ThetrusteeswhoarealsodirectorsofthecharityforthepurposesoftheCompaniesAct2006,presenttheirreport with
thefinancialstatementsofthecharityfortheyearended31December2020.Thetrusteeshaveadoptedthe provisions
ofAccountingandReportingbyCharities:StatementofRecommendedPracticeapplicabletocharitiespreparing their
accountsinaccordancewiththeFinancialReportingStandardapplicableintheUKandRepublicofIreland(FRS 102)
(effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
RAMFELisacharitythatsupportsrefugeesandvulnerablemigrantstoaccessjusticeandthatprovidesvitalsupport in
moments of individual crisis.
Goal1:ProvideImmigrationadvicetovulnerablemigrants,asylumseekersandRefugeeswheretheycannotaccess legal
aid or afford advice
Goal2:Provideawelcomingsafespace,destitutionsupportandspecialistadvicetoRefugeesAsylumSeekers and
Vulnerable Migrants experiencing crisis
Goal3:SupportAsylumSeekersandRefugeesintheirjourneythroughtheasylumsystemandassisttheir successful
integration into society
Goal 4: Campaign on the issues our work presents, focusing on the above areas.

OBJECTIVES AND ACTIVITIES
Significant activities
DespitetheWindrushscandalandcontroversyoverthehostileenvironmentfiguringprominentlyinnationalmedia over
thelastfewyears,inpracticaltermsatanationallevel2019sawlittlechangesto2018.TheHomeOfficemissed the
chancetolearnandengageandtochangetheculturewhichledtothetragiccasesofpeoplebeingmade destitute,
detained and removed through unfair and inhumane policy backed up by institutional administrative incompetency.
Recentlythegovernmenthaslookedtochallengetherightoflegalrepresentativestorepresenttheirclients' best
interestsandaremovingtorestricttherighttochallengegovernmentdecisionsthroughpotentialJudicial Review
changes, so the hostile environment continues seemingly unabated.
On the frontline, in 2019 RAMFEL's focus remained on;
- Giving access to justice for those denied it by legal aid and the legal system.
Immigration advice
RAMFELfocusedonthosewhohavebeendeniedlegalaidorwhomwereotherwiserestrictedfromaccessing justice.
Undocumentedchildrenandtheirfamiliescontinuedtomakeupthemajorityofourlegalwork.Mayorof London
researchestimatesthatover100,000childrenareinthissituationinLondon.We'reproudofour100%successrate in
2019inrepresentingthem,whichservestoillustratethatmanyyoungpeoplearebeingdeniedcitizenshiporstatus and
forced to live in poverty simply due to legal aid cuts.
Alongsidetryingtoexpandourreachtoprovidelegaladvice,RAMFELwilllooktouseourexperiencetoinfluence any
potential changes to government policy or law in this area.
In2019wecontinuedourworkwithRoughSleeperstoprovideimmigrationadviceandhavehadsomesuccess in
securingstatus.Howeverwehavealsofacedverydifficultchallengesingatheringevidencetobeableto submit
applicationsforpeoplewho,duetoroughsleepingandthehostileenvironment,havebeencutoutofvarious services
which would give create official records.
In 2019 we submitted 266 immigration applications
-
we lodged 8 appeals (some of them heard in in 2019, some in 2020, some still pending)
-
we had 7 appeals heard (some of them lodged in 2018) and 6 of them were successful (the unsuccessful case
-
subsequently gained status in 2020 through RAMFEL representation)
-
we had 5 applications rejected - 1 already won on appeal, 2 of them have a pending appeal, 2 have been referred for
-
JR and 1 we re-lodged another application which has since been granted
Thebarristerswhovolunteeredtorepresentuswonallthecasestheywereinvolvedwith(excepttheonefamily that
subsequently received status).

Destitution Support
Whilstouradviceservicesaresupportingpeopletoachieveofficialstatusandgetonwiththeirlives,thereisalsoa need
tohelptackledestitutionandtheeffectsofbeingstuckinasylumorimmigrationsystems.Ourweeklyfoodbankand drop
incentreranweeklyproviding3640foodparcelsaswellastoiletriesonceamonth.Thepandemicforcedustoadapt the
way we deliver this service, and the team did an outstanding job is facing up to this challenge innovatively.

