

## _**Annual Report 2019-2020**_ 

East London Buddhist cultural centre (ELBCC) also known as Lumbini Vihara is a UK registered charity (Registered number 1083830) under Charities act since November 2000. 

This report reviews the activities of ELBCC from 09[th] November 2019 – 14[th] November 2020. 

## **Administrative Information** 

The Chief resident monk Ven. Makure Mangala Thero will remain as the president of the charity as stated in the constitution amended in 2011. 

The following office bearers were elected during the Annual General Meeting (AGM) held on 09/11/2019.

Objectives of the charity include advancement of Buddhism per the philosophy and the teaching of Buddha, organising cultural and religious events. To achieve these objectives ELBCC organised various religious and cultural activities throughout the year. 





## **Cultural activities** 

- To celebrate the 72[nd ] Independence Day of Sri Lanka, ELBCC held Independence Day celebrations event on 09[th] February 2020. Children from Sunday school attended this special programme along with other visitors. It was a very educational programme for the children where they learned about history of Sri Lanka before and after independence and about national heroes. 

- Due to the Coronavirus (COVID – 19) pandemic and related government guidance and the well-being of the community and members ELBCC made the difficult decision to cancel the annual Sinhala and Tamil new year festival. 

## **Religious Activities** 

- Daily buddha puja and pirith chanting is held at 7.00PM throughout the year. Depending on their availability devotees of ELBCC attend this daily puja. 

- ELBCC celebrated this year’s Vesak poya, which celebrates the birth, enlightenment and the death of Gautama Buddha on 10[th] May 2020 and the Katina Ceremony which celebrate the end of Wassana season, the rains retreat on 11[th] October 2020. In accordance with the government guidelines these special programmes were broadcasted through a webcast. 

- However, the monthly poya programmes and special dhamma discussion programmes that were scheduled for this year were cancelled. 

## • **Other Activities** 

- **Sunday School:** 

Sunday school is held on every Sunday at the temple premises which is catered to children. ELBCC Sunday school is recognised by the YMBA (Young Men’s Buddhist Association) of Sri Lanka. Sunday school which is run by volunteer teaching staff and the monks provides the opportunity to study and encouragement of the practice of Buddhism.  Students who took Dhamma Abhidhamma Examination this year achieved an impressive 100% pass rate. With the beginning of the COVID – 19 pandemic Sunday school classes were cancelled until further notice. 

## • **Standing Advisory council on Religious Education (SACRE)** 

Ven.Makure Mangala thero is a member of the SACRE for the London borough of Newham, where the local authority is advised on matters connected with religious education and collective worship. 

## • **Ranaviru seva Authority scholarship fund** 

With the help of members, ELBCC sponsor 50 students in Sri Lanka whose parents have passed away or disabled who were once military and police personnel.

|||**Minutes from the ELBCC Annual General Meeting**<br>**held on 09th November 2019**|
|**1.**||**Observe five precepts and welcome speech**<br>Ven. Makure Mangala thero Observed Pansil with the members who attended the<br>meeting. Then he welcomed all the members for the annual general meeting and<br>expressed his gratitude to everyone for working together for the benefit of the<br>community and the organization. He also acknowledged all the individuals who helped<br>to successfully organize cultural and religious programmes throughout the year.|
|**2.**||**Reading and adaptation of the minutes from the AGM 2018**<br>Secretary Supun Nuranga circuited the minutes from the previous AGM which was held<br>on 24thNovember 2018<br>•<br>Ven.Makure Mangala Thero mentioned that the there is a spelling error and the<br>correct spelling for the second nomination for the Vice President should be Ven.<br>Pragrasree Sraman Thero.<br>Secretary acknowledge and corrections were made. Mr Methsiri Wijerathne Proposed<br>that the meeting minutes from the previous AGM were correct and was seconded by Mr<br>Upul Ekanayake.|
|**3.**||**Tabling Annual Report**<br>Secretary Circulated the annual report which covered the period from 24thNovember<br>2018 till 09thNovember 2019.<br>•<br>As the fundraising events held during the year were missing from the annual<br>report Mr Palinda Samarasighe suggested adding theses to the annual report.<br>Mr Palinda Samarasinghe proposed the annual report to be correct and this was<br>seconded by Mr Upul Ekanayake.|
|**4.**||**Treasurer’s Report and Annual accounts**<br>Treasurer, Mr Senarath Boralugoda, circulated the copies of annual financial report<br>which has been examined by the independent Auditor Mr Sarath Jayarathne.<br>•<br>Mr Borlalugoda informed the members that the sum in donation box include<br>money accumulated throughout the year in both the “donation box” and<br>“donation – other”<br>•<br>Mr Palinda Samarasinghe suggested any expenses for structural repairs could be<br>added to the balance sheet under fixed assets.<br>•<br>Furthermore, Mr Boralugoda informed the members that for the 2018 fiscal year<br>hall hire charges are included in the festival expense however for 2019 fiscal<br>year this has been noted as a separate expense for clarity.|







Mr Sujith Rasnayake proposed the annual accounts to be correct and this was seconded by Mr Ranjeewa Alahakone. 

## **5. Election of office bearers** 

Nominations for this year’s office bearers are as follow. Deadline for sending the nominations was on 26[th] October 2019. 

As there were no nominations for the office bearers secretary suggesed that the same office bearers could be retained for the next year as they collaborated well to organize events during 2018-2019 period.  As the members agreed Mr Ranjeewal Alahakone Proposed to retain the same office bearers for 2019-2020 and this was seconded by Mr Upul Ekanayake.

|**7.**||**Resolutions**<br>Ven. Makure Mangala Thero informed the members that no notice has been received<br>for resolution and the members did not have any new proposals.|
|**8.**||**Any Other Business**<br>•<br>Mr Alahakone enquired about increasing the number of committee members.<br>Mr Samarasinghe suggested that as this would require amending the<br>constitution this could be brought forward in writing as a resolution and a<br>special general meeting could be called to propose these resolutions.<br>•<br>Mr Alahakone also suggested that it would be beneficial to schedule a<br>committee meeting on every second Friday of each month.<br>•<br>Mr Samarasinghe suggested that it would be beneficial to submit the annual<br>report and the accounts to the bank as this would increase the transparency.<br>•<br>Mr Boralugoda enquired about Mr Wimalasekara’s trustee positions due to his<br>absence in the recent years. Mr Wijerathne and Mr Samarasinghe suggested<br>that a trustee meeting can be scheduled to discs this matter further.<br>•<br>Mr Alahakone enquired about the suggestions brough forward during previous<br>meetings in regard to applying gold leaf to the statue and constructions of the<br>sthupa. Ven. Mangala Thero mentioned that he would discuss with a fellow<br>monk about acquiring these from Thailand and a date can be scheduled where<br>members would have a opportunity to apply them to the statue. In regard to the<br>sthupa constructions, Ven. Mangala thero mentioned that a fibre structure can<br>be brought from Sri Lanka and he would discuss with Mr Pattapola to arrange a<br>date with the builders.|
