The economic cllmate means that fundin8 and fundraisin8 has been extremety difficult and income on previous years reduced by half. The impact of this required us to take steps to, once a8ain, reduce our costs, includin8 a further reduction in staff and some of the seryices we are able to provide. We continue to evaluate the income streams and strive to diversify our income In line wlth our fvndin8 st13te. The board remain committed to the continued consolidation of our operations. Income and expenditure are monitored monthly by the Board and the trustees & all staff receive notification of income weekly. Staff ale fully awaie that further cost savln85 includln8 redundancle5 may octvr if income 15 Insufficlent to contlnue operations as they exlst. Vacancies arlslnB from resignation will continue to be evaluated and, wherever possible, adjustments to continuing 5tsff activities or hours are made to enable Savings to be secured. The trustees have e5tablSshed a policy of both unrestricted or free reserves and fe5trirted reserves. Restricted fe5erve5 are made up ol anv funding received in the current financlal year that Is for a speclflc projett or work to be dellvered in a future financial year. As at 31 March 2024, restricted reserves amounted to £49.226 for use in financial year 20241202S wSth a fLtrther £46,451 a5 0es18nated ReseNes for business contln8ency. In addition. Ihere Is £4,OfXI unrestricted funds to be allocated to a speclffic contracl In Rushmoor and Hart. UnrestrictÈd or free reserves come from unutilized donations and syrplus fvnds and the trustees establlshed that the free reserves of the charity should be sufficient to cover the costs for a desi8nated period of operation and allow for an ordefly wind down of ihe charlty, If necessary. Un-Restricted reserves at the end of the financial year 202312024 were £139,668. The trustees have set a reserve5 policy which requSres'. al reserves are maintained at a level which ensures core actlvlty could contlnue durin8 a perlod of unforeseen difficulty bl a proportlon of reseeS are maintained in a readily realisable foim. The calculatlon of the level of re5ervÈs Is an Integral part of the charity's plannin& budget and forecast cycle and takes Into account the.. risks associated with each Stream of Income & expendlture bein8 different from budget planned actlvity level and the charity's commitments. Havin8 considered the risk, activity and Commitments of the or8anlsatlon, the trustees have a8reed that the scheme alms to retaSn a level of reserves of between 3 and 6 months running costs. Pay and Renumeratlon of sloff The pay and renumeration of all staff is based on pay rales in similar charities by size and operation and Is reviewed annualty- Homfrstart Hampshire pay and renumeration policy is not linked to any national body's pay 5trutture. Rl$k Mana8ement The trustees actively review the major risks which the charity faces monthly and believe that maintaining the free reserve5 State(J above, combirned with the annual review of the controls over key financial 5y5tems carried out on an annual basis will provide sufficiernt resources In the event of adverse condltion5.
