Annual report of the Trustees

Structure, Governance and Management

The organisation is a charitable company, limited by guarantee. It was incorporated on 29 June 2002.

Our Aims and Objectives

Our aim is to ensure that Moose Playscheme provides excellent out-of-school care (after school and during the school holidays) for 4-11 year olds. We aim to provide the necessary facilities for the daily care, recreation and education of children during out of school hours and school holidays. We aim to provide a wide range of fun and interesting activities, ensuring each individual child’s time in the club is safe, happy and productive.

In order to continually improve the service that Moose Playscheme provides to the community, the directors and Moose staff receive support, guidance and regular training from BAND (Bristol Association for Neighbourhood Daycare Ltd).

Key Objectives

Our main objectives for the year were:

• to safeguard the future of Moose, providing a high quality after school and holiday care provision for the community,

• to embed new practices at our new setting to maintain high quality after school child care,

• to build reserves to secure the future of Moose Playscheme, and

• maintain secure relationships with Victoria Park Primary School (VPPS) and St Mary Redcliffe Primary School (SMRP).

We are pleased to confirm that Moose has thrived in its new setting at VPPS. We have been able to continue to provide high quality after school child care for the community, including holiday provision, and have met the objectives set for the year. To achieve this whilst dealing with the significant impacts of Covid-19 on Moose, we significantly changed our operating model to enable us to rebuild our reserves without increasing our prices. We successfully delivered this by following a recovery framework:

• Closely link staffing ratios to bookings using a staffing rubric ratio within guidance and agreed working parameters

• Use regular cashflow, P&L and forecasting to determine operational hours in term time and holiday club provision. Including identifying patterns of days with low booking numbers to inform opening

• Continue to apply for grant funding to aid a faster recovery plan

• Have regular feedback meetings with the relevant Moose staff and Management Committee (MC) members to ensure operational plans are effective and to monitor staff wellbeing

• Create clear lines of communication to specific MC members for any issues to ensure they are dealt with effectively

We have worked closely with both our feeder schools, VPPS and SMRP, this year and have established good lines of communications with both leadership teams. This coordination has been essential to the successful relaunch of the Moose Playscheme. SMRP have supported our recovery by facilitating the transfers between sites after school with Learning Support Assistants who have

now been welcomed into the Moose team. This has been a really beneficial practice as it has enhanced our links to SMRP, and the children have continuity in care until settled.

We are especially grateful for the support that VPPS have provided as they have accommodated our club in their Community Room rent free for 12 months. They continue to support our position in the community enabling us to offer additional facilities for the children to use to enhance their range of experiences at the club both in and out of term time. As we navigate our path working together using the Community room and surrounding spaces such as the Art room and the playgrounds (as they are often in use by the school too), we realise that solid communications is a key foundation to success.

Staff wellbeing has been a key focus this year and we are keen to continue to support this moving forwards. The timeframe for the move and re-opening of Moose was very short and left little time to reflect. We recognised that the staff felt quite stressed at times, simply due to how busy they were adapting to their new working environment. Re-establishing regular staffing meetings was a challenge at first due to the dual use of the site, and this in part caused unexpected anxieties around the practicalities in delivery of quality care which needed to be worked through and supported. The director team supported the Play Leader, S Sheppard, and her team, and were in regular contact to help troubleshoot any unforeseen challenges. We are very supportive of S Shepard’s wellbeing initiatives and continue to be impressed with her approach to management.

As the year continued, the level of bookings started to exceed those we had initially envisaged and to regularly go well beyond those we had at our previous location at St Michaels and All Angels Church. We are really encouraged by this, and by the feedback from our recent parental survey. We note below a snapshot of the feedback we have received that confirms that we are serving the community with high quality childcare as set out in our aims:

In addition to this feedback, the survey has helped to inform our new objectives for the forthcoming year:

1. Review the current provision with iPAL in relation to its updates to facilitate bookings and payments

2. Review staffing structures linked to expansion based on increased need for child care in the community

3. Enter into a rental agreement with VPPS

4. Continue to work with BAND to ensure a successful Ofsted inspection.

Staff

Moose Playscheme will continue to evaluate its staffing requirements and identify and facilitate any training needs. Play workers have opportunities to develop their ongoing professional development, and are encouraged to attend courses to suit their personal interests.

Policies and Practices

All our policies and practices are subject to an annual review and with the move to the new premises were amended to bring them in line with legislation and/or address issues that arise out of our incident review process.

Acknowledgments

We must begin by thanking all of the staff and volunteers for all their help and support during the year. In particular, we are immensely grateful to the Moose staff, led by S Sheppard. We are proud to see Moose thriving after such a long period of uncertainty and are looking forward to its continued development.

We are appreciative of the high levels of professionalism and commitment to professional development that the team have shown this year to make the change of site successful; especially embedding new practices and procedures alongside the school’s usual operating procedures.

