benefit of the community of South Tyneside by the advancement of educ81ion. the protection and
preservation of heatth, and the rellef of poverty. sickness and distress. Information, advice and
representatlon are the tools we use to achieve thi8 and we have recovered over £8 mllllon for our
beneficiaries in the last financlal year. In carrying out these objectlves. and in all aspects of tts work,
we are commltted to promotlng equallty, dlversky & Incluslon, preventlng prejudlca and discrimination,
ensuring equal access to advice and promoting good relations betsveen all sections of the community.
In vEew of the relatlonship with Natlonal Cftkens Advice, we are required to comply fully viith the alms
and prlnciples of the 8ervice and we are regularly audlted to ensure thSs ¢¢rnpllanc•.

Achlevements and P•rfomianc•
The main areas of our charitable act1vil￿ are the prov￿10n of infom&3tion, advice and representation
to anyone livirYJ andlor working in South Tyneside. Whilst our servr¢es are open to all communrties,
the majority of our clients are on low Incomes and as such the majority of our advice and assistance
relates to Welfare Benefrts and Debt. To ensure equty. diversty and inclusion we also offer our
services to the Ethnic Minority ￿rnmUnItIaS in thair first language. to ensure no-one 1$ disenfranchis•d
from uslng our services due to language or cuttural differences.
The ongolng cosl of Imng crisis has pushed many I￿re people further into financial hardship arKI Ihe
need for our services has never been greater. Referrals lo food banks and charitable grants to help
with fuel costs coniinues to play a nwi¢x rol• in our work, over and above the 189al advice and
representation we provide.
Through¢xrt the financial year the Charity has complied with all polw and leglslation laid down by the
Charity Commission, Companies House. The Financial Conduct Authority and Citizens Advice to
ensure the 8mooth and effectNe running of the Charity and ts corrtrol over it8 finances. We are
aud￿ed e8ch year by National Citizens Advice to ensure full compliance.
The TNslee Board regularly asse88 its collective 8kills to ensure its abilty to Conduct the CharftEes
business and an annual Trustee Sell-appraisal takes plxe to confirm thi8 and to identfy ary ar888
where Improvements can be made.
As part of the Citizens Advice Networt the qualty of our advice 18 monitored nationalw on a rolling 12
rrK)nthly basis as a Key Perfomiance Indicator and rated Green, Amber, Yellow or Red. The Charity
has achieved a green rating on all Issues and the Assessor from Citizens Advtce has confimwd the

Aside from retaining a prudent amouni in reserves each year, most of the Bureau's funds are to be
spent in the short temi so there are few funds for long temi investrnenL Surplus bank balances are
placed in inlerest4)earing accounts. however. given the currenl rate of interest being offered by banks
national]y. the interest received on these surns is nagligible in comparison to that in previous years.

The trustees believe that the bureau should tKJld fina￿1 reseNes in order to ensure that the charity
can continue to operate and meet the needs of clients in the event of unforeseen and potentially
financially damaging circumstances arising. It has taken into accounl the reliability and continuance of
fijture funding, timing of cash flNs arKI working capital requirements. cover for unplanned emergency
repairs and potential liabilities relating to staff $￿Uld there be cknsure of a parttcular activity.
The trustees consmler therefC￿ that it *Duld be prudent to set aside a reserves polw of £200.000
equivalent to 6 months Central and Genwal running costs.
Deslgnatsd Costs
In addition Unrestiicted funds of £80.000 have been designated for Ihe following purposes:.
Equipmenl reseNe - a reserve to ensure that there is suffKient money to replace equipment when il
becomes ¢)bsolete or beyond economic repair.
Contraclual commitment reserve - a reserve to ensure that the Iwreau is abLg to cover Contracted
payments to staff such as redundancy. provision of locum malernty cover. and the costs of any
disrylinary andlor grievance procedures whth arise.
Premises - a reserye to provide for cost of major repairs arKI MaInter￿nCe of the bureau for Ihe
next 5 years.
Development reser4e - a reserve to all¢x the bureau to undertake the developmenl of new projects
and areas of and to corKluct full feasibilty studies on the advBabilty ￿ such proposals.
The following funds detailed in rKAe 14 are restricaed by the ¢knor or funder and cannot be used for
the general purposes of the bureau. Their exister￿, and the sutrts of money therein. do not imply thai
there has been an underspend but may result from a varÉety of ciruJmsLinces including timing
differences between the bureau's financial year and the funding year of the prqect concemed.

