engine removed. Thls was in readiness for her new
elertric motor and asSOClated control systems to be fitted. This all took longer than had been anticipated and
meant that we were out of servlce for the remalnder of February and the whole of March. Tru5tee5 Still faced a
number of challen8es - not least of which was siting of the plug-in polnt to re-char8e the motor. Considerable
planning, negotiations and perseverance were required in order to get the Sob Complete but it is great to see
everything In place including our change of moorlng. Thanks to everyone who made this exciting development
possible.
It's quite stran8e to be on board a narrow boat that moves so gnoothly and quietly through the water, free of the
vibration created by diesel engine. We expect to see a lot more electrically powered narrowboats in the fvture as
the Canal network moves towards a more sustainable future. Once agaln, EMCBP is setting the pace, embracing
new technologies and demonstrating our typically innovative and entrepreneurlal approach.

¥..a-' It's great to see the balance between training days and
trips. Training and familiarity wlth boat are so important,
especially given the new electric motor. But they are also
important in enabling volunteers to get to know one
another, work as a team and enjoy each otherfs companv.
The feedbatk from passengers has been exclusively
positive. This is a great testament to the sustained high
quality of our volunteer5.

l am, as always, incredibly appreciative of my colleague trustees who continue to give outstanding and loyal
support to the project as well as wise counsel and strong leadershlp. David Gardner joined us in 2022 and we are
Bratefvl for his contribution. We Sometimes hove to take tough or unpopular decisions but we do so after careful
consideratlon of all views and perspectives. At all times we PLrt the health, safety and well-being of pa55enger5
and volunteers first and we take seriously our guardlanshlp of the vision and longevity of the project. The project
benefits from very stronK open and transparent governance. Trustees are always solution-focused and have
continued to undertake their oversight of EMCBP with great care. In expressing my profound gratitude to our
talented and committed trustees I must sin8le out our President, Nlgel Anderson, for his vision, drive and
detemination. He is restless in the pursuit of continuous improvement and his skilful fundralsin8 ha5 enabled us
to grow and thrlve In our imF)Ortant communlty ml5510n.
We have continued to receive wonderful support from so many indlvlduals and organisation5. 1 would
particularty Ilke to record, once agaln, our thanks to Mithael Sellar5 at Elcometer Llmited. The on-going generous
support that we receive from Michael and the company is a huge benefit to us. We also benefit 8reatly from a
partnership with Jigsaw Homes.

The Boat
The ￿at is 57ft long and 6ft wlde. The hull Is made completely from steel, the bottom Is Iomm thick, the sides
and cabin are 6mm thick and the top is 4mm thick. The boat weighs about 18 tons.
It is driven by a Canaline 42bhp Marine Diesel engine. It run5 on industrial. not commercial, diesel. It has large
folding ramps at the bow to allow easy and comfortable wheelchair and passenger boarding and a scissor lift to
transfer wheelchair pas5enger5 from the front deck to the cabin. The boat can accommodate up to two electri¢
and four standard wheelchairs. has a wider entrance door for ease of boardlng. It has open-plan flexlble seatin&
lower and larger viewin8 windows, central heatlng, a small galley and a toilet/wash room with wheelchair access.
It is also equipped with an intruder alarm and a defibrillator.
Fresh water is carried in the bow of the boat and fuel is carried at the stern.
It 15 registered to carry a total of 15 people. It is a day boat and is not designed for overnight use.
The boat hès two bow-thrustÈrs and 15 Steered from the stern uslng a traditional tiller. Under 5upervlslon, all
passengers are encouraged to steer the boat and the remote steering facility allows wheelchair users to steer the
boat from the front deck.
Buoyancy aids for wheelchair-bound passengers and children up to the age of 11 are available together with two
Infants, Ilfe jackets. Auto-inflating life jackets are carried on board and are wom by crew members, they are also
available to all passengers.
The boat holds a current Boat Safety Scheme Certificate BSS Examination Report number BSSER-401680120
(displayed on the boat) which 15 valid until 18 November 2024.

The committee will contlnue to recrult volunteers from the community to help crew the boat. QUalif￿d trainers
will take volunteers through the National Community Boat A5soclatlon'5 Certificate in Community Boat
Management a5 siandard. For those who just want to come along and help, we will run informal trainlng days
which will include low-key fire fi8htin& operating locks, general boat maintenance. atting as a guide, rules of the
anal - indeed. anything that could affect the day-to-day operation of the boat.
Trustee5 continually revlew thelr skllls and knowledge base and wlll seek to ￿trUIt new trustees wlth specffic
areas of expertise in order to expand.
The project"5 2025 Vision commits to focus on six main areas,. membershipi training, finan￿, cllents, website and
marketing . The trustees are making steady proEre55 toward5 achieving their8oals.
First Aid. fire. man overboard and evacuatlon drllls wlll be compulsory for all volunteers, and will be repeated on
a regular basis- as nece55ary.
A training log will be kept for all volunteers.

The committee are indebted to those companies. organisation5 and individuals who donate time. expertise,
advice and fur)ds to the project. The committee will continue to seek out new ways to raise general awareness
of. and further funding for, the projett.

I report to the Trustees on my examination of the financial statements of East Manchester Community Boat
Projert (the charity) for the year ended 31 March 2023.

As the Tru5tee5 of the tharity you are responsible for the preparation of the flnancial statements in accordance
wlth the requirements of the Charities Act 2011 (the 2011 Act).
I report in ￿$pert of my examlnation of the charitVs financial statements carried out under sectlon 145 of the
Charities Act 2011 Ithe 2011 Act). In carrying out my examination I have followed all the applicable Direction5
given by the Charity Commission under section 14515llbl of the 2011 Act.
Independent examlnerf$ statement
I have completed my examination. I confimi that no mattevs have come to my attentlon In connection with the
examination giving me cause to belleve that in any materlal re5pert:
accountin8 records were not kept in respect of the charity as required by section 130 of the 2011 Act; or
the financial statements do not accord with those records: or
the financial statements do not comply with the applicable requirements concerning the form and content
of accounts Set out in the Charities (Accounts and Reports) Regulations 2008 other than the requI￿rnent