OBJECTIVES AND ACTIVITIES Holistic advice services
Akeypartofourorganisationstrategyistotakeaholisticapproachtotheneedsofindividualsandfamiliescaughtup in
themostchallengingofsituationsandwe'rehappytohavebeenabletomaintainandevenexpandthese circumstances
through one of the most challenging years for our charity and the clients we serve.
Ourservicesprovidedwraparoundsupportinhousing,asylumsupport,accesstohealthcare,accesstosocial services,
employability and wellbeing.
Inparticular,theseservicesprovidedendtoendsupporthelpingtoregularisestatusbutalsolookingtosupport the
transition to building a new life in the UK.
Public benefit
ThetrusteeshavebeenmindfuloftheguidanceprovidedbytheCharityCommissionwithregardtopublicbenefit when
planni ng the activities of the charity.
FINANCIAL REVIEW
Financial position
RAMFELisinastrongfinancialpositionwithimportantnewrelationshipswithcharitablefundersemergingoverthe last
year.Aseverweseeklongertermfundingandpartnershipsinordertosustainandimprovethelevelofworkwe can
undertake.
Principal funding sources
Assetoutinthenotestotheaccounts,thecharittyisfundedprimarilybygrantsfromLocalAuthoritiesand other
organisations.
Reserves policy
TheBoardhasassessedthecharity'srequirementsforreservesinlightofthemainriskstotheorganisation.Asa result,
thetrusteeshaveestablishedfundraisingstrategywhichincludesensuringamixofrestrictedandunrestricted funding.
Ourreservepolicyisthatunrestrictedfundsnotcommittedshouldbeheldinreserveandmaintainedatalevel which
ensuresthatRAMFEL·scoreactivitiescancontinueduringaperiodofunforeseendifficulty.Thisrepresentsatleast three
months" (13 weeks) expenditure of about £73,500. This will be reviewed annually.
STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
Thecharitablecompanyisconstitutedasacompanylimitedbyguaranteeandisgovernedbyitsmemorandum and
articles of association. The company is registered as a charity with the Charity Commission in the UK.

ofcompanylaw)areresponsibleforpreparingtheReportoftheTrusteesandthefinancialstatementsinaccordance with
applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Companylawrequiresthetrusteestopreparefinancialstatementsforeachfinancialyearwhichgiveatrueandfair view
ofthestateofaffairsofthecharitablecompanyandoftheincomingresourcesandapplicationofresources,including the
incomeandexpenditure,ofthecharitablecompanyforthatperiod.Inpreparingthosefinancialstatements,the trustees

Independent examiner's report to the trustees of Refugee and Migrant Forum of Essex and London (RAMFEL) ('the Company')
IreporttothecharitytrusteesonmyexaminationoftheaccountsoftheCompanyfortheyear ended
31 December 2020.
Responsibilities and basis of report
Asthecharity'strusteesoftheCompany(andalsoitsdirectorsforthepurposesofcompanylaw)youareresponsible for
the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
HavingsatisfiedmyselfthattheaccountsoftheCompanyarenotrequiredtobeauditedunderPart16ofthe2006 Act
andareeligibleforindependentexamination,Ireportinrespectofmyexaminationofyourcharity'saccountsas carried
outundersection145oftheCharitiesAct2011('the2011Act').IncarryingoutmyexaminationIhavefollowed the
Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.
Independent examiner's statement
Sinceyourcharity'sgrossincomeexceeded£250,000yourexaminermustbeamemberofalistedbody.Ican confirm
thatIamqualifiedtoundertaketheexaminationbecauseIamaregisteredmemberofICAEWwhichisoneofthe listed
bodies.
Ihavecompletedmyexamination.Iconfirmthatnomattershavecometomyattentioninconnectionwith the
examination giving me cause to believe:
1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or 2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).
Ihavenoconcernsandhavecomeacrossnoothermattersinconnectionwiththeexaminationtowhichattention should

