CANOLFAN CYIYGHORI YNYS MON CITIZENS ADVICE BUREAU REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 MARCH 2024 FINANCL4L REVIEW roach 2nd Prlnci al Fundin Sources As a service providing charity without p¢rnianent endowrnent, almost all Ynys Mon CA thnding comes through annual grants and contracts. Core funding is provided by the Isle of Anglesey County Council. This makes up less than IOO/o of turnover but is vital in enabling us lo provid¢ front line access via our team of volunteers. About 800/0 of income AS grant aid from National Citizens Advice, which includes ndIng from W¢lsh Government and central government for specific projects. Other major grants are provided by our National Citlzens Advice Servlce, Citizens Advice Cymru, Welsh Government, Nalional Lolt¢ry, B¢tsi Cadwaldwr, Tudor Trust, Energy Redress and the British Gas Energy Trust. Most of the proje¢ts ar¢ fund¢d year by year and although some projects ended we have been success1 in alternative bidslfijnders to continue the s¢rvic¢s on a similar scale. Ffingncial Performance Incoming resources in the year were £1,552,175 (2023 - £1,484.404). Of this £1.383.543 related to proj¢ct restrict¢d activities (2023 £1,323,555). Efficiencv Savin The scope for budg¢t r¢duction is limiled as a result of savings made in recent years. Due to offering a hybrid working pattern to our team we have made savings on offic¢ ov¢th¢ads. Additionally, we have made savings by collaboraling on projects with the local authority, and other appropriate partners and we work with National Citizens Advice and other local Citizens Advice to collaborate across Wal¢s and England. Year End Position and Movement in Reserves The purpose of reserves and the balance on each is shown al not¢ 15 of th¢ accounts. The net available Unrestricted funds stand at £838,358, with £426,098 of this being treated as designated funds. Reserves Pollcv sind Coin Concern The Board of Trustees reviews our res¢rv¢s quarterly. Although Ynys Mon CA has successfully thnded its activities from the available core and prOjt funding ov¢r the last few years, the trustees recognise that the organisation is vulnerable to economic downturns. It considers that the Organisation needs to hold reserves to prolect core activiti¢s, which means b¢ing able to fijnd obligations. including potential redundancy costs in the event of loss of grant. and to enable balanced strategic planning. To support its aim, Ihe Board consider it appropriate lo hold general reserv¢s which is sufficient to continue wnning the organisation for at least six months. It has establish¢d a contingency reserve (£69,095) and redundancy reserve for MAS project (£7,003) to ensure that there are suffi¢i¢nt funds to pay committed costs such as redundancy payments, leasing ommitments, et¢ in the ¢v¢nt of th¢ charity being wound up. The charity's survival is largely dependent on funding from local authorities and government agencies. The financial statements have been pr¢par¢d on the assumption that adequate funding will be available in the and therefore the Iruslees constd¢r it appropriate to prepare the financial statements on a going concern basis. Investment Polie Mosl of the eharity's income is spent in the year it is [CIv¢d. Funds held in reserve are intended to be available to Cover short tenn running costs, or Costs of winding up projects. The new property reserve may well bc required in the future. This means funds are not availabl¢ for long tenn investment. At the balallce sheet date, surplus cash was held in interest bearing accounts (£559k and £85k) and in a AAA rated deposit fi]nd (£89k). Th¢ investment policy has b¢en reviewed and the intention is to diversify the investments to inleresl bearing accounts with a limit of £85k each in nomial circumstanc¢s and to limit the deposit fimd lo £IOOk. REPORT OF THE INDEPENDENT AUDITORS TO THE MEMBERS OF CANOLFAN CYNGHORI YNYS MON CITIZENS ADVICE BUREAU Oplnion We have audited the financial statements of Canolfan Cynghori Ynys Mon Citizens Advice Bureau (the 'charitabl¢ conLpany') for the year ended 31 March 2024 which comprise the Statement of Financial Activities, the Balance Sheet, the Cash Flow Statement and notes to the financial statements, including a summary of significant accounting policies. