Annual Report 2019-2020

East London Buddhist cultural centre (ELBCC) also known as Lumbini Vihara is a UK registered charity (Registered number 1083830) under Charities act since November 2000.

This report reviews the activities of ELBCC from 09[th] November 2019 – 14[th] November 2020.

Administrative Information

The Chief resident monk Ven. Makure Mangala Thero will remain as the president of the charity as stated in the constitution amended in 2011.

The following office bearers were elected during the Annual General Meeting (AGM) held on 09/11/2019.

Objectives of the charity include advancement of Buddhism per the philosophy and the teaching of Buddha, organising cultural and religious events. To achieve these objectives ELBCC organised various religious and cultural activities throughout the year.

Sunday school is held on every Sunday at the temple premises which is catered to children. ELBCC Sunday school is recognised by the YMBA (Young Men’s Buddhist Association) of Sri Lanka. Sunday school which is run by volunteer teaching staff and the monks provides the opportunity to study and encouragement of the practice of Buddhism. Students who took Dhamma Abhidhamma Examination this year achieved an impressive 100% pass rate. With the beginning of the COVID – 19 pandemic Sunday school classes were cancelled until further notice.

Standing Advisory council on Religious Education (SACRE)

Ven.Makure Mangala thero is a member of the SACRE for the London borough of Newham, where the local authority is advised on matters connected with religious education and collective worship.

Ranaviru seva Authority scholarship fund

With the help of members, ELBCC sponsor 50 students in Sri Lanka whose parents have passed away or disabled who were once military and police personnel.

Minutes from the ELBCC Annual General Meeting
held on 09th November 2019
1. Observe five precepts and welcome speech
Ven. Makure Mangala thero Observed Pansil with the members who attended the
meeting. Then he welcomed all the members for the annual general meeting and
expressed his gratitude to everyone for working together for the benefit of the
community and the organization. He also acknowledged all the individuals who helped
to successfully organize cultural and religious programmes throughout the year.
2. Reading and adaptation of the minutes from the AGM 2018
Secretary Supun Nuranga circuited the minutes from the previous AGM which was held
on 24thNovember 2018

Ven.Makure Mangala Thero mentioned that the there is a spelling error and the
correct spelling for the second nomination for the Vice President should be Ven.
Pragrasree Sraman Thero.
Secretary acknowledge and corrections were made. Mr Methsiri Wijerathne Proposed
that the meeting minutes from the previous AGM were correct and was seconded by Mr
Upul Ekanayake.
3. Tabling Annual Report
Secretary Circulated the annual report which covered the period from 24thNovember
2018 till 09thNovember 2019.

As the fundraising events held during the year were missing from the annual
report Mr Palinda Samarasighe suggested adding theses to the annual report.
Mr Palinda Samarasinghe proposed the annual report to be correct and this was
seconded by Mr Upul Ekanayake.
4. Treasurer’s Report and Annual accounts
Treasurer, Mr Senarath Boralugoda, circulated the copies of annual financial report
which has been examined by the independent Auditor Mr Sarath Jayarathne.

Mr Borlalugoda informed the members that the sum in donation box include
money accumulated throughout the year in both the “donation box” and
“donation – other”

Mr Palinda Samarasinghe suggested any expenses for structural repairs could be
added to the balance sheet under fixed assets.

Furthermore, Mr Boralugoda informed the members that for the 2018 fiscal year
hall hire charges are included in the festival expense however for 2019 fiscal
year this has been noted as a separate expense for clarity.

Mr Sujith Rasnayake proposed the annual accounts to be correct and this was seconded by Mr Ranjeewa Alahakone.

5. Election of office bearers

Nominations for this year’s office bearers are as follow. Deadline for sending the nominations was on 26[th] October 2019.

As there were no nominations for the office bearers secretary suggesed that the same office bearers could be retained for the next year as they collaborated well to organize events during 2018-2019 period. As the members agreed Mr Ranjeewal Alahakone Proposed to retain the same office bearers for 2019-2020 and this was seconded by Mr Upul Ekanayake.

7. Resolutions
Ven. Makure Mangala Thero informed the members that no notice has been received
for resolution and the members did not have any new proposals.
8. Any Other Business

Mr Alahakone enquired about increasing the number of committee members.
Mr Samarasinghe suggested that as this would require amending the
constitution this could be brought forward in writing as a resolution and a
special general meeting could be called to propose these resolutions.

Mr Alahakone also suggested that it would be beneficial to schedule a
committee meeting on every second Friday of each month.

Mr Samarasinghe suggested that it would be beneficial to submit the annual
report and the accounts to the bank as this would increase the transparency.

Mr Boralugoda enquired about Mr Wimalasekara’s trustee positions due to his
absence in the recent years. Mr Wijerathne and Mr Samarasinghe suggested
that a trustee meeting can be scheduled to discs this matter further.

Mr Alahakone enquired about the suggestions brough forward during previous
meetings in regard to applying gold leaf to the statue and constructions of the
sthupa. Ven. Mangala Thero mentioned that he would discuss with a fellow
monk about acquiring these from Thailand and a date can be scheduled where
members would have a opportunity to apply them to the statue. In regard to the
sthupa constructions, Ven. Mangala thero mentioned that a fibre structure can
be brought from Sri Lanka and he would discuss with Mr Pattapola to arrange a
date with the builders.