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
Thefinancialstatementsofthecharitablecompany,whichisapublicbenefitentityunderFRS102,have been
preparedinaccordancewiththeCharitiesSORP(FRS102)'AccountingandReportingbyCharities:Statement of
RecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancial Reporting
StandardapplicableintheUKandRepublicofIreland(FRS102)(effective1January2019)',Financial Reporting
Standard102'TheFinancialReportingStandardapplicableintheUKandRepublicofIreland'andthe Companies
Act 2006. The financial statements have been prepared under the historical cost convention.
Preparation of the financial statements on a going concern basis
Thefinancialstatementshavebeenpreparedontheassumptionthatthecharityisabletocontinueasa going
concern,whichthetrusteesconsiderappropriatehavingregardtothecurrentlevelofunrestrictedreserves and
theexpectedlevelofincomeandexpenditurefor12monthsfromauthorisingthesefinancialstatements. There
are no material uncertainties about the charity's ability to continue as a going concern.
Income
AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementtothefunds,it is
probable that the income will be received and the amount can be measured reliably.
Income from grants is recognised when the charity has entitlement to the funds, any performance conditions
attached to the grants have been met, it is probable that the income will be received and the amount can be
measuredreliably.Grantincomereceivedthatdoesnotmeettherecognitioncriteriaiscarriedforward as
deferred income.
Incomeinrespectofservicesprovidedisrecognisedwhen,andtotheextentthat,performanceoccursand is
measured at the fair value of the consideration receivable.
Expenditure
Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommitting the
charitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequiredinsettlement and
theamountoftheobligationcanbemeasuredreliably.Expenditureisaccountedforonanaccrualsbasisand has
beenclassifiedunderheadingsthataggregateallcostrelatedtothecategory.Wherecostscannotbe directly
attributedtoparticularheadingstheyhavebeenallocatedtoactivitiesonabasisconsistentwiththeuse of
resources.
Tangible fixed assets
Depreciationisprovidedatthefollowingannualratesinordertowriteoffeachassetoveritsestimated useful
life.
Fixtures and fittings- 20% on reducing balance
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthecharity. Restrictions
arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Pension costs and other post-retirement benefits
Thecharitablecompanyoperatesadefinedcontributionpensionscheme.Contributionspayabletothe charitable
company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.

ThetrusteeswhoarealsodirectorsofthecharityforthepurposesoftheCompaniesAct2006,presenttheirreport with
thefinancialstatementsofthecharityfortheyearended31December2020.Thetrusteeshaveadoptedthe provisions
ofAccountingandReportingbyCharities:StatementofRecommendedPracticeapplicabletocharitiespreparing their
accountsinaccordancewiththeFinancialReportingStandardapplicableintheUKandRepublicofIreland(FRS 102)
(effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
RAMFELisacharitythatsupportsrefugeesandvulnerablemigrantstoaccessjusticeandthatprovidesvitalsupport in
moments of individual crisis.
Goal1:ProvideImmigrationadvicetovulnerablemigrants,asylumseekersandRefugeeswheretheycannotaccess legal
aid or afford advice
Goal2:Provideawelcomingsafespace,destitutionsupportandspecialistadvicetoRefugeesAsylumSeekers and
Vulnerable Migrants experiencing crisis
Goal3:SupportAsylumSeekersandRefugeesintheirjourneythroughtheasylumsystemandassisttheir successful
integration into society
Goal 4: Campaign on the issues our work presents, focusing on the above areas.

