objectives are those ofthe Methodist

set out in the Methodist

Much ofthe detailed
activity
in relation to the above objectives is
undertaken
by local churches,
which are interconnected
at Circuit level
for purposes
of mission,
mutual
encouragement,
and help.
The tasks of the Circuit are:
a) to make invitations
to Ministers
b) to appoint
and manage
lay employees
c) organisation
of preachers,
including
accreditation
of new
preachers,
ongoing
review, and allocation
of accredited
preachers
to take all services
d) to maintain
a strategic Circuit Policy,
in support ofthe above
objectives
e) to promote
new initiatives
in line with Circuit Policy, but outside
the scope of existing churches
acting
individually
f) to facilitate the sharing
ofactivities
and resources across the
churches
of the Circuit

ln undertaking
these activities, the Circuit Trustees exercise due
regard in ensuring
compliance
with the Charity Commission"s
guidance
on public benefit and on charities for the advancement
of
religion.
The ongoing
activities ofthe sixteen
individual
churches,
which with one
exception (Central) are exempted
charities,
included:
Public acts of worship
at each church
every Sunday,
or online
(As
of November
2021, the combined
church
membership
stood
provisionally
at around 700.)Services are led by ministers,
local
(lay) preachers
and worship
leaders.

other church activities
and third-party
use of church premises
throughout
the year.
7. Financially,
the pandemic
resulted
in reduced
income for
churches
and increased
difficulty
in maintaining
historic levels of
payments
into Circuit funds.
8. The previous
Circuits had both operated
a system of 'assessment'
whereby
the circuit calculated
the amount
of money to be paid by
each church,
however the managing
trustees
ofthe new Circuit
replaced
this with a 'shares'
system which allowed
churches
themselves
to determine
how much they could afford; hence
'taxes' were replaced
by gifts. Although
churches
were
encouraged
to maintain
historic contributions,
some were unable
to do so due to significant
loss of local income.
9. In planning
for the new Circuit,
is had been recognised
that due
largely to the intentional
policy of stationing
five presbyters
and
having
four lay employees β€”an exceptional
high level of
investment
in human
resources
- the Circuit budget
would
need to
be balanced
by calling on reserves,
while
maintaining
a reserves
policy of a minimum
six months'
operational
expenditure.
10.The Circuit identified
within
its budget a Mission Grants
Fund to
which local churches
could apply for financial assistance
to further
their work and maintain
their property.
During the year 620k of
such funding
was awarded.
11.During
its first year of operation,
the new Circuit replaced
its
inherited
bank accounts. Funds to pay ministers'
stipends
and lay
employees'
salaries were transferred
to a single Central Finance
Board account,
with the balance of liquid funds
put into a new
Circuit current account operated
by CAF Bank. The former Circuit
Model Trust Funds were amalgamated
into a new trust fund
consisting
of monies available
for the mission
and ministry
of the
circuit and its churches
in accordance
with trust fund rules, but not
otherwise
restricted.
12.In January 2021, the former Barrow
Hill Methodist
Church,
which
had closed
in 2019while part ofthe Bolsover and Staveley
Circuit, was sold and the net income from the sale deposited
in
the Circuit Model Trust Fund with the restriction
that
it be used to
further the work ofthe church
in the community
of Barrow
Hill and
any other communities
within the Circuit that were due to be
included
in a forthcoming
missional
project under the connexional
New Places for New People initiative.
13.The coronavirus
pandemic
seriously
disrupted
the ability of local
church congregations
to meet, resulting
in the development
of
Sunday services online. The Circuit was quickly able to initiate
acts ofworship
on Zoom and social media platforms.
Efforts were
also made to provide
'worship
at home' materials
by post for
those unable to participate
online.
14.Meetings
and some other group activities
likewise
moved
online,
with the Circuit Meeting,
Church
Councils,
and other meetings,
both business
and devotional,
being conducted
on Zoom.
15.Training
and monitoring
of local preachers
took place across the
Circuit through
the quarterly
Circuit Local Preachers'
and Worship
Leaders' meeting.
16.The usual range of mission-oriented
activities that typically take
place
in local churches, was severely
curtailed
due to the
pandemic.
However,
even though
children's
activities,
toddler
groups,
'Messy Church'
events, and other activities were often
unable to take place, churches
tried where possible to keep in
touch with families
and individuals
when they could not meet.
