Background

The North Wingfield Team PCC covers the townships of North Wingfield, Tupton, Clay Cross, Danesmoor and Pilsley in the North East of Derbyshire. It is part of the Hardwick Deanery in the Diocese of Derby within the Church of England. The North Wingfield Team PCC is a charity registered with the Charity Commission from 6 October 2009 having been previously an excepted charity.

OBJECTIVES AND ACTIVITIES

The North Wingfield Team PCC has the responsibility of co-operating with the Rector and other team clergy in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC oversees the maintenance and development of St Lawrence Church (North Wingfield), The Rectory School Rooms (North Wingfield), St Bartholomew's (Clay Cross), the St Barnabas' Centre (Danesmoor), St Mary's (Pilsley), the St Mary's Centre (Pilsley) and St John's (Tupton) incorporating the Tupton Church Hall.

The PCC works closely with the District Church Councils of each District Church and other nominated sub-committees in the outworking of this responsibility at a local level.

Each church in the team engaged in planning is to reach out to the communities that they serve, having full weekday programme of events which are designated to make contact with the local community and to present and teach Christian discipleship.

REVIEW OF THE YEAR

This year has been a particularly challenging year in the life of the North Wingfield Team. With the retirement of the Team Rector in March 2021, this left only Rev Lynn Hayler as the sole full time member of clergy across the team. During the first 6 months of the year we welcomed Rev Amanda Marshall, a curate in the Diocese, to help us out, on her final year placement being based in St Bartholomew’s church where she was able to pastorally support and give guidance. After an early lockdown in the first few months, the churches all re-opened from Easter, with ongoing restrictions. Most of the churches saw a reasonable number return which gradually increased throughout the year as Covid restrictions were eased. St Barnabas Centre continued to be affected by the ongoing pandemic restrictions but despite this managed to have a broadly positive year as they were forced to re-evaluate their operational methods, through judicious cost cutting; the provision of new services and being able to more flexibly and quickly adapt to change. The Centre ended the year, again in a good financial state, with over three months’ worth of operating costs in the bank account, proving that change can result in thriving.

St Mary’s Church faced a particular challenge as they returned to worship in the Spring, identifying a major issue with part of the church building, resulting in its closure for several weeks whilst temporary repairs were carried out. A major fundraising campaign is now underway to complete the full repairs necessary to ensure the future stability of the main south wall in the church.

With the reduction in full time clergy numbers, additional responsibility and burdens were placed on key lay people within the team, particularly those acting as Churchwardens and part of the small management group of St Barnabas Centre. They, without exception, rose to the challenge and have proved effective and diligent servants to the church communities. Furthermore, it has been encouraging to see the five churches beginning to work more closely together, resulting in a more collaborative approach which is proving both effective and efficient. Despite the ongoing financial challenges, we again, extraordinarily ended the year having paid the Team’s full Common fund to Derby Diocese.

FINANCIAL REVIEW

Income for the year was £304,834 (2020: £269,838) and expenditure was £290,285 (2020: £321,205) giving a net surplus of £14,549 (2020: deficit £51,367).

At 31 December 2021 the charity has unrestricted funds of £95,945 (2020: £91,988) and £916,103 (2020: £905,511) in restricted funds and no funds have been designated for a specific purpose.

Unrestricted reserves excluding fixed assets at 31 December 2021 are £95,945 (2020: £91,988). At current levels reserves are below the target level. It has been set at three months expenditure excluding contributions towards parish share and running costs which at current levels of expenditure is £116,123 (2020:£121,123). Total free reserves at 31 December 2021 were £95,945 (2020: £91,988) representing 2 months expenditure which is below the minimum reserves target. The trustees will seek to build up reserves for the future years.

It is our policy to invest surplus funds with the CBF Church of England deposit fund.

PLANS FOR FUTURE PERIODS

As we look ahead to 2022, it is now clear that the North Wingfield Team will need to operate with only two full time stipendary clergy covering all 5 churches. Recruitment for the new Team Rector is ongoing and it is hoped that this will bear fruit in early 2022. It will therefore be necessary to review ways in which the five churches can work more closely together in order to ensure that we thrive and flourish despite the reduction of clergy numbers.

The progress of 2021 in this area, gives us reassurance that we will be able to adapt and change, allowing us to be more effective and indeed confident as we move forward. These changes may be challenging but it is clear that a closer collaboration across the team will bring a fresh injection of enthusiasm and encouragement.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure.

The methods of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. PCC nominations for election within a team ministry are made at a district level with each district church putting forward:

1 x Representative to serve on the Deanery

Synod

1 x Parish Warden (elected at the Annual Meeting of Parishioners)

1 x Representative for every 50 registered members (or part thereof) on the district's electoral roll

Officers to the committee (Treasurer, Secretary and the Electoral Roll officer) are elected independently, however, members from the elected body are eligible to stand for these posts. Readers have to indicate annually their intention to take up membership of the PCC.

The PCC has the power to co-opt members and form sub-committees with delegated powers.

In between meetings the business of the PCC is conducted by the Standing Committee (Clergy, Treasurer, Secretary and Parish Wardens). This committee is convened on an ad hoc basis as and when needs arise.

The PCC works in conjunction with District Church Councils which manage the affairs of the Church in each District. In addition the PCC has formed the St Barnabas' Centre Management Committee to oversee the development of the St Barnabas' Centre. This sub-committee operates with the Terms of Reference set by the PCC.

The charity trustees are responsible for preparing a trustees' annual report and financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the Trust deed. The Trustees are also responsible for safeguarding the assets of the charity and hence taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the trustees on my examination of the financial statements of The Parochial Church Council of the Ecclesiastical Parish of St. Lawrence North Wingfield for the year ended 31 December 2021 which comprise the Statement of Financial Activities, the Balance Sheet and the related notes.

Responsibilities and basis of report

As the charity's trustees you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011('the Act'). The trustees consider that an audit is not required for this year under the Charities Act 2011, s.144(2) (the 2011 Act) and that an independent examination is needed.

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

As the charity's gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination by being a qualified member of ICAEW.

Basis of preparation

The financial statements have been prepared in accordance with Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic if Ireland (FRS 102) issued on 16 July 2014 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.

Change in basis of accounting or to previous accounts

There has been no change to the accounting policies (valuation rules and method of accounting) since last year and no changes have been made to accounts for previous years.

Expenditure

Taxation

The charity is exempt from tax on its charitable activities.

Stocks

Stock is included at the lower of cost or net realisable value. Donated items of stock are recognised at fair value which is the amount the charity would have been willing to pay for the items on the open market.

Trade and other debtors

Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due.

Cash and cash equivalents

Cash and cash equivalents comprise cash at bank and on hand, demand deposits with banks and other short-term highly liquid investments with original maturities of three months or less and bank overdrafts. In the statement of financial position, bank overdrafts are shown within borrowings or current liabilities. In the Statement of Cash Flows, cash and cash equivalents are shown net of bank overdrafts that are repayable on demand and form an integral part of the company's cash management.

Trade and other creditors

Short term creditors are measured at the transaction price. Other creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due.

Pension costs

The charity operates a defined contribution plan for its employees. A defined contribution plan is a pension plan under which the charity pays fixed contributions into a separate entity. Once the contributions have been paid the charity has no further payments obligations. The contributions are recognised as expenses when they fall due. Amounts not paid are shown in accruals in the balance sheet. The assets of the plan are held separately from the charity in independently administered funds.

Receipt of donated goods, facilities and services

All donated goods, facilities and services received are recognised within incoming resources and expenditure at an estimate of the value to the charity.