OBJECTIVES AND ACTIVITIES
Significant activities
DespitetheWindrushscandalandcontroversyoverthehostileenvironmentfiguringprominentlyinnationalmedia over
thelastfewyears,inpracticaltermsatanationallevel2019sawlittlechangesto2018.TheHomeOfficemissed the
chancetolearnandengageandtochangetheculturewhichledtothetragiccasesofpeoplebeingmade destitute,
detained and removed through unfair and inhumane policy backed up by institutional administrative incompetency.
Recentlythegovernmenthaslookedtochallengetherightoflegalrepresentativestorepresenttheirclients' best
interestsandaremovingtorestricttherighttochallengegovernmentdecisionsthroughpotentialJudicial Review
changes, so the hostile environment continues seemingly unabated.
On the frontline, in 2019 RAMFEL's focus remained on;
- Giving access to justice for those denied it by legal aid and the legal system.
Immigration advice
RAMFELfocusedonthosewhohavebeendeniedlegalaidorwhomwereotherwiserestrictedfromaccessing justice.
Undocumentedchildrenandtheirfamiliescontinuedtomakeupthemajorityofourlegalwork.Mayorof London
researchestimatesthatover100,000childrenareinthissituationinLondon.We'reproudofour100%successrate in
2019inrepresentingthem,whichservestoillustratethatmanyyoungpeoplearebeingdeniedcitizenshiporstatus and
forced to live in poverty simply due to legal aid cuts.
Alongsidetryingtoexpandourreachtoprovidelegaladvice,RAMFELwilllooktouseourexperiencetoinfluence any
potential changes to government policy or law in this area.
In2019wecontinuedourworkwithRoughSleeperstoprovideimmigrationadviceandhavehadsomesuccess in
securingstatus.Howeverwehavealsofacedverydifficultchallengesingatheringevidencetobeableto submit
applicationsforpeoplewho,duetoroughsleepingandthehostileenvironment,havebeencutoutofvarious services
which would give create official records.
In 2019 we submitted 266 immigration applications
-
we lodged 8 appeals (some of them heard in in 2019, some in 2020, some still pending)
-
we had 7 appeals heard (some of them lodged in 2018) and 6 of them were successful (the unsuccessful case
-
subsequently gained status in 2020 through RAMFEL representation)
-
we had 5 applications rejected - 1 already won on appeal, 2 of them have a pending appeal, 2 have been referred for
-
JR and 1 we re-lodged another application which has since been granted
Thebarristerswhovolunteeredtorepresentuswonallthecasestheywereinvolvedwith(excepttheonefamily that
subsequently received status).

Whilstouradviceservicesaresupportingpeopletoachieveofficialstatusandgetonwiththeirlives,thereisalsoa need
tohelptackledestitutionandtheeffectsofbeingstuckinasylumorimmigrationsystems.Ourweeklyfoodbankand drop
incentreranweeklyproviding3640foodparcelsaswellastoiletriesonceamonth.Thepandemicforcedustoadapt the
way we deliver this service, and the team did an outstanding job is facing up to this challenge innovatively.

OBJECTIVES AND ACTIVITIES Holistic advice services
Akeypartofourorganisationstrategyistotakeaholisticapproachtotheneedsofindividualsandfamiliescaughtup in
themostchallengingofsituationsandwe'rehappytohavebeenabletomaintainandevenexpandthese circumstances
through one of the most challenging years for our charity and the clients we serve.
Ourservicesprovidedwraparoundsupportinhousing,asylumsupport,accesstohealthcare,accesstosocial services,
employability and wellbeing.
Inparticular,theseservicesprovidedendtoendsupporthelpingtoregularisestatusbutalsolookingtosupport the
transition to building a new life in the UK.
Public benefit
ThetrusteeshavebeenmindfuloftheguidanceprovidedbytheCharityCommissionwithregardtopublicbenefit when
planni ng the activities of the charity.
FINANCIAL REVIEW
Financial position
RAMFELisinastrongfinancialpositionwithimportantnewrelationshipswithcharitablefundersemergingoverthe last
year.Aseverweseeklongertermfundingandpartnershipsinordertosustainandimprovethelevelofworkwe can
undertake.
Principal funding sources
Assetoutinthenotestotheaccounts,thecharittyisfundedprimarilybygrantsfromLocalAuthoritiesand other
organisations.
Reserves policy
TheBoardhasassessedthecharity'srequirementsforreservesinlightofthemainriskstotheorganisation.Asa result,
thetrusteeshaveestablishedfundraisingstrategywhichincludesensuringamixofrestrictedandunrestricted funding.
Ourreservepolicyisthatunrestrictedfundsnotcommittedshouldbeheldinreserveandmaintainedatalevel which
ensuresthatRAMFEL·scoreactivitiescancontinueduringaperiodofunforeseendifficulty.Thisrepresentsatleast three
months" (13 weeks) expenditure of about £73,500. This will be reviewed annually.

