Strurture, Governance and Management The method of appointment of PCC members is set out in the Church Repre5entatlon Rules. At the Holy Cr0$5, the membership of the PCC con515t5 91 the incumbent Ivicarl, the asslstant minister, the churchwarden5 and members elected by those membèrs of the ¢on8rÈ8ation who arè on the electoral role of the church. All members of the congregatlon are encouraged to register on the electoral role and Stand for election to the PCC. The PCC member5 are responsible for making declsions on all matters of general concern and Importan to the parish, including on how the funds of the PCC are to be spent. The full PCC met nlne tlmes during the year with an average level of attendance of 82.1%. Trading Actlvlties generated £6,774 of gross income. As regards the other funds, Deslgnated Income totalled £4,687, whilst Restrirted Inwme totslled £4,867, of whl¢h £2,724 was from planned 8lv5n8 and E654 from Glft Ald. £112,944 of unrestrScted funds were spent provldlng the ChTlstlan minlstry of the Church, Includlng £69,806 allocatlon for the Parlsh Share that largely provlde5 for the clergy stlpends, housln8 and penslons, although only £29,087 was actually pald to Chelmsford Dloce5e due to the aforementloned House of Blshops, decision. The remalnder of the Parish Share allocatlon15 currently held by the Good Steward5 Trust on our behalf (see note 61. Utlllty tosts rose £6,148 and, whllst the Increase was Partfjal compensated for by grants totalllng £1,355, thls was nevertheless responslble for the Increase In overall costs, whlch otherwlse remalned well contalned. The net result for the year was that Gen•ral expendlture exceeded General Income by £57,334. Wlth the PCC settlnÉ aslde a further £1,000 as a provlslon forthe cost of future decoratlon of the vlcara8e and other malntenance not covered by the Dlocese, thls deflclt rose to £58,334, exceedln8 the General Reserve by E37,272. However, In the knowledge that the churth's Income was set to reduce materlally ocross the year, bsjt wlshlng to ensure that the level and extent of our rnlnlstry was malntalned, the PCC declded to allocate £40,000 from the unrestrirt•d Esme McGee fund to support the ¢hurch's artlvltles. Th• SnJertlon of these funds left a General Reserve of £2,728, a modest but solvent year-end po$Stlon, Th• balances on the varlous Desl8n4ted and Restrl¢ted Fund5 are retalned for the speclflc purposes outllned In the Flnanclal Statements.
