Trustees annual report 2019/2020

Prince Philip Hospital Breast Care Unit Fund

During the financial year 1 Sep 2019 and 31 Aug 2020, the charity received £85,176 and spent £111,138 leaving a balance carried over of 105,100.

The year has been significantly affected by the Covid crisis and with few fund-raising opportunities available during the spring lock down. As in past years, amounts received have been from private individuals, bequests and local philanthropic organisations with some support from the banks in part sponsorship schemes. Although we have not been able to attend many events in person, we continue to write individual letters of thanks on behalf of the unit. The unit is very appreciative of the support we receive particularly at this time.

None of the officers of the charity have received any remuneration or expenses and all administration has been carried out on a volunteer basis with personal donations for minor items such stationery and stamps.

The outgoings of the charity are listed individually in the accounts. They remain in line with past years expenditure. The main expenses again this year have been used to support half the salary of our Advanced Biomedical Scientist with Hywel Dda University Health Board (HDUHB) R&D providing the other half. She supports the intra-operative node analysis and biobanking services. We also pay the salary of a second medical scientist (through HDUHB R&D also) who is running the multi-centre trial into gene expression analysis in node positive breast cancer. Having found alternative employment, this post became vacant in August 2020. The trustees took the decision not to advertise for a replacement, given the funding uncertainty for the next year. The responsibilities were reallocated to the Advanced Biomedical Scientist with additional input on a volunteer basis from Mr Simon Holt, Honorary Consultant Surgeon. This trial extends to 15 centres in the UK including 2 London teaching hospitals. Another significant cost for the year was to support a meeting of investigators held in Bristol in Nov 2019. We also support 2 members of staff studying for higher degrees in their own time paying 50% of their tuition fees. Few members of staff have been able to attend courses this year with a consequent reduction in costs. The unit continues to publish widely on many topics including intra-operative sentinel node analysis, breast reconstruction, neo-adjuvant chemotherapy, prognostic factors in breast cancer and gene expression analysis. The unit researchers are rated as being in the top 4% in the UK as judged by Researchgate.

The Chairmanship has now passed to Ms Saira Khawaja, Consultant Surgeon, on the retirement of Mr Simon Holt.

I report on the accounts for the year ended 1 September 2020, which are set out on pages three to seven.

Responsibilities and basis of report

As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I have examined your charity's accounts as required under section 145 of the Charities Act 2011 ('the Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

My role is to state whether any material matters have come to my attention giving me cause to believe:

  1. that accounting records were not kept as required by section 130 of the Act; or

  2. that the accounts do not accord with those records; or

  3. that the accounts do not comply with the accounting requirements of the Act; or

  4. that there is further information needed for a proper understanding of the accounts.

Independent examiner's statement

I have completed my examination and have no concerns in respect of the matters (1) to (4) listed above and, in connection with following the Directions of the Charity Commission I have found no matters that require drawing to your attention.

1. ACCOUNTING POLICIES

Accounting convention

The financial statements have been prepared under the historical cost convention, and in accordance with the Financial Reporting Standard for Smaller Entities (effective April 2008), the Charities Act 2011 and the requirements of the Statement of Recommended Practice, Accounting and Reporting by Charities.

Incoming resources

All incoming resources are included on the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy.

Resources expended

Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