Thecharitablecompanyisconstitutedasacompanylimitedbyguaranteeandisgovernedbyitsmemorandum and

Act 2006. The financial statements have been prepared under the historical cost convention.
Preparation of the financial statements on a going concern basis
Thefinancialstatementshavebeenpreparedontheassumptionthatthecharityisabletocontinueasa going
concern,whichthetrusteesconsiderappropriatehavingregardtothecurrentlevelofunrestrictedreserves and
theexpectedlevelofincomeandexpenditurefor12monthsfromauthorisingthesefinancialstatements. There
are no material uncertainties about the charity's ability to continue as a going concern.
Income
AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementtothefunds,it is
probable that the income will be received and the amount can be measured reliably.
Income from grants is recognised when the charity has entitlement to the funds, any performance conditions
attached to the grants have been met, it is probable that the income will be received and the amount can be
measuredreliably.Grantincomereceivedthatdoesnotmeettherecognitioncriteriaiscarriedforward as
deferred income.
Incomeinrespectofservicesprovidedisrecognisedwhen,andtotheextentthat,performanceoccursand is
measured at the fair value of the consideration receivable.
Expenditure
Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommitting the
charitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequiredinsettlement and
theamountoftheobligationcanbemeasuredreliably.Expenditureisaccountedforonanaccrualsbasisand has
beenclassifiedunderheadingsthataggregateallcostrelatedtothecategory.Wherecostscannotbe directly
attributedtoparticularheadingstheyhavebeenallocatedtoactivitiesonabasisconsistentwiththeuse of
resources.
Tangible fixed assets
Depreciationisprovidedatthefollowingannualratesinordertowriteoffeachassetoveritsestimated useful
life.
Fixtures and fittings- 20% on reducing balance
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthecharity. Restrictions
arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Pension costs and other post-retirement benefits
Thecharitablecompanyoperatesadefinedcontributionpensionscheme.Contributionspayabletothe charitable
company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.

ThetrusteeswhoarealsodirectorsofthecharityforthepurposesoftheCompaniesAct2006,presenttheirreport with
thefinancialstatementsofthecharityfortheyearended31December2020.Thetrusteeshaveadoptedthe provisions
ofAccountingandReportingbyCharities:StatementofRecommendedPracticeapplicabletocharitiespreparing their
accountsinaccordancewiththeFinancialReportingStandardapplicableintheUKandRepublicofIreland(FRS 102)
(effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
RAMFELisacharitythatsupportsrefugeesandvulnerablemigrantstoaccessjusticeandthatprovidesvitalsupport in
moments of individual crisis.
Goal1:ProvideImmigrationadvicetovulnerablemigrants,asylumseekersandRefugeeswheretheycannotaccess legal
aid or afford advice
Goal2:Provideawelcomingsafespace,destitutionsupportandspecialistadvicetoRefugeesAsylumSeekers and
Vulnerable Migrants experiencing crisis
Goal3:SupportAsylumSeekersandRefugeesintheirjourneythroughtheasylumsystemandassisttheir successful
integration into society
Goal 4: Campaign on the issues our work presents, focusing on the above areas.