We are also exceptionally grateful to the VPPS Headteacher, N Bailey, and his team who have worked with us over the year to re-establish Moose in the community at VPPS. We are especially grateful for the opportunity to operate at the site for 12 months’ rent free. We strive to continue to build a close working relationship with the school and support them where we can and look forward to working with N Bailey and his team further.

We continue to find working with Linden Accountants very productive and value all guidance given by A Owen and associates. With their support and the input of our Treasurer S Randow, with L Glynn, we have good visibility of our financial position and have been able to meet our commitments. We look forward to investing in our provision further as we now begin to come out of the recovery framework.

We are also grateful for the support provided by our second feeder school, SMRP, as they embraced our recovery framework facilitating the use of the Learning Support Assistants to supervise the afterschool transfer of children to the new site. The support has been welcomed by both staff and children and has helped to build continuity in care for the SMRP students, especially for those in the younger year groups.

We are very grateful for the continued guidance that BAND offer us, in particular from E Male our support worker. We are very appreciative for her support, guidance and professionalism and acknowledge the continuing additional support she has given in relation to working with S Sheppard carrying out monitoring visits and supporting the implementation of new practices.

The Directors successfully secured grant funding from Quartet Community Foundation at the start of the year. We are profoundly grateful to Quartet and its benefactors, without whom we would have been unable to transfer operations to VPPS and reopen Moose Playscheme without serious risk of insolvency. This funding enabled us to trade ourselves out of the deficit position precipitated by

Covid-19 and build a business model that would maintain the affordability of child care in the community whilst securing the future of MPA Ltd. Our aim has always been to provide high quality affordable childcare and we were very mindful to retain a balance of affordability and viability, the grant enabled us to do this.

We would also like to thank our parents and families who have continued to support Moose, and as such we are now looking to expand our provision to support the community further, the move to VPPS has been more successful than we could have possibly imagined and we are now in good financial health.

In conclusion, we consider this has been a challenging yet hugely positive year and we are confident that Moose Playscheme will continue to provide high quality out of school care for our community and begin to prepare for our first Ofsted inspection at our new site.

Reserves Policy and Risk Management

The trustees recognise the need to keep reserves at a level which will give the organisation stability to enable it to continue to operate in the future. The actual level of reserves will be periodically reviewed. The trustees have examined the major risks to which the charity is exposed and systems will continue to be established to mitigate those risks.

I must begin by thanking all of the staff and volunteers for all their help and support during the year during such challenging and dynamic circumstances; without whom Moose Playscheme would not be possible. I am proud to see Moose fully operational, running both after school and holiday care and numbers on roll increasing.

We are all very proud to have worked together with the support of BAND, St Mary Redcliffe Primary School and Victoria Park Primary School on the re-launch and recognise that there is still much to do to ensure we maintain the high level of child care we aim to provide at our new site.

We are also very grateful for the time and resources N Bailey and his team have provided Moose and look forward to strengthening this relationship further for the good of the community.

I am very proud to work with an excellent team of directors who all bring different viewpoints and skills to the team which has really helped to move Moose Playscheme forwards. We recognise that the stability of this team has been instrumental in its success to date. In particular, I must thank S Randow (Treasurer) for her diligence in maintaining our financial recovery and adapting business models.

I am also so pleased to have the continued support and guidance from E Male from BAND, and am grateful for all the support guidance she gives both the directors team and S Sheppard. S Sheppard continues to be the backbone that Moose is built upon and we are all exceptionally proud of the work she does with her team to make Moose the success it is. We acknowledge that this year has been challenging at times for S Sheppard both personally and professionally and celebrate with her the overwhelmingly positive feedback from parents which affirms the successful re-establishment of Moose and its place in the community offering affordable high quality child care.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF MALAGO PLAY ASSOCIATION LIMITED

I report to the charity’s trustees on my examination of the accounts of Malago Play Association Limited for the period ended 30 June 2022.

Respective responsibilities of trustees and examiner

The charity’s trustees consider that an audit is not required for this year (under section 43(2) of the Charities Act 1993 (the Act), as amended by s.145 of the Charities Act 2011) and that an independent examination is needed.

Having satisfied myself that the charity is not subject to audit under the company law and is eligible for independent examination; it is my responsibility to:

• Examine the accounts (under section 145 of the 2011 Act),

• To follow the procedures laid down in the General Directions given by the Charity Commission (under section 145(5)(b) Act), and

• to state whether particular matters have come to my attention.

Basis of independent examiner’s report

My examination was carried out in accordance with General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required by audit, and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.

Independent examiner’s statement

In the course of my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect:

• the accounting records were not kept in accordance with section 130 of the Charities Act; or

• the accounts did not accord with the accounting records; or

• the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
