Introductlon This Annual Report is produced by the Parochial Church Council IPCCI for the Annual Meeting of 5t Luke's Church Parkstone on 4, April 2022 a5 required by Churth Legislation and in accordance with the requirernents ol the Charitie5 Act 1993 and the Guide to the Staternent of Recommended Practice 2005 revisions. It includes the PCC Secretary's Report and Vicars. Report a5 chair of the PCC and the Financial Statement of the Parochial Church Council for the year ending 31" December 2021, Independently audited as required and approved by the PCC. St. Luke's Church PCC ha5 the responsibility of co-operating with the incumbent, Revd Canon Christopher Strain in promoting in the Parish the whole mission of the Church, Pastoral, Evangelistic, Social and Ecumenical. The PCC is also specifically responsible for the maintenance of the Church premises and the Church Hall at 37 Birchwood Road. The PCC Is committed to its Staternent of Purpose and to enable as many people as possible to become members of the Church Community at St. Luke's. The PCC together with its sub-committees seeks to develop and grow the life of the Church, its Ministry and Mission through its services and other activitie5 as faith 15 applied to the whole of life. When planning our activities for the year, the incumbent and the PCC are awaie of the guidance on public beneflt issued by the Charity Commission and, in particular. the spectfic guidance on charities for thè advancement of religion. In addition. the Vicar. who is responsible for overseeing the worship and ministry of the church meets with those involved in Worship, Teaching, Pastoral Care, Youth and Children's Ministry, Connect Groups, Overseas and Home Mission and others. There are three formal Sub-Comm5ttees (Teamsl of the PCC, which meet regularly during the course of the year and report back to the PCC. We have had a safeguarding policy in place since 2000. Our Parish S3fegLJarding Officer is Julie Murphy. Electrics and Fire Extinguishing Equiprnent are regularly serviced. A formal Fire Risk Assessment ha5 been uridertaken. We ask all groups to undertake Risk Assessments when using the church facilities and we have a Health and Safety Policy in place. Rèports on the Work of the PCC, Leade¥shiplStanding Committee and Svb-committees Minutes of the bi-rnonthly Parochial Church Council meetings are pinned on the board in the North Ai51e of the Church. givlng details ol the various Couricil decisions and disCU5sions during the year. Copies ol Minutes are available on request for Church Member5. In addition, the PCC spends time in prayer and worship. The following are the major items discussed in 2021 with meetin85 taking place on zoom and in person.. al The welcoming of new members and the approval of Teams for 2021- 22 bl Approval for Steve Blight to be our Honorary Treasurer and Christine Gllbert to continue as PCC Secretary untll handover to Lesley Lockie as PCC Secretary in November 2021. cl Approval of our Mission tithe for the year. dl Church Finances.. approval of the budget for 2022. el The PCC approved Glenda Hamrnond and Virginia Stacey Ichurchwardensl to be vice-chairs of the PCC in preparation for Chris Strain standing down as Vicar of St Luke's. 11 Approval for appointments to the Standin8 and Finance and other Committees. Jvlie Murphy WBS elected to the Standing Cornmittee in November 2021. gl Covld 19: Church Service5: We transltioned from online services only to worshlp wlthln the church building from March 2021 but continue to provide Zoom alongside for those who felt unable to attend in person. Discussion took place regarding service times and midweek seivlces. hl Safeguardlrtg: thi5 is a 5t8ndine item on the agenda with our safeeuarding officer. Julle Murphy attending and advising as necessary. Chris also reported on any safeguarding matters from the Diocese. 11 Flnance: is also a standing item on the agenda with Steve Blight updating the PCC. The PCC discussed the ending of the furlou8h Scheme, our incorne bein8 below bud8et and ways to encourage 8iving. j) Events taklng place- The Pandemic and subsequent lockdowns have resulted in all events bein8 cancelled. Coffee time have moved successfully onto zoom wlth coffee/tea in the Vicarage garden when the weather and restriction5 allowed. kl Pastoral Care: The team continued to meet regularly usually via zoom. The contact list was revised and the team have worked hard to supptsrt the elderly, vulnerable and those in isolation during the Pandemic. 11 Church Hall.. The Hall resumed bookings for regular users from 19, May 2021 but it was agreed not to take on any children party bookings because of Covid concerns. All reguSar users are asked to sanit15e touch points wiihin Hall. ml Church Fabric: A Quinquennial inspection took place NovembeT 2021. Work parties have recommenced. A new heater was installed in the Church Rooms, and the Church Roof has been repaired. The garden has been maintained and the toilets cleaned regularly. n) Updates from all tearns ol Chlldren's and Youth Mlnlstry: Anna Counsell moved from a temporary contract to a permanent full tirne role as the Children5 and Families Minister in July 2021. Various events took place including a Light Trail and Campfire Carols. Six youn8 people were corifirmed in January 2022. pl Trainlng.. Four people commenced training as LPA'S (Lay Pastoral Assistantsl and one person commenced LLM (Lav Liten5ed Minister) in March 2021. ql Staff: Christine Gilbert retired from the role of Church Administrator