systems. Implemented Xero accounting and project
management tools with support from AFID and WCN,
enhancing donor communication, financial oversight, and staff
onboarding across UK and Uzbekistan operations.
Public Awareness, Communications, Donor Engagement,
and Fundraising
Maintained strong levels of unrestricted fundraising and
advanced public awareness, communications, and member
engagement throughout 2024. Expanded digital outreach
across websites and social media, produced impact blogs and
newsletters, and participated in international events to amplify
awareness of Saiga conservation. Collaborated with partners
including WCN and PTES to share key updates and

Issue 30 for early 2025 release. The bulletin shared Saiga

connecting governments, scientists, and the public,
strengthening global collaboration for Saiga conservation.
Meetings and Events
Brought together international partners at the 2024 AGM and
Strategic Planning Workshop in Samarkand, attended by 25
participants from 10 countries. Hosted and contributed to
multiple CMS CoP14 events, including the Saiga Horn
Stockpile Workshop, an official side event on transboundary
cooperation, and a large networking forum. These gatherings
fostered dialogue on governance, trade monitoring, and
conservation priorities, enhancing coordination and
stakeholder engagement across the global Saiga network.

Para 1.20 Networking and Capacity-building- International
Annual Awards Programme— Although the annual
awards were paused in 2024 to prioritise institutional
development, SCA hosted a prize-giving event in
Samarkand to celebrate the 2023 awardees. The
ceremony recognised excellence in Saiga protection,
research, and youth leadership, honouring contributors
from nine countries. By highlighting individual and
collective achievements, the programme strengthened
professional networks and inspired continued global
collaboration in Saiga conservation.
Community Education and Outreach– International
Saiga Day, Day of Migratory Species and Day of
Protected Areas, Steppe Wildlife Clubs and
Educational Materials
Delivered extensive community education and outreach
across Mongolia and Uzbekistan, engaging over 20,000
children, teachers, and community members through
Saiga Day celebrations, eco-club activities, and
biodiversity lessons. In Mongolia, screenings, field visits,
and social media outreach deepened understanding of
Saiga ecology, while Uzbekistan’s “Year of the Saiga”
events promoted environmental stewardship through
creative and cultural programmes. Produced a trilingual
_Wildlife of Uzbekistan_colouring book to inspire
environmental awareness among children. These
initiatives strengthened local engagement and fostered
pride and responsibility for Saiga conservation across
range states.
Research and Conservation– International
Enhancing the Anti-Poaching Capacity of Protected
Areas in the Saiga's Range
Supported rangers in the Saigachy Reserve and Aralkum
National Park by providing essential equipment, including
vehicle refrigerators and spare parts for off-road vehicles.
These resources improved the effectiveness of anti-
poaching patrols and strengthened protection of Saiga
populations. Remaining items have been scheduled for
delivery in 2025 to continue building capacity.

Para 1.20 Building a Collaborative Foundation for Evidence-
Based Saiga Antelope Conservation - International
The SCA’s USFWS project seeks to unite all stakeholders
involved in Saiga conservation, especially those funded
by USFWS grants. Coordinated international efforts to
reduce illegal Saiga horn trade and strengthen local
conservation capacity across China, Japan, Singapore,
Kazakhstan, Uzbekistan, Malaysia, and Mongolia.
Activities included supply chain research, consumer
behavior studies, ranger training, stockpile management,
and law enforcement support. The project fostered
collaboration among stakeholders, enhanced professional
development for emerging conservation leaders, and built
a platform for knowledge sharing to ensure lasting impact
on Saiga protection.
Saiga populations in Kazakhstan and Uzbekistan
Crime Scripting, Social Research, and SMART Patrol
System Analysis
Conducted key informant interviews and online market
surveys in Uzbekistan to complete crime scripts for each
Saiga population, identifying knowledge gaps and priority
research questions. Delivered regional training for 30
participants from Kazakhstan, Mongolia, and Uzbekistan
on social and behavioral research methods, and
supported four local social researchers in developing
research tools. Assessed and strengthened the SMART
patrol system and biodiversity data collection in Saigachy
Reserve, including field visits, equipment needs analysis,
and practical guidance for rangers. These activities
enhanced local capacity to monitor, prevent, and respond
to poaching and trade, contributing to long-term Saiga
conservation.
Saiga Resource Centre & CMS MOU Coordination
Support
CMS MOU Coordination support
Coordinated and collated reports from partner
organisations and CMS MoU signatory states, providing a
comprehensive overview of Saiga populations,
conservation challenges, and ongoing efforts. Supported
the completion of the 2021–2024 CMS Saiga MoU and
contributed to the development of the next Medium-Term
International Work Programme, ensuring cross-border,
science-driven strategies guide Saiga conservation
priorities beyond 2024.

