It is governed by ts Memorandum and Articles of Association. Prior to incorporation the Bureau was registered as a CherY (no. 255978) on 4th June 1968. Recrultment and appolntment of Management Commlttee members The Bureau is managed by a Management Comrnittee Clhe Committee.), which is drawn from the local community and whose members have backgrounds relevant to the Bureau's work. The members are charity Irustees who have legal responsibilty for the general control and management of the Bureau, including frAncial management and control. The Committee is responsM)le for WUring that Bureau coffplies with the Citizens Advice (°CitA") membership scheme. charity and company legislation and obtain1nrnanaging resources for the seNce within South Tyneside. In practice, day-tw management is delegated to the Chief Executive Officer and Manager. The Committee members are elected at the AGM to serve until the subsequent AGM. The maximum number of committee members is 15. up to on&third of whom may be nominated by any local organisations which are committed to the aims and responsibilities of the Bureau. Currently. four Committee membets are nominated by South Tyneside Metropolitan Borough Council ("STMBC°). Any capital item costing £3.000 or less wlll not be capitalised Depreciatlon Depreciation is calculated so as to write off the cost or valuatlon of an asset, less its residual value, over the useful economic lffe of that asset as follows: Freehold propety Fixtures, fittings & equipment 2% straight line 25% straight line The depreciatlon rate for Fixtures, ffttings and equipment has changed during the year from 15% p.a. reducing balance to 25% p.a. strai9ht line on the basi8 that this better reflects the usage of the assets. Impalnnent of Flxed Assets A review for indicators of impainnent is carried out at each reporting date, with the recoverable amount being estimated where such indicators exist. Where the carrying value exceeds the recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversal at each reporting date. Flnanclal Instruments The charty only has financial assets and liabilities of a kind that qualfy as basic financlal instruments. Basic financial instruments are initially recognised al transaction value and subsequenlly measured at their settlernent value. Dofined Contrlbution Plans Contributions to defined contribution plans are recognised as an expense in the period in which the related serrf1 is provided. Prepaid contributions are recognised as an asset to the exlent that the prepayment will lead lo a reduction in future payments or a cash refund. Vthen contributions are not expected to be settled wholly within 12 months of the end of the reporting data in which the employees render the related service. the li8bilty is measured on discounted present value basis. The unwinding of the discount is recognised as an expense in the period in which it arises. 14