OBJECTIVES AND ACTIVITIES
Significant activities
DespitetheWindrushscandalandcontroversyoverthehostileenvironmentfiguringprominentlyinnationalmedia over
thelastfewyears,inpracticaltermsatanationallevel2019sawlittlechangesto2018.TheHomeOfficemissed the
chancetolearnandengageandtochangetheculturewhichledtothetragiccasesofpeoplebeingmade destitute,
detained and removed through unfair and inhumane policy backed up by institutional administrative incompetency.
Recentlythegovernmenthaslookedtochallengetherightoflegalrepresentativestorepresenttheirclients' best
interestsandaremovingtorestricttherighttochallengegovernmentdecisionsthroughpotentialJudicial Review
changes, so the hostile environment continues seemingly unabated.
On the frontline, in 2019 RAMFEL's focus remained on;
- Giving access to justice for those denied it by legal aid and the legal system.
Immigration advice
RAMFELfocusedonthosewhohavebeendeniedlegalaidorwhomwereotherwiserestrictedfromaccessing justice.
Undocumentedchildrenandtheirfamiliescontinuedtomakeupthemajorityofourlegalwork.Mayorof London
researchestimatesthatover100,000childrenareinthissituationinLondon.We'reproudofour100%successrate in
2019inrepresentingthem,whichservestoillustratethatmanyyoungpeoplearebeingdeniedcitizenshiporstatus and
forced to live in poverty simply due to legal aid cuts.
Alongsidetryingtoexpandourreachtoprovidelegaladvice,RAMFELwilllooktouseourexperiencetoinfluence any
potential changes to government policy or law in this area.
In2019wecontinuedourworkwithRoughSleeperstoprovideimmigrationadviceandhavehadsomesuccess in
securingstatus.Howeverwehavealsofacedverydifficultchallengesingatheringevidencetobeableto submit
applicationsforpeoplewho,duetoroughsleepingandthehostileenvironment,havebeencutoutofvarious services
which would give create official records.
In 2019 we submitted 266 immigration applications
-
we lodged 8 appeals (some of them heard in in 2019, some in 2020, some still pending)
-
we had 7 appeals heard (some of them lodged in 2018) and 6 of them were successful (the unsuccessful case
-
subsequently gained status in 2020 through RAMFEL representation)
-
we had 5 applications rejected - 1 already won on appeal, 2 of them have a pending appeal, 2 have been referred for
-
JR and 1 we re-lodged another application which has since been granted
Thebarristerswhovolunteeredtorepresentuswonallthecasestheywereinvolvedwith(excepttheonefamily that
subsequently received status).

Destitution Support
Whilstouradviceservicesaresupportingpeopletoachieveofficialstatusandgetonwiththeirlives,thereisalsoa need
tohelptackledestitutionandtheeffectsofbeingstuckinasylumorimmigrationsystems.Ourweeklyfoodbankand drop
incentreranweeklyproviding3640foodparcelsaswellastoiletriesonceamonth.Thepandemicforcedustoadapt the
way we deliver this service, and the team did an outstanding job is facing up to this challenge innovatively.

OBJECTIVES AND ACTIVITIES Holistic advice services
Akeypartofourorganisationstrategyistotakeaholisticapproachtotheneedsofindividualsandfamiliescaughtup in
themostchallengingofsituationsandwe'rehappytohavebeenabletomaintainandevenexpandthese circumstances
through one of the most challenging years for our charity and the clients we serve.
Ourservicesprovidedwraparoundsupportinhousing,asylumsupport,accesstohealthcare,accesstosocial services,
employability and wellbeing.
Inparticular,theseservicesprovidedendtoendsupporthelpingtoregularisestatusbutalsolookingtosupport the
transition to building a new life in the UK.
Public benefit
ThetrusteeshavebeenmindfuloftheguidanceprovidedbytheCharityCommissionwithregardtopublicbenefit when
planni ng the activities of the charity.
FINANCIAL REVIEW
Financial position
RAMFELisinastrongfinancialpositionwithimportantnewrelationshipswithcharitablefundersemergingoverthe last
year.Aseverweseeklongertermfundingandpartnershipsinordertosustainandimprovethelevelofworkwe can
undertake.
Principal funding sources
Assetoutinthenotestotheaccounts,thecharittyisfundedprimarilybygrantsfromLocalAuthoritiesand other
organisations.
Reserves policy
TheBoardhasassessedthecharity'srequirementsforreservesinlightofthemainriskstotheorganisation.Asa result,
thetrusteeshaveestablishedfundraisingstrategywhichincludesensuringamixofrestrictedandunrestricted funding.
Ourreservepolicyisthatunrestrictedfundsnotcommittedshouldbeheldinreserveandmaintainedatalevel which
ensuresthatRAMFEL·scoreactivitiescancontinueduringaperiodofunforeseendifficulty.Thisrepresentsatleast three
months" (13 weeks) expenditure of about £73,500. This will be reviewed annually.
STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
Thecharitablecompanyisconstitutedasacompanylimitedbyguaranteeandisgovernedbyitsmemorandum and