Maintained and expanded the Saiga Resource Centre
website, fully accessible in four languages, as a central
hub for Saiga conservation knowledge. The site hosts
over 222 scientific publications, 30 reports, 29 theses, 29
issues of_Saiga News_, educational materials, videos,
photographs, expert contacts, and project maps. These
resources support researchers, educators, students,
journalists, and conservation practitioners, enhancing
knowledge sharing, public awareness, and global
collaboration for Saiga protection.
Research and Conservation– Uzbekistan
Research and conservation – Uzbekistan
(Resurrection Island Programme)
Darwin Initiative: Resurrection Island – Enterprise,
Conservation, and Development around the Aral Sea
Advanced biodiversity conservation and sustainable
livelihoods in the Aralkum region, including formal
establishment of Aralkum National Park with functional
zoning to protect Saiga, caracals, and other species.
Engaged local communities through eco-tourism,
homestays, and training, while collaborating with industry
to integrate biodiversity principles and mitigate impacts of
infrastructure projects. Conducted field research,
sociological surveys, and scientific studies to inform
restoration and management, achieving stable Saiga
populations, discovery of new avian colonies, and
strengthened regional and transboundary conservation
partnerships.
PTES: Aral Sea Field Survey
Conducted comprehensive surveys of Saiga, birds,
mammals, and invertebrates in the Aralkum region using
transects, camera traps, pellet analysis, and direct
observations. Identified new Saiga habitats, documented
96 bird species (28 recorded for the first time), recorded
key mammals and invertebrates, and assessed human
impacts, including pipeline-related habitat fragmentation.
Findings informed ongoing conservation priorities, were
shared with local communities and scientists, and
contributed to three peer-reviewed publications,
strengthening evidence-based conservation and habitat
management for critically endangered Saigas.

Para 1.20 Study Tour: Barsakelmes Biosphere Reserve,
Kazakhstan
As part of the Darwin Initiative’s “Resurrection Island”
project, a delegation from Uzbekistan, including
government and conservation representatives, visited
Barsakelmes in August 2024 to strengthen transboundary
conservation and eco-tourism. Activities included
workshops, field visits, collaborative wildlife monitoring,
and discussions on sustainable tourism. Outcomes
included enhanced Uzbekistan-Kazakhstan cooperation,
knowledge exchange on biodiversity management, joint
research plans for Saiga populations, and strategies for
eco-tourism that support local livelihoods while
safeguarding desert ecosystems.

Financial Review

Review of the charity’s financial position at
the end of the period

of £252,548 Cash funds decreased accordingly from
£191,632.19 at the end of 2023 to £149,962.93 at the end
of 2024. None of the SCA’s expenditure relates to the
payment of personal expenses for Trustees and the SCA
remains fortunate that all trustees are willing to cover all
such costs themselves.

(HARITY (OMM￿s Independent examiner's report on the accounts Section A Independent Examiner's Report Report to the trusteesl members of Saiga Conservation Allian On accounts for the year ended 31 December 2024 Charity no (if any) 1135851 Set out on pages Three and four Respective The charity's trustees a￿ responsible for the preparation of the responsibilities of accounts. The charity's trustees consider that an audit is not required trustees and examiner for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to.. examine the accounts under section 145 of the Charities Act, to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145{5)(b) of the Charities Act, and to state whether particular matters have come to my attention. Basis of independent My examination was carried out in accordance with general Directions examiner's ststement given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair, view and the report is limited to those matters set out in the statement below.
