2023 Re ort and Accounts Parochial Church Council of Tickhill St Ma with Stainton SL Winifrid Incumbent's Introduction Once again, I commend this Parish Annual Report to you all. Through it we celebrate the ongoing life of our parish. 2024 is my final year as an Interim Priest in Charge of the parish, and I rejoice in all that we have achieved together over the last two years, I look forward to our overcoming the challenges that lie ahead, and to working wrth our bishops and archdeacon as we look to the shape of the future ministry for our parish throughout this year, These accounts are the first of the United PCC of our newly formed parish of Tickhill st Mary with Stainton St Winifrid. Congratulations and many thanks to David Morley, our PCC treasurer, for the hard work he has done to ensure the smooth transition of bank accounts and funds, and many thanks to George Casper, the treasurer of Stainton St Winifrid's PCC up to the amalgamation of the parishes, for all that he and his family have done over the years in support of St Winifrid's and in enabling the smooth transition to the new united parish. This report highlights three major challenges that we face as a parish this coming year. The first is the ongoing financial cost of maintaining our buildings. St Mary's Church is Grade F listed, and St Winifrid Grade11. Both require regular ongoing maintenance, and the costs of heating lighting, insurance etc. From time to time there will be major costs for repairs or, as we have seen at St Mary's, replacing items like boFlers. St Winifrid's has historic fabric funds that will help towards some of these costs, and we have the support of trusts independent of the PC: The Parish Clerk's Fund and Stainton Memorial Trust. But we could do with a major Capital Fund on which to draw when big fabric or maintenance issues arise, such as the replament of the boilers or big roof repairs. This would ensure that we do not need to stop paying our regular running costs as a parish such as the diocesan Common Fund as we have had to do recently. Also to do with finance is the desire to fund our regular costs from our regular planned giving - leaving additional income to support new mission initiatives, to improve our buildings for congregational and community use, and to build up much needed reserves. We are tremendously grateful for all who give regularly to the work of the parish. Thank you for your generosity, and thoughtful, sacrificial giving. It would be good to recruit new members into our Parish Giving Scheme, please do your best to encourage others to think about how they too might support the ongoing life of the church. Our third challenge is that of people responding to God's call to service. Giving time and talents in the support of and building up the life of our church. We need folk to step up into key posts, such as Churchwarden, and PCC members. We could also do with more members being willing to serve on a number of rotas from Sidesperson to Coffee Rota. I want to say a huge thank you to my fellow ministers, all our PCC members and Church Officers who have served through 2023; and to the many groups connected with th'e parish who make up our church community. Aim and Purpose. The Parochial Church Council of fickhill St Mary with Stainton St. Winrfrid (PCC) has the responsibility of co-operating with the incumbent in promoting in the ecclesiastical parish the whole mission of the church, pastoral, evangelistic, social, and ecumenical. It also has maintenance responsibility for the church buildings within the parish. Objectives and Activities. The PCC remains committed to enabling as many people as possible to worship at our churches and to become part of our parish community at Tickhill and Stainton. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music, and sacrament. When planning activities for the year, we have considered the Charity Commission's guidance on public benefit and the supplementary guidance on charities for the advancement of religion. We try to enable ordinary people to live out their faith as part of our parish community through: Worship, prayer, and communion (both in church, whenever possible, and by social media), learning about the gospel, developing knowledge and trust in Jesus. Provision of pastoral care for people living in the parish, especially the lonely and vulnerable members of our community. Missionary and Outreach work. To facilitate this work, it is important we diligently maintain the fabric of the churches and the more recent digital link, which enjoys a permanent presence in our pattern of worship across our parish and beyond. Safeguarding and Health & Safety continue to take high priority and are regularly discussed at PCC meetings. The PCC has complied with the duty to have due regard to the House of Bishop's Guidance in relation to safeguarding. Achievements and Performance. Worship and Prayer The parish church of St Mary, Tickhill was able to fully re-open on a daily basis following Covid, affording all visitors to the church time for both private prayer and peaceful reflection. Resumption of morning and evening services on Sundays, together with the inclusion of a morning service on Wednesdays and the welcome introduction of 'Church Done Differently, on a monthly basis has enriched our pattern of worship. St. Winifrid's, our chapel of ease at Stainton, commenced a monthly Sunday morning Servi of Holy Communion as another very welcome contribution to the pattern of services across the parish. We continue to provide occasional services in co-operation with Stainton Parish Council and the Village Hall Committee to mark Mothering Sunday, Easter, Harvest and Remembrance at Christmas.
