Structure, governance and management
The constitution was adopted on 1st October 1997, amended by special resolutions on 3rd November 2005 and 2nd December 2010.
The organisation registered as a charity on 16th February 2011.
The governing document of the organisation is its constitution.
The Charity constitutes an Unincorporated Association.
Structure:
The Trustee board manages the organisation.
The election of trustees:
According to the Constitution of Newport People First (Adopted: October 1997 as amended 3rd November 2005 and 2nd December 2010), members of the Charity in a general meeting shall elect the Officers and the other Trustees.
The Trustees may appoint any person who is willing to act as a Trustee. They may also appoint Trustees to act as officers. Each of the Trustees shall retire with effect from the conclusion of the annual general meeting next after his or her appointment but shall be eligible for re-election at that annual general meeting. No-one may be elected a Trustee or an Officer at any annual general meeting unless prior to the meeting the Charity is given a notice that:
(a) is signed by a member entitled to vote at the meeting;
(b) states the member's intention to propose the appointment of a person as a Trustee or as an officer; (c) is signed by the person who is to be proposed to show his or her willingness to be appointed.
The appointment of a Trustee, whether by the Charity in general meeting or by the other Trustees, must not cause the number of Trustees to exceed any number fixed in accordance with this constitution as the maximum number of Trustees. The Trustees may not appoint a person to be an Officer if a person has already been elected or appointed.

Objectives and activities
Newport People First Objects :
-
I. To promote the rights of people with progressive learning (learning disability) within the City of Newport and surrounding areas. (Hereafter the members of Newport People First will be referred to as 'members').

II. To develop awareness and capability so that 'members' may actively participate in society, by:
-
a) Encouraging 'members' to develop self-advocacy skills, take responsibility for themselves and become more independent.
-
b) Making sure that 'members' are involved in the planning and development of the services they receive.
-
c) Liaising with statutory authorities, voluntary organisations and service providers to help identify and meet the needs of people with progressive learning.
-
d) Assisting 'members' of the organisation and other people with progressive learning to access
-
their rights by creating awareness of learning disability issues, campaigning and being involved in the People First Movement.
What is Newport People First?
Newport People First or NPF is a self-advocacy organisation, run for and by people with learning disabilities (or progressive learning as we are preferred to be called). NPF is a member led organisation and encourages its members to volunteer at NPF.
The Main Activities of NPF:

We plan and hold regular meetings where we are able to discuss matters which are important to us.
-
We gain skills to become better self- advocates, including the use of social media.
-
We campaign for the rights of people with progressive learning on a local and national level.
-
We encourage our members to participate in Strategic Planning meetings, and Local Authority Service User Groups.
-
We invite speakers to come to our groups' meetings and we ask them questions about issues and matters that are important to us.
-
We participate (by attending or writing) in local and national consultations to address issues that affect people with a disability.
-
We offer information and support/training in learning disability awareness to service providers and community groups.
-
We increase members skills, confidence and self-esteem through individual and group support.
-
We create opportunities for friendships and relationships.
-
We offer advice to members about our rights and responsibilities or any other issue that affect us.
-
We learn to be more independent and empower members to do things for themselves like having a better social life.
-
We transform inaccessible information into a more accessible information in different creative ways.
-
We are a Hate Crime reporting centre, therefore we work closely with the police.
-
We encourage members to use public and community services, independently if possible.
-
We work together with other self-advocacy groups to make our voice stronger
The charity trustees confirm that due regard has been paid to the public benefit guidance published by the Charity Commission.

Achievements and performance
How we work:
Membership is open for all people with progressive learning (learning disability) living in Newport City or the surrounding area. We work as a group, this means that we help people (members of NPF and the community of people with progressive learning) to have an individual and collective voice on the issues that are important to them.
The year to March 2021 continued to be disrupted by Covid-19 and some of our work changed from face to face meetings and activities to telephone and online support. Some of the highlights of the year are as follows:

Hosting online quizzes, exercise and mindfulness sessions during Covid lockdowns to support members
-
Making door stop visits to members to offer support and a chat
-
Undertaking online activities in conjunction with the Gwent Wildlife Trust
-
Arranging socially distanced meetings when lockdown regulations allowed
-
Obtaining funding to provide members with computer equipment to enable them to access online activities
-
Obtaining funding to support the health and wellbeing of the members by providing exercise equipment, mindfulness activities and healthy eating projects.
-
Obtaining funding towards the charity co-ordinator’s role
-
Obtaining funding to support a new People’s Health Trust project to help members connect with other services in the area and to establish new social networks
-
Two members were interviewed by BBC Wales to talk about the negative impact of Covid-19 lockdowns on mental health
-
Our representative attended online meetings of the All Wales People First National Council to discuss issues on a local, regional and national level.
-
NPF offered support to members to volunteer in the office when restrictions allowed.
-
NPF ensured that inaccessible information was transformed into a more accessible way for our members. Our social media information, and letters, are designed to be accessible.
Establishing relationships with other organisations:
We aim to engage with many organisations to expand the networks of our members. Activities were restricted this year but we still maintained out engagement with many organisations. This work will be expanded in the next year.
NPF continues to offer training sessions in learning disability awareness to medical students, GP surgeries and local schools. Our trainers are people with progressive learning.
Financial review
Newport City Council continued to support our members.
We received funding from the Lottery Community fund for a Charity Co-ordinator post
We received funding from the Peoples Health Trust for a new project to expand the social networks of our members
We received grants from the Gavo ICF funds for digital support, and equipment, to enable members to access online activities. We also received support for health and wellbeing projects and equipment.

