Structure, governance and management

The Parish of St Barnabas, Ealing is a parish within the Church of England as defined by canon law. Individual parishes within the Church of England do not have a separate constitution. They work within the framework of Church of England ecclesiastical law. The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council (Powers) Measure 1956 as amended and Church Representation Rules.

The method of appointment of PCC members is set out in the Church Representation Rules. At St. Barnabas the membership of the PCC consists of the incumbent (our vicar), the curate, the churchwardens, the reader, the deanery representatives and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services/members of the congregation are encouraged to register on the electoral roll and stand for election to the PCC. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish Including deciding how the funds of the PCC are spent.

The full PCC met 5 times during the year.

Risk Management

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

Aim and Purposes

The St Barnabas Church, Ealing Parochial Church Council (PCC) has the responsibility of cooperating with the Vicar of St Barnabas, the Reverend Justin Dodd and the Ministry Team, to promote the pastoral, social and ecumenical mission of the church within the parish, the Diocese of London and the worldwide Anglican Communion.

Our aim in 2021 has been to re-establish the various ministries of the church in person following a further lockdown in January 2021 and to strengthen the impact of our mission to share God's unexpected, joyful and life-changing hospitality with one another, our neighbours and the marginalised. This has primarily involved reintroducing a pattern of communal worship, rebuilding teams and revitalising our operational finances principally through our premises rentals. In all of this we have sought to take the best of what we have learned from the pandemic into the future.

Objectives and activities

St Barnabas Pitshanger Lane, Is a local community hub with a thriving Anglo-Catholic congregation at its heart. As such we are a configuration of inclusive faith community, a venue for music, the arts and other festivals, a space for regular community groups and activities

and the enabler of compassionate projects in the service of others (the elderly, young families and the homeless in particular.) The primary focus of 2021 has been the reinvigorating of church life post COVID drawing on the three core strands of our ministry and mission: 1) the worship of God , 2) growth in faith and number and 3) the service of each other and our community .

The PCC is committed to serving all those who live and work in the geographical parish, the congregation, the broader Pitshanger community and London Borough of Ealing and anyone who makes use of our buildings. The electoral roll now comprises 203 people. Of these 42.7% live within the parish boundary, with others from the surrounding area. 57.8% of the membership are women.

Deanery Synod [JULIAN NORMAN TO UPDATE]

2 members of the congregation sit on the Deanery Synod. This provides the local church with a voice in the wider administration of the Church of England and is an important link between the parish and the wider structures of the church.

The Church Buildings

The PCC is responsible for the maintenance of the church premises and other assets. The complex comprises the Grade 2 Listed church building and the associated St Barnabas Millennium Hall, which serves both as a church hall and a wider community asset.

The church and buildings are in good repair and no major work is needed. However, the church heating system will need replacing soon. We are looking to renovate the apse painting including the windows and wall behind it. We are looking for grants to cover this of which we have received £9,500 so far. We are also looking to refurbish the church more fundamentally whilst undertaking these works. The Millennium Hall is heavily used by the community. Various pre-school playgroups and Saturday schools use the premises, but it also hosts dance and drama groups, social club for the blind and yoga and a wine club and is extensively hired at weekends for birthday parties and other functions. Newer regular hirers include a prestigious children's choir, an adult choir and a literature group.

Charitable Giving

The collections at major services (Mothering Sunday, Harvest, Christmas) and money collected during Lent and Advent are donated to two nominated charities. In 2021 The PCC nominated West London Citizens and the English Language Classes in Southall as our nominated charities.

Ecumenical Relationships

The church is a member of Churches Together in Central Ealing and works together with our sister churches in the Ealing area.

Ongoing Impact of COVID 19

The church’s activities were severely affected by Covid. At the beginning of the year the country was in Lockdown. The Church was closed in accordance with a request by Ealing Council that all places of worship should remain shut after Christmas. Virtual services were made available. The Food Pantry remained open as permitted by the government

and the church was open for private prayer. The Church reopened for the 10.30 service on Easter Sunday.