Independent examiner's report to the trustees of Refugee and Migrant Forum of Essex and London (RAMFEL) ('the Company')

Responsibilities and basis of report
Asthecharity'strusteesoftheCompany(andalsoitsdirectorsforthepurposesofcompanylaw)youareresponsible for
the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
HavingsatisfiedmyselfthattheaccountsoftheCompanyarenotrequiredtobeauditedunderPart16ofthe2006 Act
andareeligibleforindependentexamination,Ireportinrespectofmyexaminationofyourcharity'saccountsas carried
outundersection145oftheCharitiesAct2011('the2011Act').IncarryingoutmyexaminationIhavefollowed the
Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.

Sinceyourcharity'sgrossincomeexceeded£250,000yourexaminermustbeamemberofalistedbody.Ican confirm
thatIamqualifiedtoundertaketheexaminationbecauseIamaregisteredmemberofICAEWwhichisoneofthe listed
bodies.
Ihavecompletedmyexamination.Iconfirmthatnomattershavecometomyattentioninconnectionwith the
examination giving me cause to believe:
1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or 2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
Thefinancialstatementsofthecharitablecompany,whichisapublicbenefitentityunderFRS102,have been
preparedinaccordancewiththeCharitiesSORP(FRS102)'AccountingandReportingbyCharities:Statement of
RecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancial Reporting
StandardapplicableintheUKandRepublicofIreland(FRS102)(effective1January2019)',Financial Reporting
Standard102'TheFinancialReportingStandardapplicableintheUKandRepublicofIreland'andthe Companies
Act 2006. The financial statements have been prepared under the historical cost convention.
Preparation of the financial statements on a going concern basis
Thefinancialstatementshavebeenpreparedontheassumptionthatthecharityisabletocontinueasa going
concern,whichthetrusteesconsiderappropriatehavingregardtothecurrentlevelofunrestrictedreserves and
theexpectedlevelofincomeandexpenditurefor12monthsfromauthorisingthesefinancialstatements. There
are no material uncertainties about the charity's ability to continue as a going concern.
Income
AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementtothefunds,it is
probable that the income will be received and the amount can be measured reliably.
Income from grants is recognised when the charity has entitlement to the funds, any performance conditions
attached to the grants have been met, it is probable that the income will be received and the amount can be
measuredreliably.Grantincomereceivedthatdoesnotmeettherecognitioncriteriaiscarriedforward as
deferred income.
Incomeinrespectofservicesprovidedisrecognisedwhen,andtotheextentthat,performanceoccursand is
measured at the fair value of the consideration receivable.
Expenditure
Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommitting the
charitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequiredinsettlement and
theamountoftheobligationcanbemeasuredreliably.Expenditureisaccountedforonanaccrualsbasisand has
beenclassifiedunderheadingsthataggregateallcostrelatedtothecategory.Wherecostscannotbe directly
attributedtoparticularheadingstheyhavebeenallocatedtoactivitiesonabasisconsistentwiththeuse of
resources.
Tangible fixed assets
Depreciationisprovidedatthefollowingannualratesinordertowriteoffeachassetoveritsestimated useful
life.
Fixtures and fittings- 20% on reducing balance
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthecharity. Restrictions
arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Pension costs and other post-retirement benefits
Thecharitablecompanyoperatesadefinedcontributionpensionscheme.Contributionspayabletothe charitable
company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.
