Scouts By John May OBE DL It's been a very tough couple of years for young people. The pandemic stopped us all in our tracks. confined us and prevented us from seeing friends. but for young people the effects were even more striking. Closed schools. closed coffee shops, closed opportunities. But through it all. Scouting stayed present. even if only virtually. And this year we have begun to see our young people coming back together. rebuilding friendships. relearning some of the competences they have forgotten. and appreciating again what it's like to be with others in the same room. This isn't surprising.For even our oldest Explorer Scouts, more than IO% of their lives have been spent in some form of lockdown.What's amazing is how resilient they have been - and how Scouting's values have helped them navigate towards a new normal. Thank you. as always. for everything that you do to bring Scouting to so many young people around the world - and for making that Scouting exciting, fulfilling and fun. That journey of rediscovery hasn't been easy. As leaders. we have seen the young people we serve sometimes struggle with the social skills needed to work with others away from Zoom. We've often had to reset boundaries around behaviour. With all my best wishes, Now we're seeing our Scouts meet new people again. on international camps, District events and through having visitors to meetings. We're seeing them bounce back and love lrfe. None of this could have happened without the commitment. dedication and. if I might risk being accused of being a bit sentimental. sheer love shown by the adults within British Scouting Overseas. Scouts By Jane Warne The Area Executive has had a busy year Over the last year. I have had the supporting the Area Commissioner and greatest pleasure of working with the the Area Team in matters of governance fabulous District Chairs. and have and trusteeship. Discussions are always enjoyed getting to know them. Earlier fruitful and the varied experience that is this year after a short illness, John brought to the table is highly valued. Nordkvelle. the Chairman of Northern Europe. very sadly went home. John's contribution to District Chair meetings was always invaluable and he is sorely missed. I would like to thank all members of the Executive Committee, both those who are staying with us and those who are moving on to other roles. In particular I would like to thank David Bull, the Area Secretary and Ben Balaam. the Area Treasurer. for their unending support, guidance and patience during the last year. l am fortunate and grateful to have such a wonderful team. Being a trustee can often be the unseen element of scouting and yet those who took up the mantle being a trustee this year have never faltered in their task. along with the rest of the Executive Committee. am very proud of the work that all scouters undertake in providing opportunities for young people across the BSO community. Districts will take joint ownership of the strategy to ensure that every member knows they are a stakeholder in this post-pandemic vision. Kent International Jamboree 115 Scouts and Explorers, 25 leaders land one Cub) attended the Kent International Jamboree with BSO this summer. our first 'big camp, together since 2019's Haarlem Jamborette. With activities as diverse as LEGO building. shooting. climbing and car driving. a day trip to Central London and fabulous weather all week we had a fantastic time at KIJ. We were also pleased to welcome BSO special guests With Scouts and adults from across John May. Peter Dawes and Irene Orford, every BSO district plus our friends from who was presented with her bar to the Wyre Forest Explorers and 10th Fulham Silver Acorn. Scout Group. ours was the largest contingent at the jamboree by some distance. We made our presence felt thanks to an eye-catching camp gateway. BSO t-shirts and. of course. thousands of Bso-branded clothes pegs! Kent International Jamboree 20221 We have received a lot of positive feedback about this camp, and hopefully now we're back in the swing of things after the pandemic we will have an even larger BSO presence for Haarlem Jamborette in 2023. Scouts Central European Jamboree Our joint BSOIBGO WSJ unit went on their first camp together to the Iris Central European Jamboree in August 2022 in Prague. It was a pleasure to spend time with Unit l. They showed that they are a fun group of young people that showed how much they all desen4e to attend the WSJ. Scouts Adult Training Training and adult support has been challenging over the last 12 months due to the slow return of the global pandemic effects and the slow return to face-to-face learning opportunities across the area. However. we are still engaging with leaders through electronic methods and catching up with many tasks and individual training needs during this quiet time. Our teams are promoting youth led and I wold like to acknowledge with youth shaped Scouting to LTMS and are gratitude. all the hard work the bringing younger members to our teams. Scouts Adult Training Online Training Team Manager and Supporter Training The Online Training Team continue to develop and deliver high quality interactive online training in partnership with all Leaders and Managers across BSO, in line with the Adult Training Development Plan. The team currently have 20 team members delivering interactive online training across BSO ranging from trainers and facilitators to administrators and tech support. Young Leader Training We have had another successful set of Young Leader training sessions with a good representation from across the Districts. It is wonderful to see so many engaged Explorers and Young Leaders across BSO who I know are making a wonderful impact on the young people in their Scout Groups. There has also been the recruitment of new trainers and facilitators!! It really is great new that we have been able to strengthen our team! We hope to continue to get more Explorers on board to do their training and inspire them to become Young Leaders l am happy to talk to any Explorers across the Area to encourage them to volunteer with younger sections. Scouts Programme 202 1122 has been a busy year with a welcome start of the recovery process from Covid. There has been lots of activity. and 4 strands are worth highlighting: We ran a well-supported hill walking permit training and assessment weekend in Derbyshire and plan to run similar events in both Southem and Northern Europe in 2023. Normandy Boy Scouts of America Transatlantic Council Camporee BSO was honoured to be invited to lead the British Memorial Service at Bayeux during this camp. 2022 was the 10th Normandy Camporee and we are recognized by the French Republic with the title "Custodians of Omaha Beach". The Camporee was open to all Scout Families from around the globe, including those of other Scout Associations. and not just members of the Boy Scouts of America. An excellent memorial was delivered with the help of Yves Gagnon, Paris Explorers. Bob Thorpe {former D.C. Southern Europe) and others. We also got the chance to go Land Yachting. Activities During the year. I have focussed on: making sure the permit scheme works effectively and enables safe activity. helping to get more camping / adventurous activities taking place. providing support for those looking to gain activity or nights away permits. helping support the International Award in BSO. supporting Dc's. Assessors and Nights Away Advisors in their roles. I have run online sessions to talk about the night away and activities scheme, CPD for Night Away Advisors (including a module 25INights Away) to qualify more nights away advisors across the area. running online training for Module 16 (Residential Experiences) and helped with training where needed. I continue to promote how we can help more leaders across BSO gain permits. Programme 25