Structurn Governance and Mana
ement
Governing document
The Bureau was incorporated on 12th April 2007 (no. 0621012n arKI registered as a charity on 28th
October 2008 (no. 1126466). It is governed by ts Memorandum and Articles of Association. Prior to
incorporation the Bureau was registered as a Cher￿Y (no. 255978) on 4th June 1968.
Recrultment and appolntment of Management Commlttee members
The Bureau is managed by a Management Comrnittee Clhe Committee.), which is drawn from the
local community and whose members have backgrounds relevant to the Bureau's work. The members
are charity Irustees who have legal responsibilty for the general control and management of the
Bureau, including frAncial management and control.
The Committee is responsM)le for W￿Uring that Bureau coffplies with the Citizens Advice (°CitA")
membership scheme. charity and company legislation and obtain1n￿rnanaging resources for the
seNce within South Tyneside. In practice, day-tw management is delegated to the Chief
Executive Officer and Manager.
The Committee members are elected at the AGM to serve until the subsequent AGM. The maximum
number of committee members is 15. up to on&third of whom may be nominated by any local
organisations which are committed to the aims and responsibilities of the Bureau. Currently. four
Committee membets are nominated by South Tyneside Metropolitan Borough Council ("STMBC°). In
addition, the Chief Executive Offw and Manager, and no more than three staff representstives have
membership of the Committee. a a complement which ffj currentty fdled.
Organlsatlonal structurn
The Committee meels at least quarterfy and is responst)le for the strategic direction arKI policy of the
Bureau. The goveming documents provide for Ihe appointment of such sub-committees as may be
deemed necessary to ensure the smooth running of the Bureau. Currently, there 55 an Executive
Sub-committee comprising of 5 of the Committee members and it is their responsibilty to take
management deci%ions. including all personnel and staff-relaled matterJ, between Ihe quarterty
Committee meetings, The Executive sU￿c￿lttee meets at least (xKe between each Committee
meeting.
The Bureau also has a Premises Committee, comprising of 5 of the members from both the staff and
Management Committee. and which has respOnsib￿ty for all premises b(￿in￿$S. induding Health and
Safety.
A scheme of delegatlon Is in place and day4• responsfoility for the provision of services at the
Bureau's locations, South Shields and Jarrcwi, rests with the Chief Executive Officer and Manager.

Management Commlttee Inductlon and tralnlng
Most Committee member8 have been involved with Ihe charity for weral years prior lo the transfer of
activities and are therefore I￿lI18r with the Bureau's practical wth. New members are presented
with a copy of the Bureau's Offte Manual (which was last updated in May 2023) whKh includes
comprehensive infomiation on membership of Ihe Committee and sub-committees, and the
responsibilities of the relevant members of each.
Committee member8 can use CitA's Krtranet site. CABlir* and the Bureau Management Information
System (BMIS), which hosts designated trustee pages wilh a broad range of internal and exlemal
reference material and infomlation to support them in thelr roles. Regular Tfugtee tralnlng and event8
are organwed which Trustees are encouraged to attend.

financlal contro18 and governance.
As well as provldlng a number of Committee members, STMBC provldes core lundlng to the Bureau
on the provi80 that the key aims of the Bureau remain to be similar to their own aims which include the
promotion of financial indusion and resolutlon of soclal and economic problom8, leading io greater
qualty of life for its restdents.

A rlsk managemenl 8y8tern exists within Ihe Bureau 'which 8ets out the major rfsks to which it Is
exp08ed. as identified by the Committee. By and Lqrge many of the perceived risks are shared by
number of bureaux which makes for ease of management through policies and procedures directed
through CitA. Nolwithstanding this, the Committee periodically review the risk8 and Systems and
estsbli8h proc•dure8 to identify, mnitor and Manage risk8 whlch may be partlcular lo Ihe Bureau.

Tangible Assets
Tangible assets are initially recorded at cost, and subsequently stated at cost less any
accumulated depreciation and impaimient losses. Any capital item costing £3.000 or less wlll
not be capitalised
Depreciatlon
Depreciation is calculated so as to write off the cost or valuatlon of an asset, less its residual
value, over the useful economic lffe of that asset as follows:

The depreciatlon rate for Fixtures, ffttings and equipment has changed during the year from 15%
p.a. reducing balance to 25% p.a. strai9ht line on the basi8 that this better reflects the usage of
the assets.
Impalnnent of Flxed Assets
A review for indicators of impainnent is carried out at each reporting date, with the recoverable
amount being estimated where such indicators exist. Where the carrying value exceeds the
recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for
possible reversal at each reporting date.
Flnanclal Instruments
The charty only has financial assets and liabilities of a kind that qualfy as basic financlal
instruments. Basic financial instruments are initially recognised al transaction value and
subsequenlly measured at their settlernent value.
Dofined Contrlbution Plans
Contributions to defined contribution plans are recognised as an expense in the period in which
the related serrf1￿ is provided. Prepaid contributions are recognised as an asset to the exlent
that the prepayment will lead lo a reduction in future payments or a cash refund.
Vthen contributions are not expected to be settled wholly within 12 months of the end of the
reporting data in which the employees render the related service. the li8bilty is measured on
discounted present value basis. The unwinding of the discount is recognised as an expense in
the period in which it arises.

that will probably result in the Iransfer of funds to a third paty and the amount due to settle the
obligaticm can be measured or esttmated reliably. Creditors are nomRlty recognised at their
settlement amount after alT￿Ing for any trade discounts due.
Taxatk>n
The company is considered to pass the tests set out in Paragraph 1 Schedule 6 of the Finance
Act 2010 and therefore it rneets the definTtton of a charitable company f￿ UK corporation tax
purposes. Accordingty. the company is potentially exempt from laxatDn in respect of income or
capital gains received within categories covered by Chapter 3 Part 11 of the co￿Oration Tax Act
2010 or Section 256 of the taxation of Chargeable Gains Act 1992. to the exlent that such
income or gains are applied exclusively to charitable purposes.
Limited by Guarantee
The company is fimited by guarantee. At 31st March 2025 there were 10 Members each of whom
had undertaken to contribute an amount rK)t exceeding £1 in the event of a winding up.