Achievements and performance

The Worship of God

The clergy and PCC are keen to maintain a variety of worship which the community finds both beneficial and spiritually fulfilling. The regular pattern was reinstated at Easter 2021, after the shut down caused by Covid. The main 10:30am Sunday Eucharist is based upon Common Worship and makes use of traditional elements of worship and has a strong musical content. The more reflective said Eucharist based upon the Book of Common Prayer has been reintroduced at 8:00am on the first Sunday of the month. A monthly Acoustic Mass has been introduced on Saturday evening for those who would like to attend a more contemplative service than the 10.30 Mass. Noisy Mass was reinstated in person and is now held every Sunday. It is aimed at those aged 5 and under and their parents. We have built on the experiment of a lunch time Celtic Eucharist each Wednesday. This precedes the work of Food Pantry which was launched in 2020. St Barnabas has a strong reputation for excellence in sacred music with a committed voluntary choir.

Following the lockdown in January 2021, in person worship resumed again on Easter Sunday 2021. This was a deeply moving experience and gathered one of the largest congregations since the pandemic began. Congregational engagement continued to grow as the year progressed and the church attracted substantial numbers for our Christmas services which included the Service of Nine Lessons and Carols this year.

There was a steady rise in the numbers of baptisms, weddings and nuptial blessings in the summer and autumn months of 2021 as confidence in indoor gatherings grew.

Growth in Faith and Number

St Barnabas aims to welcome all seeking greater meaning and spiritual fulfilment in their lives, journeying together with them into a deeper experience of Jesus Christ and his beloved community. Given the disruption of COVID we have had to suspend our newcomer welcome events. However, the reinstatement of Noisy Mass and Children’s Church in person on every Sunday has helped us rebuild our work with young families and we have welcomed a number of newcomers at worship and a handful of outreach events in the summer and autumn.

The church provided many opportunities to help people deepen in their faith in 2021. This included running a ten week “Exploring Faith Course” online twice during the year, providing faith enrichment materials for the seasons of Lent, Advent and Christmas and running a Sunday learning forum called ‘The Sunday Indaba’ which has looked at everything from eco-theology to lament in the biblical tradition.

The church hosts uniformed groups of Beavers, Cubs, Scouts and many parishioners are leaders in these groups.

Periodic film shows, including opera, in the church hall are open to all and are well attended. The admission charge is set to cover expenses including the film rights, and shows a small profit for church funds.

Service to Each Other and the Community

2021 saw the creative expansion of our pastoral care for each other, our mercy ministries and social justice work. Our Pastoral Care Group Network continues to bring parishioners together to share in spiritual and practical support. This also provides a vital link to the pastoral work of the Ministry Team visit the elderly and the sick at home or in hospital, and offer both communion and companionship.

The Memory Café started up in person again in the late summer. This was warmly welcomed by the community of users and their carers, many of whom had been very adversely impacted by the lockdowns. The weekly 'pop-in' which offers a cup of tea and a social afternoon has also been relaunched and is once again gathering a number of our elderly parishioners and some who are not otherwise involved with the church.

In 2021 we continued to build on the work began during the later lockdowns on mental wellbeing and gardening This has taken many forms including weekend mornings of planting and weeding in the wildlife garden at the east end of the church or the planting of spring bulbs by parents and children.

Our work in community organizing has also grown. Parishioners have played an active part in Green Jobs Campaign for London and leaders from St Barnabas helped to arrange a jobs fair in Southall which brought together large employers like Heathrow, Ealing Council and local citizens. St Barnabas is a member of West London Citizens and a founding member of Ealing Citizens. Using the practices of community organising, leaders from St Barnabas work with other faith institutions, schools and

A Strategic Overview

As highlighted in both the 2019 and the 2020 Accounts, the lockdown periods introduced by the Government to deal with the Covid-19 pandemic had a markedly negative impact on our financial position. The inability to use the church for services, to let out the church and adjoining halls for activities and to host concerts, Pitshanger Pictures and other fundraising events from mid-March 2020 impacted levels of income for 2020 with these impacts still being felt in 2021.