Scouts International It is hugely encouraging. as BSO Scouting returns to normality. that there has been a number of international events which our Groups have attended. Four Visits Abroad Notifications have been submitted to The Scouts and there are more to follow. Although the process Is geared towards UK Groups visiting overseas. the principles and guidance is relevant to BSO activities and advice will be provided to simplify the administration. Discussions continue with host country National Scouting Organisations. Unfortunately these can be slow to conclude but we have been able to reach agreement with UAE Scouts with he help of WOSM Arab Region and positive dialogue continues with the Scouts and Guides de France ISGdF}. Scouts Squirrels Following the exciting and successfvl national launch in September 2021 of the first new section for 35 years. BSO did not take long to get in on the action. 1st Falkland Islands opened in November 202 1 and has gone from The Dreys which are open have online strength to strength. with a full Drey and support via a Cohort Coach. who helps a waiting list. to link with other Dreys in the UK to provide support and share best practice. I believe that currently Kuwait. Brussels and Prague have opened Dreys, with 1st Bougival and also 1st Amsterdam awaiting DC approval. Thanks to Jan Miller and her team for taking the bold step and making this happen. l am sure that this sparked interest across the Area and gave other Groups confidence to follow their lead. 5.0 Notes to accompany 2021-22 Financial Report

5.1 Opening Balance take from BSO account Bank statement issued on 12[th] April 2021 showing the balance on 31st March 2021; this being the closing balance for prior year’s accounts 2020/21.

5.2 Includes transfer funds for member fees payments to The Scout Association (TSA)

5.3 Closing Balance on 1[st] April 2022 verified against BSO account Bank statement issued on 04[th] April 2022.

5.4 These are funds set aside by BSO to cover operational requirements when called upon; they are not restricted and can be used for other use, if appropriately agreed by BSO Executive.

5.4.1 Note that the funds are reset each year and that Events has now been separated out from this sub-account.

5.5 This fund is collected on behalf of The Scout Association for Membership Fees and is finally recorded in their accounts.

5.5.1 It is therefore only shown as a transfer fund within BSO Accounts and therefore is not included as part of BSO’s financial figures for Charity Commission Reporting.

5.5.2 Membership Fees received this year 2021-22 in advance of following year’s payment to TSA & BSO thus, are carried over to 2022-23 Financial Year for said purpose.

5.5.3 TSA Membership fees collected are restricted funds and transferred to The Scout Association and account settled in due accord.

