Welcome to The Hope Community Project AGM for the year 2020-2021.
I am proud to be able to report that the staff and volunteers of HOPE have worked tirelessly and with ingenuity to ensure that the community of Heath Town has been well served during this extraordinary year.
The project has at every point in time responded to national and local guidance and instruction with regards to the Covid 19 pandemic, an unprecedented situation which has dominated the year for us all. Hope has not been beaten by it, but has been challenged of course.
As we reflect on the year we can report that once furlough (which applied to all staff apart from the Manager) had passed, the team worked to implement the new services and ways of working developed by the Project Manager so that we could retain contact with the local community.
As Covid-19 guidance required, access to the centre was managed to ensure safety so staff worked from home and in isolation in the centre. During that time WCC used the expertise of the staff and capacity of the project to connect locally. Meals continued and a food pantry was established. ESOL and youth work continued, sometimes, virtually. You can read more about our achievements below.
Our Manager continued to network and liaise with funders and of course with Father Hudson’s Care. The high quality advice and guidance from FHC was always readily available as is the norm; in the circumstances of the year it has been crucial: I would like to put on record a vote of ‘thanks’ to the team at FHC. Thank you!
As Trustees we established regular on line contact with the Project Manager to offer support as well as retaining our regular meetings on line. Implementing a Diversity Plan has been one key area of our work and is ongoing and we continue to seek new Trustees.
After this AGM we say farewell to 2 Trustees and a third later in the year. Some progress has been made on recruitment of successors and will be discussed in due course.
The team at Hope though small in number is determined to respond to local need and be a beacon of hope for this corner of the city.

Reference and administrative information set out on page 2 forms part of this report. The financial statements comply with the current statutory requirements, the memorandum and articles of association and the Statement of Recommended Practice – Accounting and reporting Charities (SORP 2005).
Structure
Hope Community Project (Wolverhampton) is a charitable company limited by guarantee incorporated on 3[rd] August 2010 and registered as a charity on 17[th] December 2010. The charity was established under a memorandum of association which established the objects and powers of the organisation and is governed under its articles of association. Members of the charity guarantee to contribute an amount not exceeding £1 to the assets of the charity in the event of winding up. The total number of such guarantees as at 31[st] March 2021 was 10. The Charity operates in England and Wales and the Trustees give their time voluntarily.
Recruitment, Appointment and Training of Trustees
The Charity looks for Trustees who are committed to working with the poor and most marginalised people in the area. When appointing new Trustees we try to ensure that there is a good balance of skills and experience, ethnicity and cultural background, gender and disability to contribute to the effective operation and management of the Charity. Nominations for trustees have been made by existing trustees and other supporters of the project. Appointments are made by the board in line with identified skills gaps in the existing board or through retirement. New trustees undergo an induction, managed by the Hope Manager, into their responsibilities, the varied activities and the ethos of the organisation. Professional advice is made available to the trustees at all times and appropriate trustees training is provided.
Organisational Structure
Occasionally the board delegates specific issues and decisions to a small group of trustees when deemed appropriate. The board of trustees sets the strategic direction of the organisation and approves annual budgets. Implementation and day to day management is delegated to the Manager and through her to the staff team. The board constantly reviews its governance structure to ensure it complies with best practice and is committed to achieving compliance with the Good Governance Code.
Governance and Internal Controls
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the organisation and to enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the organisation and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The systems of internal controls are designed to provide reasonable, but not absolute, assurance against misstatement or loss. They include:

A strategic plan and annual budget approved by the trustees.

Regular consideration by the trustees of the financial results, variances from budgets, non-financial indicators and benchmarking reviews.

Delegation of authority, segregation of duties and formal supervision structures.
The Trustees review the aims, objectives and activities of the charity regularly, to ensure that they remain focussed and with the Objects. This report summarise the results of the last year. The Trustees have considered the public benefit offered by the Charity and considered how the future activities will contribute to the aims and objectives which have been set. The focus of the Charity is community and all activities are for public benefit. The Trustees have referred to the Charity Commission Guidance on Public Benefit in reaching this view.
Objectives and Activities
Our mission is to integrate and help build a successful multi-cultural community where the gifts of each individual are recognised, valued and appreciated. At Hope Community Project our aims are to seek out, reach and support the most isolated, vulnerable and disadvantaged people in the community, particularly those on the margins who struggle with day to day living and to be accepted by society as a whole.
We offer a hand of friendship and an independent package of support dependent on their needs. We do preventative work with young people at risk of becoming involved with gangs and the criminal justice system, support families with their children, support the elderly, organise trips and outings, teach English, support women and create opportunities to improve relationships between different generations.
How we work
Hope Community belongs to the community. Before the Covid-19 pandemic, the team were often out and about, asking people how they are and how we can help. The organisation has had to adapt its approach.

Hope works with respect for each other, local people and partner agencies. We are reliable, trustworthy and work in a non-judgemental way.

Our Services 2020/21
Services developed in response to the Covid-19 pandemic.

Working with families. We provided weekly telephone contact, enabling individuals and families experiencing difficult circumstances to receive support.