The need for a review of the impact of the Covid-19 pandemic on the financial position of PCC has highlighted certain underlying issues. Prior to 2001; the last year that there was a surplus of income over expenditure was 2016. In 2020 net outgoing resources were £35,908.

In 2021 the surplus was £10,185 representing an increase of £8,741 to Unrestricted Funds and £1,444 to Restricted Funds. However it was only possible to achieve this surplus by virtue of a reduction to the level of contribution to the Common Fund implemented in 2020 continuing into 2021 and other factors.

The total receipts on unrestricted funds were £184,950. No legacies were received this year. Restricted donations of £11,185 were also received for charities and other ventures supported by the church and are detailed in the Financial Statements.

Giving over the year 2021 through banker's orders, the Parish Giving Scheme and other sources was £98,754 (£94,801 2020). This represents a significant increase over pre-pandemic levels and is a testament to the generosity of our donors in response to the financial difficulties arising from the coronavirus pandemic and the associated periods of social lockdown.

Church and Hall lettings raised £75,247 (£40,060). Pitshanger Pictures, which shows classic, art house and opera films in the parish hall, raised £853 (£377)..

£65,000 (£74,051) was spent on our contribution to the Diocesan Common Fund, which largely provides the stipends and housing for the clergy, to provide the Christian ministry from St. Barnabas Church. The net result for the year was an excess of receipts over payments of £10,185 (£35,908 deficit).

At 31st December 2021 the sum of the unrestricted bank and deposit balances was £81,084 (£57,802) excluding any monies that were in the safe. However, there are accrued expenses relating to 2021 of £19,412 that have been paid out in 2022 and after also factoring in Reserves then the unrestricted bank and deposit balances as at 31 December 2021 further reduce to £25,000.

The position of current staff members was made more secure by virtue of the Coronavirus Job Retention Scheme which ended on 30 September 2021. This Scheme assisted with the associated costs of their employment. Total payments received under the CJRS in 2021 for furloughed staff were £4,861 (£17,172). The Office Administrator left post in 2020 and to date has not been replaced. The consequential significant administrative burden being taken up by a member of the PCC on a voluntary basis, hence the reduction in Costs Relating to Staff Employment to £19,046 in 2021 (£35,011).

Reserves policy

It is PCC policy to maintain a balance on unrestricted funds of at least three months unrestricted payments to cover emergency situations that may arise from time to time. It is our policy to invest our funds balances with the CBF Church of England Deposit Fund.

Future Challenges and Objectives

The PCC is committed to rebuilding the level of our contribution to the Common Fund to its historical level. However, it is appreciated that there is no quick fix and that it will be an ongoing process that will take time to reach our objective. Allied to this commitment is the need for the PCC to have a clear strategy to achieve a sustainable financial position that will allow for these increased contributions.

Fundamental to this strategy is a planned drive to increase Stewardship and other Voluntary Giving and to encourage existing donors to give more as well as growing via new donors. It is important that whenever appropriate the financial needs of the church are highlighted and particularly where there are large numbers gathered for services or functions in church.

It has to be recognised that our donor base is growing older and currently going to be shrinking rather than expanding and any drive must encourage new donors as well as seeking increased giving from our existing donors.

In addition a program of concerts is being planned for 2022 with a view to raising funds for the church and a review of expenditures is to be undertaken in order to establish if worthwhile savings can be achieved.

A major uncertainty exists over the impact that rising energy costs will have on our expenditure levels. With a supply shortage hitting Europe in 2021, energy prices in the UK faced a new level of instability, affecting suppliers and consumers alike. As energy costs are one of our major items of expenditure any savings that can be achieved must be rigorously considered.