Risk Management
The Trustees meet regularly and have discussed and reviewed risks that are significant to Newport People First to ensure the safety and safeguarding of the Charity's assets, staff and those who benefit from its work.
Coronavirus and Newport People First
The Covid-19 pandemic has presented challenges for Newport People First. However, we have continued to run our projects by holding virtual meetings and have had face to face meetings when Covid restrictions have allowed.
Plans for future periods
Future Planning:
Accessible website - Covid-19 has increased our need for this even more. We will be looking to purchase a domain and get this launched as soon as possible.
Keeping Newport People First safely funded - We have a number of projects and funding lined up for this year. Covid-19 means we will have to run these projects differently. We may have to think of new ways to work.
Re-writing our business plan for Newport People First - Covid-19 means that we have had to adapt to a new way of working. This has meant we have an opportunity to look at our business plan of what we want from Newport People First and update this.
Responsibilities of the trustees
The charity's trustees are responsible for preparing the Trustees Annual Report and the financial statements in accordance with applicable law and regulations.
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year. Under that law the trustees have elected to prepare the financial statements in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). The trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charity and the income and expenditure of the charity for that period.
In preparing these financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charities SORP;
-
make judgements and accounting estimates that are reasonable and prudent;
-
state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements;
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.

keeping adequate accounting records that are sufficient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the financial position of

safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities;

the maintenance and integrity of the Charity's information included on the Charity's website.

I report to the trustees on my examination of the financial statements of Newport People First ('the charity') for the year ended 31 March 2021.
Responsibilities and basis of report
As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the financial statements do not accord with those records; or
-
the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General information
The charity is a public benefit entity and a registered charity in England and Wales and is unincorporated. The address of the principal office is: Ty Derwen, Church Road, Newport, NP19 7EJ.
2. Statement of compliance
These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Charities Act 2011.
3. Accounting policies
Basis of preparation
The particular accounting policies adopted are set out below.
Accounting Convention
The financial statements are prepared on a going concern basis, under the historical cost convention.
The financial statements are prepared in sterling which is the functional currency of the entity. The figures in the financial statements are rounded to the nearest whole pound.
Incoming Resources
Revenue grants, donations, voluntary and other income are credited to the Statement of Financial Activities in the year in which they are received.
Recognition of Liabilities
Liabilities are recognised on the accruals basis in accordance with normal accounting principles.
Resources Expended
The policy for including items within the relevant activity categories of resources expended is to recognise them when there is a legal and constructive obligation committing the charity to the expenditure as described in the Financial Reporting Standards 5 and 12. In particular the policy for including items within costs of generating funds, charitable activities and governance costs is:
Costs of Generating Funds
Costs are included in generating income resources from all sources other than that from undertaking charitable activities or governance.
Costs of Charitable Activities
Costs included in charitable activities comprise all resources applied to the charity in undertaking its work to meet its charitable objectives as opposed to the costs of raising the funds to finance these activities and governance costs.

Allocation of Costs within Types of Resources Expended
The methods and principles for the allocation and apportionment of all costs between the different activity categories of resources are based on directly attributable costs.
Going concern
The charity is entirely dependent on continuing grant aid and as a consequence the going concern basis is also dependent on the continuing grant aid.
Disclosure exemptions
The entity satisfies the criteria of being a qualifying entity as defined in FRS 102. As such, advantage has been taken of the following disclosure exemptions available under paragraph 1.12 of FRS 102:
(a) No cash flow statement has been presented for the charity.
(b) Disclosures in respect of financial instruments have not been presented.
Judgements and key sources of estimation uncertainty
The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.
Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably.
-
legacy income is recognised when receipt is probable and entitlement is established.
· income from donated goods is measured at the fair value of the goods unless this is impractical to measure reliably, in which case the value is derived from the cost to the donor or the estimated resale value. Donated facilities and services are recognised in the accounts when received if the value can be reliably measured. No amounts are included for the contribution of general volunteers.
- income from contracts for the supply of services is recognised with the delivery of the contracted service. This is classified as unrestricted funds unless there is a contractual requirement for it to be spent on a particular purpose and returned if unspent, in which case it may be regarded as restricted.

Resources expended
Taxation
As a registered charity, the charity is exempt from income tax to the extent that its income and gains are applicable to charitable purposes only. Value added tax is not recoverable by the charity and is therefore included in the relevant costs in the Statement of Financial Activities.
Winding Up or Dissolution of the Charity
If upon winding up or dissolution of the charity there remains any assets, after the satisfaction of all debts and liabilities, the assets represented by the accumulated fund shall be transferred to some other charitable body or bodies having similar objects to the charity.
Tangible assets
All fixed assets are initially recorded at cost. Items below £100 are not capitalised. For items purchased from restricted funds and capitalised the provision for depreciation is transferred to unrestricted funds in the year of purchase.
Depreciation
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:
