It was also announGed that Lynne Aves would take over from Aileen Moran as Aileen stands down as Safeguardit]g Officer from the 2024 APCM. Flnan¢lal Revlew of tbe Year For the fit)&ncial year ending 31tst D¢b¢mbei' the PCC d¢liv¢red a small d6fiGit of £6,740 wht¢h is a negligible deterioration when compaiEd with the 2022 ouLlurn (2022, £2,886 deficit) acix>8s all funds. Incomittg Re5011rc&% for the ye&r 2023 of £141,732'were signilicantly greater than the 2022 fjgure of £119,339. there were several souires of incomc thot increased fron] 2022 levels, large inci¢ases wtit r6Coled in donations and bequests, recognising one bequest and one donation received during the year, the oth¢i' material in¢i'ease was in tlie Ènterest i'eceived on thc dqiosit accounls as described eai'lier in thcsc Statements. The IEvel of income being generated from the letting of the Pavish Hall incTeased slightly dui.ing this year but has rcachcd its peak. Most oihei. areas of incoming resour¢e5 showed small mov¢m¢nts, but of concern is the conlinued decline in incoitte from donors, in Planned Giving, Ivhich has fallen foT a further year to IEpresent less than 30¥0 of all incoming resources. In 2023, Resourw Us¢d were some £144,200 which Compares unfavouTably to the fi8u¥e in 2022 of £122,225, the matersal reason5 (or growth expenditure, were in the main down to two areas of ¢xp¢nditure. As expected, Heat and Lighting COSt$ whi¢h had been protected in 2U22, increased with a new contract in 2023 which ren¢vt¢d mai'ket conditions. that meant the Cost line increased from £6,026 in 2022 to £14,307 in 2023, or a 137Q/o increase in cost with no ieal increase in use. The Parish had been protcctcd in 2022 by the energy basket cost which was set before the significant increases in the global cost of power, tht lategt energy basket pri¢es which th¢PCC signed up to in late 2023 will See a reduction in ¢05t in 2024. The other area ofmaterial increase betweenyeaiy was inth¢ Gravcyard and Cirounds costs, ¢&used primarily by a numberof"on¢poff' expenses, with the 2023 cost at £13,537 this was some £8,022 greater that) 2022 cost of £5,515, the material ontrDff variances were made up of th¢ following. trce work iwuiiEd at Christ Chur¢h (£4,116) the purchase and installation of railing5 for the corjsecrated 8round$ at Holy Cross (£"2,650) and the pur¢has6 of a n¢w bench for the graveyard. THE PAROCHIAL CHURCH COUNCIL OF THE ECCLEI SIASTICAL PARISH OF CHRIST CHURCH TIMPERLEY AnnuAI Report foi. 2023 ThB iTnpact of all the activities of ¢he Porish. noted above in the commentary and re¢(krded in the figures for 2023 is i'¢flecled in the Porish funds position, with a small reduction in both the Unregtricted Fiinds and Restyicted Funds. The eOtt]bined position of th¢s¢ two funds moved from a biUSht forword opening balance of £719.891 to a closin8 balanc¢ for2023 of£713,151. Within the combined funds the Restricted Fund5 de¢rsed fi'om at) openingposition of£124.320 to the Closing PDSitEon of £123,551. The PCC is awa thut n]ost of those funds a h¢ld as fixed assets, not cash, wilh th¢ actual $h balances available to the PCC fil the en¢J of 2023 being £303,842. also noting that over a third of those ash funds have some restriction a$slted with tl)em. b) suthmary. the 2023 fjnancial po8i¢ion saw improvcm¢nt5 in some elements of incoming i'esources, 6ut the5E were offset by the notable increascs in thc cost of heat and light and on¢.off increases as explained above, leading to anothei. year of an underlying redu¢tion in funds. albeit mueh reduced from thc years pre-covid. Thus, the memb¢rs of the P.CC a¢knowledgd that until additional recurrent revenue ¢8n be generated, It is likely that the trend of fundin& bein8 an outgoing of r¢sour¢es, will mean that th¢ Parish will have to iely on usillg the Unrestricted Funds to bridge any gap betwe¥[] iniornc and expenditure.
