1. CONSTITUTION
The Old Coulsdon Centre, known as the Old Coulsdon Centre (for the retired) is an independent Private Limited Company (Limited by Guarantee – Company Number 8075005) incorporated on 18 May 2012. It is a registered Charity (Number 1147569)
The building is owned by the Company on land leased from Croydon Council.

4. OBJECT OF THE COMPANY
To relieve the needs of the retired in the area of benefit in the manner which now is or hereinafter may be deemed by law to be charitable by associating with the Local and other Statutory Authorities, voluntary organisations and inhabitants in a common effort to provide facilities in the interest of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the retired.
(The ‘area of benefit’ is ‘the Parish of Old Coulsdon together with such parts of Coulsdon, Purley, Kenley and Whyteleafe as fall within a radius of 3.5 miles of the Centre’)
5. ORGANISATIONAL STRUCTURE
- a. The responsibility for the management of the Centre is with a Management Committee that consists of the Directors. The members of the Committee are subject to annual re-election. Members during the period of this report were:

Note:
- (i) The Committee met on four occasions over the period – 25 October 2023, 26 January 2024 AGM), and 11 June 2024.
(ii) All members of the Committee are unpaid volunteers.
- b. The Members, who are involved in administrative roles within the Centre, are:

- (i) Except for the Centre Manager and Asst. Manager all other Members are unpaid volunteers.

6. FINANCES
Operating loss before depreciation of £3634 was £12754 compared to profit of £14087 for 2022/23. Our total income including donations and legacies was £63179 set against our operating costs of £79567. Our challenge is to increase donations to meet this typical annual deficit
We are particularly grateful to Old Coulsdon Bowling Club who gave us a donation of £3000 The 200 club netted £4385 this year. We continue to publicise the club, and we hope numbers will steadily increase
We also acknowledge the financial help we receive from a number of local benefactors and organisations not mentioned above without whom the financial position of the Centre would have a more critical curve than it has.
7. GENERAL
The Centre has been fully operational over the last year, being open for 247 days providing 1,967 meals, 896 snacks and support for 634 people who dropped in for a tea coffee and a

chat. The minibus was in operation for 172 days covering 6,199 miles and carrying 3,484 passengers.
Over this period, we have provided weekly activities for our clients including film shows, craft sessions, games, quizzes, bingo and monthly fish and chips lunches. Also, special celebratory cooked lunches such as Battle of Britain, Valentine’s Day, and Christmas together with other lunch parties. afternoon tea parties and salad lunches all of which are well attended and much enjoyed by our clients. Outings have been arranged to Worthing, Eastbourne and local Garden Centres. The monthly lunch and film Club introduced to attract new retired clients has been a great success and has a waiting list. The local community Police and Age UK have visited the Centre speaking to clients.
We have provided support to the Royal Air Forces Association, St Lawrence Hospital Retirement Group, Old Coulsdon Women’s Institute, and Croydon Hearing Resource Centre and other organisations who use our facilities during the evenings.
Our underlying client base remains stable.
The Centre maintains and reviews regularly an Adult Protection and Health & Safety policy, together with several other policies including a Food Preparation Policy and formal terms relating to the hire of the Centre.
The Directors are very appreciative of the enthusiastic support provided by the Manager, Iris Holah, and Assistant Manager Simone Lane for not just running the Centre efficiently but making it a warm and welcoming facility. A big thank you to the 50 volunteers for their support without which we would not be able to operate.
8. MINIBUS
The Minibus is over 14 years old having come into service in January 2010. It has provided a good service over the years but more recently repairs and general running costs have increased substantially and are unlikely to diminish. Also, the current fuel consumption and emissions, whilst acceptable to 2010 are now very poor when compared with the new generation of eco-friendly vehicles of similar size and availability.
A new generation of Fiat Commercial vehicles (the minibus base) should have been available in the Autumn of 2023 but there have been numerous delays for one reason or another. Finally, the production line is now moving and we are advised that the new van carcass should be available in late August 2024. The converters have advised the finished product (Mini Bus) should be available by late September 2024.

Also, our current minibus does not meet the ULEZ regulations but mini busses used for the benefit of carrying elderly passengers, many with walking aids can apply for exemption for two years which we successfully applied for.
Currently, under the ULEZ scrappage scheme OCCR should be entitled to compensation of a minimum of £7,000. (subject to availability of funds)
An Electric version has been considered but the substantial increase in purchase costs would be financially challenging together with a lack of security for the vehicle and availability of electric charging points in Old Coulsdon near the Centre which are not currently available.
9. THE FUTURE
We continue in our aim to improve our services to retired and elderly people in the area, working together with local organisations. To seek new volunteers to help in the Centre and with the minibus who are subject to DBS checks. We endeavour to maintain sufficient capital to maintain our services and to do so when necessary, by fund raising efforts.

Independent Examination of the Financial Statements for the year ended 30 June 2024
I write in respect of my independent examination of the financial statements for the year ended 30 June 2024.
I have carried out my examination over the past weeks and have used the latest Charity Commission guidance in doing so. This guidance sets out the steps which should be followed, the documents to be reviewed and the testing which should occur.
I am pleased to say that I found all to be in order and nothing came to my attention which requires disclosure in the financial statements or to the Charity Commission.
As with previous years, I found the accounting records to be in good order and they were clear and easy to follow and no material misstatements were found.