in lune 2021 and Lesley Lockie was appointed. rl IT.. We have introduced Church5Uite, a church managernent database, updated our website and email address. and use Mailchimp as a platform to communicate our weekly newssheet to members. Vicarfs Report on 2021 to be presented to the Annual Meeting 4, April 2022 "A Christian communlty committed to worship, gr0h. partnership and mission." Everv vear we have run Alpho or Chrtstlunlty Explored. In the January lockdown we became part of a Poole Alpha onltne loom Course. It was small but good and one person has joined St Luke's as a result. Versefvr2021 -M(7y the God of hopefill you wirh ull joy ondpeace (Js you trust in Him, 50 thot you may overflow with hope by the power of the Holy Spirit" Romans 15..13 Anna Counsell has now been wlth us for nearly two years as our children's and familie5 minister. She has been brilliant showing great perseverance and faith in these difficult time5, along with great creativity and excellent organisational and leadership skills. She has led the under 115 tTllniStry very well and worked with our wonderful john Parrett in leading the small Friday night youth club. She also helps lead the popular Parents & Toddlers with Harriet Sturgess Ito whom many thanks),. this restarted in late September. The"Light Trail" on All Saints Eve, run with Ben, was Stunning with 100 comlng along. The 'Campfire Carols" was a great success. It seems God is leading us into some new initiatives through these times. Please do reallv support and work with Anna. I began my report last year writing. "2020 was a year like none other as the Covid19 pandernic took hold and changed the life of all nations.. l am sure that most (>f vs thought that Covid would be bèhind us by the end of 2021. but that has not been so and we are likely to be living with the virus for some time. Lèt us pray for God to lead u5 into a better future for all. Patterns of Worshlp: The early months of 2021 were bleak with many more people becoming ill with an increase in hospitalisations and deaths. The optimism and resilience of 2020 wa5 absent and the winter was hard. As regards worship we moved all our services to zoom only until Palm Sunday. 28 March. when we moved back into the church + 200rn on Sunday morning5. WÈ also had a Sunday at 5pm and Wednesday at 9.30am service on zoom apart from some very good occasional evening service5 Outside the chL5rch. In the autumn we mov&d to a pattern of Sunday at 10.30am in church + zoom. with Sunday evenings and Wednesday mornings alternating between in person and zoom with some mixed mode when we could. The decision was taken not io try and reintroduce a 9.00am service as Thany of that formeT congregation would no longer attend, many had moved to the 10.30am which had become father more tradltional with an older congregation. and Simply we were stretched in terrns of present and future resources. This means we do not now have a weekly Holy Communion though there are many local churches that people can attend lor a Eucharist. The present pattern will need reviewing in due course but seems to work well for now. The other excellent appointment we hève made was of Lesley Lockle to be our new Administrator, building on the excellent work of Christine Gilbert over the previous 12 years. Lesley has helped us develop our comrnunications and organisational capacity and we are deli8hted she ha5 joined us. Thank you to Christine and Leslev. As noted, 5t Luke's is not simply defined by our Sunday worship. We are a communlty seeking to grow in faith, to partner Wlth other5 and to sèrve and care for the community. During the week nine Connect Groups are continuing to meet in person andlor by zoom. A great deal of pastoral care takes places both through the Pastoral Tearn and less formally. l am always amazed at the practical support ihat is offered to friends and neighbours through visits, phone calls, practical help, lifts, listening etc. Thank you to Marianne Mutlow who lead5 the Pastoral Team. to all LPAS and everyone. The ministry of Families First, the One-to-one lunch, special events etc has been limited due to Covid. but we hope for more activities in
- Thank you too to the Prayer Team led by Ruth Greig. In 5Plte of the challenges St Luke's ha5 kept in good heart. Well done to everyone for your commitment through the year. On Sundays our adult attendance averaged at just under 100 adults + 15 children in person plus 15 by zoom. Some of the older people have not returned to worshlp, but most have and are very appreciative and supportive. The greatest loss has been in the under 60s. This seems to be common to many churches. People feel they are as50Clated with St Luke's, but attendance is often less than monthly and participation is limited- this is a huge challenge to the Church which Covid has exacerbated and accelerated. However, Sunday attendance should not be seen as the only measure of the growth of God'5 Kingdornl The church supports mission and w@ have continued to give away IOYO of our income and have a successful Gift Day each July. Oversea5 we give to OMF (with the Pains in Japan), CMS (with the Cables in Israel), Tearfund, Christian Aid. the Deanery South Sudzn partnership. Open Doors, the Bible Society and Samaritan's Purse Shoe Box appeal. We also give to PACE as it shares the Gospel with pupils and support5 pastoral carer5 In schools. Friends International and the vital work ofThe Food Bank, the Women'5 Refuge, Routes to Roots. clothes for the homeless and much rnore.