All are welcome to attend ServIS in our churches and through social media. At present there are 164 parishioners on the church electoral roll, 18 of whom are not resident within the parish. 5 names were added during the year and 4 were removed through death. The average weekly attendance, taking a typical Sunday from each month, remained at 64. The average number of those attending worship remotely fell, as one might expect, to an average of 79 (a decrease of 32 on the previous year). We have celebrated 23 Christenings (an increase of 5 on the previous year), 6 Weddings (a decrease of 3 on the previous year) and 17 Funerals (a decrease of 5 on the previous year). A grant rs made to St Mary's (CE) Nursery and Primary School every year which is funded partly by the Churches and partly by The Parish Clerk's Fund. Each classroom continued to have a prayer corner and active worship continued to take place on every school day. Two members of the PCC sit on the Deanery Synod which provides the PCC with an important link between the parish and the wider structures of the church. We have a team of volunteers who prepare the church for occasional services and opening the church daily, giving the community access for a time of quiet reflection and private prayer. The heating of St. Mary's, our parish church, continues to be a concern as both boilers are now very close to Ihe end of their useful life. An eco-friendly replacement heating facility has been sourced, being the first phase in a possibly longer-term reordering project affording a large, central provision for community use. This is a significant and very expensive project, resulting in our fundraising team working tirelessly to raise the money necessary to fulfil this urgent need. It is expected that the new heating installation will be completed during 2024. The church website and social media platforms )ntInUe to be very actNe during the year, being a valuable public relations resource in broadcasting the life of our Churches in the parish, and beyond. The church continues to remain compliant under GDPR legsslation. Provision of Pastoral cara Pastoral work has continued with vigour in the parish, keeping in touch with the lonely, the vulnerable and the sick. Missionary and Outreach Members of our Mothers, Union have continued to support the valuable work of the Women's, Refuge. The weekly newslservice sheet has been prepared and sent by email to over 90 members of the parish on a weekly basis together with the eBulletin from the diocese of Sheffield whenever possible, to ensure they are kept infomed of worship opportunities and other information to keep them engaged in church life. Throughout the year we have continued to send significant monthly contributions to neighbouring foodbanks.
Our monthly parish magazine is distributed by a team of volunteers and is also available at the back of both churches. The magazine keeps parishioners informed of important matters affecting the church and articles that help develop knowledge and trust in Jesus. Ecumenical Relationships Our Roman Catholic friends were able to meet for Community Mass in St. Mary's church on several occasions during the year. ThFS continues a long and very welcome tradition. Volunteers We would like to thank all the volunteers who work so hard within our church. They are too numerous to mention separately, but to you all, without whose help and commitment our church could not flourish, a heartfeEt thank you. Financial Review Following the union of the parishes of St. Mary's, Tickhill and St. Winifrid's, Stainton in September 2022 the integration of each parish's individual financial accounts took place in January 2023. Total receipts in the General Fund were £90,582 (£92,649 in 2022) and these are detailed in the financial statements. £52143 (£89,694) was spent to provide Christian rnrnistry from St. Mary's Church and St. Winifrid's Church The net result for the year, therefore, was an excess of income over expenditure amounting to £38,439 (£2,955 in 2022). During the course of the year, tt was expected that a pledged amount of £60,000 would be paid to the Diocesan Common Fund. However,, the PCC are faced with raising approximately £100,000 to replace the church boilers by the autumn 2024. A report had stated that these were reaching the end of their working life and needed replacing by this time and therefore fund raising had commenced in 2022. However, it became clear in early 2023 that despite best efforts, it was most unlikely that this substantial sum could be raised in time. In the circumstances and after consultation with Diocese, it was decided to restrict Common Fund payments to £15,000. The reserve shown on General Fund. therefore, reflects this decision. Fund raising contbnued in earnest and the amount raised so far, including donations and a grant from Benefact Trust towards the heating project (named the 'Warm and Welcoming, Appeal) is shown in the restricted accounts in the column entitled 'New Development Fund,. The integration of the finances of the two parishes has introduced substantial fundslinvestments into the finances of the parish i.e. the Stainton Lambcote Fabric Fund and the Stainton Chan1 Repair Fund. These funds are restricted to the cost of the upkeep of the fabric at St Winifrid's.