5.5.4 BSO Area Fees collected, are the unrestricted balance being available for budgeted expenditure planning.

5.6 It is now three years since the WSJ-19 event and as such this Sub-account shall be closed with WSJ-23 having been initiated.

5.6.1 WSJ-19 unclaimed funds remaining shall be held within 2022-23 Financial Year Accounts titled Unclaimed Refunds Sub-account pending one last notification to claim or accept donated into BSO Accounts.

5.6.2 The reconciled WSJ-19 accounts before closing has identified an error in entry which has been adjusted in accord.

5.6.3 Donations made from refunds have been transferred within BSO Account.

5.6.4 Balance of funds shall be transferred into the BSO Events Surplus/deficit Sub-account and the WSJ-19 account shall be closed.

5.7 WINGS Event 2020 and 2021 were both cancelled due to Covid however, the sub- account still remains live for reasons to follow: -

5.7.1 All refunds requested to end of 2021-22 Financial Year have been bank transferred on receipt of details. The WINGS Leader & Treasure have been chasing others to complete with minimal response to date.

5.7.2 As the funds were paid for a dedicated purpose the Wings Sub-account shall remain open in Financial Year 2022-23, during and at end of which, shall follow same action as with WSJ-19 above; final notification then be closed.

5.8 Kent International Jamboree 2022 is currently a live funding and as such all remaining funds are retained and transferred to 2022-23 Financial Year.

5.9 World Scout Jamboree – 2023 is currently a live funding and as such all remaining funds are retained and transferred to 2022-23 Financial Year.

5.10 Hillwalking Event is currently a live funding and as such all remaining funds are retained and transferred to 2022-23 Financial Year.

5.11 The Events Sub-account has been separated to maintain a track of events surplus/deficits and in turn to support when needed if funds within.

5.11.1 All events surplus shall be placed into this sub-account and equally deficits covered from this sub-account whilst positive.

5.12 These funds are held in BSO Account for others on their behalf and BSO restricted for said applications only.

5.12.1 As stated with said restrictions of use i.e. Donations for Ascension and St Helena for sole use of equipment purchase and another each for their next WSJ selected attendee.

5.12.2 Northern Europe’s £104.99 held was taken towards Membership Fees payment.

5.13.1 This was obviously greatly reduced as a result of Covid restricting many actions that would have normally been designated and applied thus, it should be noted that many of the allocations are showing NO expenditure over the 2021-22 year.

5.14.1 The format and inputs have totally changed for more specific focus on expenditure and identifying any losses.

5.14.2 With the situations across BSO over the past two years and effects of Covid on us all, still present in some of our Districts/Groups being restricted, the 2022-23 Budget is consciously higher than generally in the past in order to support our development here-on.

5.14.3 This Exec decision is only possible based on a balanced review of current financial holdings and sincere wish for meeting BSO recovery needs.

AREA TREASURER’S ADDITIONAL COMMENTS
My sincere congratulations to all across British Scouting Overseas on the way you have undertaken the challenges of the past couple of years, continued with online events, challenges and with motivating Leadership throughout; we are and shall be all mutually SCOUTING PROUD!
As said before, my Treasury workload; not seen or you’ve even considered as the most exciting aspect of Scouting; has still experienced a considerable financial movement over the past year with closure of WSJ-19 and opening of WSJ-23, Kent International Jamboree and other events. Still to initiate in attendees is for Haarlem Jamboree in the Nederlands.
Our Scouting objectives and goals I believe remain firm even having experienced difficult times over the past couple of years with restrictions and other however, we recognising that some of our Scouting Groups and colleagues are still experiencing the difficulties even today and wish them well!
Due to circumstances, the expenditure of the past year has been relatively low with restrictions and other; it is recognised that BSO shall emerge stronger and the funds remain in place for increased application in the coming year or several to show what we are in achieving our Scouting objectives!
The prior couple of years had set all of us back in our Scouting from which like the ‘Phoenix’ we shall rise stronger from the ashes of past, remaining positive throughout with our individual resolves strengthened!
I do not usually mention names, in case forget to say someone thus, I thank all whom have given their support to me and fully deserving of my thanks and appreciation. In particular, to the Exec Team, Event Managers and of course our District Treasurers in their related role functions encompassing their annual task of collection and transfer of Membership Fees and in their undertaking of local District Accounting!
My best wishes and thanks to you all for this year as well as our future years of BSO Scouting together!
