||coronavirus<br>pandemic<br>continued<br>to affect public acts ofworship,|

||other church activities<br>and third-party<br>use of church premises|
||throughout<br>the year.|
|7.|Financially,<br>the pandemic<br>resulted<br>in reduced<br>income for|
||churches<br>and increased<br>difficulty<br>in maintaining<br>historic levels of|
||payments<br>into Circuit funds.|
|8.|The previous<br>Circuits had both operated<br>a system of 'assessment'|
||whereby<br>the circuit calculated<br>the amount<br>of money to be paid by|
||each church,<br>however the managing<br>trustees<br>ofthe new Circuit|
||replaced<br>this with a 'shares'<br>system which allowed<br>churches|
||themselves<br>to determine<br>how much they could afford; hence|
||'taxes' were replaced<br>by gifts. Although<br>churches<br>were|
||encouraged<br>to maintain<br>historic contributions,<br>some were unable|
||to do so due to significant<br>loss of local income.|
|9.|In planning<br>for the new Circuit,<br>is had been recognised<br>that due|
||largely to the intentional<br>policy of stationing<br>five presbyters<br>and|
||having<br>four lay employees —an exceptional<br>high level of|
||investment<br>in human<br>resources<br>- the Circuit budget<br>would<br>need to|
||be balanced<br>by calling on reserves,<br>while<br>maintaining<br>a reserves|
||policy of a minimum<br>six months'<br>operational<br>expenditure.|
|10.The Circuit identified<br>within<br>its budget a Mission Grants<br>Fund to||
||which local churches<br>could apply for financial assistance<br>to further|
||their work and maintain<br>their property.<br>During the year 620k of|
||such funding<br>was awarded.|
|11.During<br>its first year of operation,<br>the new Circuit replaced<br>its||
||inherited<br>bank accounts. Funds to pay ministers'<br>stipends<br>and lay|
||employees'<br>salaries were transferred<br>to a single Central Finance|
||Board account,<br>with the balance of liquid funds<br>put into a new|
||Circuit current account operated<br>by CAF Bank. The former Circuit|
||Model Trust Funds were amalgamated<br>into a new trust fund|
||consisting<br>of monies available<br>for the mission<br>and ministry<br>of the|
||circuit and its churches<br>in accordance<br>with trust fund rules, but not|
||otherwise<br>restricted.|
|12.In January 2021, the former Barrow<br>Hill Methodist<br>Church,<br>which||
||had closed<br>in 2019while part ofthe Bolsover and Staveley|
||Circuit, was sold and the net income from the sale deposited<br>in|
||the Circuit Model Trust Fund with the restriction<br>that<br>it be used to|
||further the work ofthe church<br>in the community<br>of Barrow<br>Hill and|
||any other communities<br>within the Circuit that were due to be|
||included<br>in a forthcoming<br>missional<br>project under the connexional|
||New Places for New People initiative.|
|13.The coronavirus<br>pandemic<br>seriously<br>disrupted<br>the ability of local||
||church congregations<br>to meet, resulting<br>in the development<br>of|
||Sunday services online. The Circuit was quickly able to initiate|
||acts ofworship<br>on Zoom and social media platforms.<br>Efforts were|
||also made to provide<br>'worship<br>at home' materials<br>by post for|
||those unable to participate<br>online.|
|14.Meetings<br>and some other group activities<br>likewise<br>moved<br>online,||
||with the Circuit Meeting,<br>Church<br>Councils,<br>and other meetings,|
||both business<br>and devotional,<br>being conducted<br>on Zoom.|
|15.Training<br>and monitoring<br>of local preachers<br>took place across the||
||Circuit through<br>the quarterly<br>Circuit Local Preachers'<br>and Worship|
||Leaders' meeting.|
|16.The usual range of mission-oriented<br>activities that typically take||
||place<br>in local churches, was severely<br>curtailed<br>due to the|
||pandemic.<br>However,<br>even though<br>children's<br>activities,<br>toddler|
||groups,<br>'Messy Church'<br>events, and other activities were often|
||unable to take place, churches<br>tried where possible to keep in|
||touch with families<br>and individuals<br>when they could not meet.|
|17.Churches<br>across the Circuit serve the community<br>by providing||
||meetin<br>s aces for a variet<br>ofexternal<br>rou s and or anisations,|
