They continue lo believe the going concern basis of accounting appropriate in preparing Ihe annual financial slatements. 2.3 Incomo All income is ￿COgnised once the Chanty has enlrtlemenl to the income. il is probable that the income wll be received and the amount of income receivable can be measured reliably. 2.4 Expgnditur Expenditure is recogni5ed once there is a legal or constructive obligation to transfer economic benefit to a third party. il is probable that a transfer of economic benefits will be reqUI￿d in settlement and the amount of the obligation G8n be measured reliably. Expenditure is classified by activity. The costs of each activity are made up of the total of direct costs and shared costs, including support costs involved in undertaking each acts'vity. Direct costs attributable to a single activity are allocated directly lo that activity. Shared costs which contribule lo more than one activity and support costs which are not attributable lo a single activty are apportioned between those activitie5 on a basis consistent with the use of resources. Central stsff costs a￿ allo¢aled on the basis of b'me spent, and dep￿ciatiOn charges allocated on the po￿On of the asset's use. Grant$ offered subject to conditions which have not been mel at the year end are noted as a commrtment, but not a¢¢rned a$ expendrture. The names of the inslilubons receiving grants out of trust fijnds administered by the reporting charity are not disclosed during the lrfelime of the founder or spouse, as provided by the Charities Act 2011. All expenditure is inclusive of irrecoverable VAT. 2.5 Cash at bank and in hand Cash 81 bank 8nd in hand includes cash and short-tem highly liquid investments with a short malurily of three months or less from the t1ate of acquisitson or opening of the deposit or similar account. 2.6 Llabllltl•8 and provl8ions Liabilities are recognised vknen the￿ 1$ an obligation al the Balance sheet date as a result of 4 past event. il is probable that a transfer of economic benefit will be required in settlement, and the amount of the settiemenl can be eslimaled reliably. Liabilities are recogni$ed at the amount that the Charity anticipates it wll pay to settle the debt or the amount it has received as advanced payments for the goods or services it must provide. Provisions are measured at the best estimate of the amounts required to settle the obligation. Where the effect of the time value of money is material. the provision is based on the present value of those amounts, discounted at the pre-tax discount rale that ￿fie¢t$ the risks specific lo the liability. The urwlinding of the discount is recognised in the Statement of financial activities as a finance ¢ost. 2.7 Flnanclal instruments The Charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial inslrumenls a￿ initially ￿COgnised al transaction value and subsequently measured at their settlement value the exception of bank loans which are subsequently measured at amortised cost using the effeclive interest method. 2.8 Fund accounting General funds are Un￿Stricted ftjnds which are available for use at the discretion of the Trustees in furtherance of the general objectives of the Charity and which have not been designated for other purposes.