Working with Older People
-
We delivered a Befriending service to the elderly through weekly telephone contact and a weekly door step lunch delivery to reduce loneliness and isolation.
Working with young people
- We delivered one-to-one support to young people via the telephone and WhatsApp as well as small group work via Zoom, exploring topics that young people face, such as: Gangs, Grooming, Exploitation and Peer Pressure. This enabled young people to be better informed on how to building safer relationships. We found that a vast number of young people are experiencing worries and concerns regarding their academic futures, this had become more of an issue due to Covid-19 and statutory educational facilities moving to online platforms.
Working with Volunteers
- We created volunteering placements, training and work experience for local people providing them with employability skills such as communication skills, teamwork and social skills as well as healthy boost to self-confidence, self-esteem, and satisfaction.
Covid-19 Helpline
We operated a helpline for two hours daily, five days a week to support the people of Heath Town who may feel isolated, are worried about specific issues or who just want a friendly chat and a listening ear.
Breaking Bread Food Pantry
Our ‘pay as you feel’ pantry is stocked weekly with fresh fruit and vegetables, dairy produce as well as ready meals and tinned goods distributed to us by FareShare. The pantry is open to any resident that needs food every Wednesday for 2 hours.
Breaking Bread Lunches
Due to Covid-19 guidelines people aged 60 and over were asked to shield. In response to this we provide a free freshly cooked hot meal every Thursday, which we delivered to their front door.
Breaking Bread Recipe Kits
A free Recipe Kits for families and individuals was available every Thursday. The kit includes a recipe card and all ingredients needed to make the meal on the card.
- Conversational Skills
Online workshops for refugees, migrants and anyone who needs to improve their verbal and written English skills.
- Bags of Play, Grow Your Own at Home and Youth Club in a Bag Arts and crafts resources were distributed to families and a bag of educational resources and materials to young people so that they could participate in weekly online youth club.
Performance
To reduce social isolation and loneliness:

46 families were contacted weekly via telephone.

62 older people were contacted weekly via telephone.

23 Young people who had been identified as at risk were contacted weekly via telephone.

94 hot lunches were provided weekly to vulnerable people.
To engage in positive activities and informal education:

48 small group sessions were held with young people regarding issues that affect them

66 children and young people accessed Covid-19 Secure provision during the school holidays.

90 Breaking Bread recipe were distributed since January 2021.

50 Grow Your Own at Home growing kits were distributed to families

117 Bags of Play were distributed and 75 Youth Club in a Bag were delivered.
To develop learning and employability skills:

18 new volunteer placements were created in the last 12 months.

7 volunteers have gained accredited qualifications.

4 volunteers have gained employment/ accessed higher education.

27 conversational skills workshops were held to improve spoken English
To link people into support and services:

On average we are signposting 30 people a week via our Covid-19 helpline to additional services.

140 people have benefitted from the Winter Warmth Grant which Hope distributed on behalf the local authority and the DWP. They distributed £10,000.
To relieve food poverty and financial difficulties:

On average 28 visitors per week were shopping at the Breaking Bread Food Pantry
-
15 emergency food parcels per week were distributed to families and individuals across Heath Town.
The number of total beneficiaries in the period between April 2021 and March 2021 was 441, of which 127 were new beneficiaries of Hope’s services.
Of these new beneficiaries 61 are young males between the ages of 18-35 years old which is emerging as another vulnerable group in the area.
Achievements

Five years ago the council funded and carried out the refurbishment of a new centre for Hope ; this has enabled Hope to stay at the heart of the community in the first 2 floors of one of the high-rises on the estate. In January 21 Hope was contacted by Wolverhampton Local authority to inform us that they will extend the lease for a further three years to enable the impact of good work to continue, this will give Hope approximately £20-30k per year in kind as the lease is being renewed for free.

West Midlands Combined Authority, in their Levelling Up Communities Report 2020/21 used Hope Community as one of eight community organisations that were showcased as best practice re our response to the pandemic. We were also used for the same purposes in the Innovation and Enterprise from Civil Society and Social Economy reports. These reports will also inform the developing Voluntary Sector Resilience Fund.

Partnership working with FareShare has enabled Hope to distribute over 15,000kg (or 15 tonnes) of food through our community pantry to enable the most financially vulnerable residents of Heath Town access fresh food at a price they can afford. One of the aims of the pantry was to enable Hope to have conversations with emerging communities to celebrate diversity and build better community cohesion through food.

Our partnership working with Co-Op, Marston’s and Asda has provided Hope with 127 hours of private sector volunteering at the height of the pandemic

Hope was also one of five community projects that was selected in Wolverhampton to distribute £10,000 of DWP’s Winter Warmth Grants to local individuals and families.

Volunteers have contributed 7104 Hours to Hope since March 2021.
2021/ 22 Objectives
All of the objectives below are subject to the ongoing Covid-19 pandemic and lockdown restrictions etc

Reopen the Hope Centre with a programme of activities that meet the needs and aspirations of the community. Between October 2020 and March 2021 we actively consulted with over 700 clients and overwhelmingly, the top three issues reported by local people were:

Concerns for the future regarding money, employability, job opportunity/security and BREXIT uncertainty.

Mental health and wellbeing, feelings of isolation, loneliness and anxiety especially from young men

Lack of positive activities for children and young people
We will strive to ensure that the needs of the community are met as much as possible when developing our programme of activities and initiatives, reinstate our outreach programme and where necessary develop and deliver activities in the wider community.
- Continue to build on the strong partnerships and collaborations with WVSC other service deliver partners across the city.
What we have done to meet this objective
Hope Community is now an active member of Heathfield Park Community Action Network and a keen contributor to Wolverhampton’s Coproduction Forum. In addition, we have also forged new partnerships with Wolverhampton University and the NHS.

The Trustees value the dedication and commitment shown by the volunteers without whom the Charity’s work would be greatly reduced.
The Trustees are extremely grateful to the Trustees of Father Hudson’s Care (formerly known as Father Hudson’s Society) Father Hudson’s Care are the social care agency of the Archdiocese of Birmingham and provide Hope Community with HR and management support.
Reserves Policy
The Trustees have examined the charity’s requirements for reserves in light of the main risks to the organisation. They have established a policy whereby the unrestricted funds not committed or invested in tangible assets held by the charity should be at least 3 months of the budgeted annual expenditure. Our reserves at the end of the 2020/21 financial year are £52,953 and we are therefore compliant with our reserves policy.