Communlty Use.. The church and the hall are well used bv the community for Guide5, Brownies and Rainbows, a Dance School, activities for chiSdren, pilates, the flower club. a new bridge club, local groups etc. Ir? these and other ways the church is benefittin8 the parish and wider area. Personally I have found this past year to be testing and experienced some burnout and health issues. The prospect of retirement from St Luke's has not beèn something we have found easy as you have all become dear to us and our life has been entwined with the church here. At the end of October l announced my retirement. The recent weeks have been ones of tidying up some of the past, engaging in the present and preparing for the future for the church and ourselves. Thank you for your prayers, love and friendship. Thè building: Thè Church's architèct undertook the Quinquennial Inspection on the building in early December. We are glad to report that the church is in good order though there are a number of minor issues to attend to. The gas heating system will be something that will need addressing in the next lew years due to its age and efficiency, and also most importantly due to its impatt on the environment. Thank you to Roger Jones and the Fabric Team for their good work. We could do with some more younger people with practical 5ki115 to help look after the premises, and to a5515t in other areas such as projection and the PA system. Our ongoing thanks to Rlchard Hudson who, though no longer verger, continues to serve with great devotion. Thank you too to Margaret Lloyds, Alan Cotterell. Greg Robson and others for cleaning helpl The Church Hall 15 a150 in good order thanks to Anne Roberts, Claire Storey and Liz Cotterell especially. The two small room5 are now much more serviceable. In the next two or three years there are plans to update the heating system and decorate. Though we shall say some more few words as we leave, Maggie, Ben, Anna and Hèlen and I thank you so much for the life and lourney we have shared over the past 21% years. It ha5 been a privilege to be your vicar and partner with you. It has not always been easy, but we thank God for his faithfulness. love and work over the years. The success ol a ministry 15 not for u5 to a55e55, and we must leave that with the Lord, but we shall leave with so rnanv happy memories. Theses include Holiday Clubs, nine weekends at Sidholme, New Wine week5, annual Alpha or Christianity Explored Courses, Flower Festivals, Shows at the hall and in church. great children's workers and ministry, an amazing curate in Kevin Rogers, meaningful Baptisms and Confirmations, joyful weddings, sad and yet hope-filled funera15, times with friends who have gone to be with the Lord over nearly a generation, Rogation walks, Carol Services. Uplands IBCS services and assemblies, barbecues in the great vicarage garden, children's parties. CAMEO. One-to-one lunches, Abbeyfield events, thousands of jars of Judtys lèms. mission events. planning and developing the premises in the earlv vear5, moving from square box TVS for all-a8e services to screens, youtube and zoom, Horne Cornmunions walking up and down Wellington Road, 130 PCC meetin8s 3nd much morel Then there have been the other relationships and ministries beyond the parish. There is so much to be thankful. We offer it all up to God. Thank you for your grace when I made mistakes and l apologise for my failings and for what could have been better. Church Finantes are always tight but we thank God for bringing us through another testing year. Though our income continues to be below budget we have managed to keep expenditure down too. The furlough system helped but we no longer have that benefit. We participated in the Diocesan Stewardship campaign in the autumn. We are everso grateful to a good number of very generous givers and for those who have recently joined us, but some of our senior rnembÈrs are no longer with us and 2022 is Eoing to be very difficult. We need to further explore more modern means of giving as cash is less used. We are extremely grateful to Steve Blight for his work as treasurer undertaken with great efficiency, deep faith and grace. Thank you too to Glenda Hsmmond and Justin Coldstream and others. As St Luke's moves into a new chapter l am sure it will brlng much blesslng as people take on new responsibilities. Do please know that each person 15 a member ol the family of God. is loved, valued for who they are. and ha5 a part to play. We belorig rather than just attend. Through the vacancy and onwards it will be important to be reminded of who we are. the values of the Kingdom of God that we share, the Purpc>ses to which WÈ are called and the Vision God has for St Luke's. Only as we are led by God will our the Shape of our common life and plans be we11 formed and prevent us from simply trying to We are very well served by our worship ministry team.