The PCC remains most grateful for the support it continues to receive from its congregation. The 100 Club once again raised substantial funds and remains an important part of our annual fund raising. Close monitoring of finances to meet the financial challenges ahead will continue to be required, especially with responsibility of financing the upkeep of two buildings. In addition, the parish is now beginning to feel the impact of increased energy costs - electricity contracts were renewed in Autumn 2023 and our gas contract at Tickhill expires at the end of August 2024. Reserves Policy The PCC aims to keep two monlhs running costs by way of unrestricted reserves to ensure there is sufficient working capital to fund the running of the church. In formulating this policy, the PCC has considered the need to make appropriate contingency for unseen events, to plan for known expenditurelevents and to make allowance for income sources, not realising expected budgeted levels. Structure, Governance and Management. The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The Parochial Church Council of Tickhill St Mary with Stainton St. Winifrid is part of the Diocese of Sheffield within the Church of England. The PCC is a registered charity. The method of appointment of PCC members is set out in the Church Representation Rules. At the Parochial Church Council of TickhFII St Mary with Stainton St. Winifrid the membership of the PCC consists of three churchwardens (being ex-officio and none being in post since the Annual Church Meeting on 21.05.2023), four Readens and its membership elected by those members of the congregation who are on the Church Electoral Roll. Everyone who attends our services, indeed all members of the congregation, are encouraged to register on the Electoral Roll and consider standing for election to the PCC. PCC members are corporately responsible for making decisions on all matters of general concern and importance to the parish, including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workings of the pcc. The Standing Committee, made up of three churchwardens (subject to election), treasurer, secretary and two PCC representatives. It is available as a quick decision- making group, where necessary. It regularly meets before the PCC to formulate the agenda and discuss pertinent issues. The full PCC met 7 times during the year (a decrease of 2 over the previous year> with an average level of attendance of 84 % (4 % more than the previous year). Given its wide responsibilities the PCC has several comrnittees each dealing with a particular aspect of parish life. These committees, which include Mission, Fabric, and Events and Social, are all responsible to the PCC and report back to it regularly, minutes of their decisions being received by the full PCC and discussed, as necessary.
John Hoare is ex offrcio in his capacity as a Reader and Noreen Sweed is ex officio by virtue of being the Lay Chair of the Deanery Synod. One Reader was appointed to the PCC by election. Funds Endowmentfynd5• are funds, the capital of which must be retsined either pernwiently or at the PCC'S discretion; th¢ income derived from the endowment is to be used either as restricted or unrestricted income funds depending upon the purpose for which the endowment was established in the first place. Fixed assets Consecrated and benefice propety is not included in the accounts in accordance with s. l O (2) (a) and (c) of the Charities Act 2011. No value is placed on moveable church furnishings held by the vicar and church wardens on special trust for the PCC and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure inCued during the year on consecrated or benefice buildings and moveable church finIShings, whether maintenance or improvement, is V*ritten off as expenditure.