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Ac¢ounting Standards (Uniled Kingdom Generally Accepted Accountlllg Practice), including Financial Reporting Standard 102 Tbe Financial Reporting Standard applicable in the UK and Republic of Ireland,. In our opinion th¢ financial stat¢m¢nts.' giv¢ a thi¢ and fair vi¢w of th¢ stat¢ of th¢ charitable company's affairs as at 31 March 2024 and of its incoming r¢soU¢S and application of resources, including its incom¢ and expenditure, for the year then ended. hav¢ b¢¢n properly prepared in accordanc¢ with Unit¢d Kingdom G¢n¢rally Accepted Accounling Practice, including Fit)ancial R¢pOllg Standard 102 'Th¢ Financial Reporting Stsndard applicable in the UK and Republic of Ireland and have been prepared in accordance with the requirements of the Companies Act 2006. Our responsibilities under those standards are further described in the Auditors, responsibilities for th¢ audit of the financial statcmcnts scction of our report. We are independent of the charitable company in accordance with the ethical requircments that are relevant to our audit of the flllancial statement5 in the UK, including the FRC'S Ethical Stsndard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. Coneluslons relating to golng concern In auditing the fllMncial statements, we have concluded that the trustees, use of tbe going concern basis of accounting in the preparalion of the fmancial statements is appropriate. Based on the work we have perfornied, we have not identified any materlal uncertainties relating to events or conditions that, individually or collectively* may casl significant doubt on the charltable company's ability to continue as a going concern for a period of at least twelve months from when the financial statejnents are authorised for issue. Our responsibiliti¢s and th¢ responsibiliti¢s of the tSt¢¢S with r¢sp¢ct to going concern ar¢ described in the relevant sections of this report. Other information The trustees are responsible for the other infomation. The other infonnation comprises the inforniation included in th¢ Annual Repor¢ other than the financial statcmenls and our Report of the Independent Auditors thereon. Our opinion on the financial statements does not cover the otheT inforniation and, except to the extent otherwi ¢xplicitly statcd in our TCPOrt, we do not express any forni of assurance conclusion thereon. In connection with our audit of the financial statements. our responsibility is to read the other infonnation 2nd, in doing so, consider whether the other infornialion is materially inconsistent with the financial st2tem¢nts or our knowledge obtained in the audit or otherwise appears to be materially misstated. If we identify such material inconsist¢n¢i¢s or apparent material misstatements, we are required to deternline whether this gives rise to a material misstat¢mcnt in th¢ financial statements themselves. If, based on the work we have perfonned, we conclude that there is a material misstatement of this oth¢r information, w¢ ar¢ required to report that fact. W¢ hav¢ nothing to report in this reg8rd. REPORT OF THE INDEPENDENT AUDITORS TO THE MEMBERS OF CANOLFAN CYNGHOIU YNYS MON CITIZENS ADVJCE BUREAU Our responsibilities for the audit of the financial statements Our objectives are to obtain reasonable assuran¢¢ about wheth¢r th¢ fmancial stat¢ments as a whole are free from material misstatement, whetheT due to fraud or eOr, and to issue a Report of the Independent Auditors that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit Conducted in accordance with ISAS (UK) will always detect a material misstatement when it exists. Misstaternents ¢an arise from frdud or error and are considered material if, individually or in the aggregate, they could reasonably b¢ Cxpted to influence the economic decisions of users taken on the basis of these financial statements. The extent to which 4)ur procedures are capable of detecling irregularities, Ancluding fraud is detailed below: Based on our understanding of the charitable company and the environment in which it operates, we considered the risk of acts by the charitable company that were contrary to applicable laws and regulations, including fraud, and designed audit procedures in response to this risk. We focussed on laws and regulations which could give rise to a material misstatement in the financial statements, including, but not limited to, Companies Act 2006 and Charities Act 2011. Our t¢sts included.. - ¢nquiring with management of any known or suspected irregularities, including fraud. ¢valuating th¢ ad¢quacy of internal controls d¢signed to detect or prevent irregularities, including the risk of manag¢ment ov¢rride' - agreeing the amounts and disc105ures in the financial statem¢nts to underlying supporting docum¢ntation" - testing journal entiies to identify unusual transactions. - evaluating whetheT there wa5 evidence of management bias on key judg¢ments and accounting ¢stimates; - reading the minutes of meetings of those charged with governanc¢'and enquiring of rnanagement as to actual or potential litigation and claims. Ther¢ ar¢ inherent limitations in the audit procedures described above. The more removed that financial transactions ar¢ from th¢ laws and regulations, the less likely it is that we would become aware of non-compliance. Auditing standards also limit the audit procedures required to identify non-compliance wilh laws and regulations to enquiry of trust¢¢s and manag¢m¢nt, and tb¢ inspection of regulatory and legal ¢orresponden¢e, if any. Mat¢rial misstatements that aris¢ due to fraud can be harder to detect than those resulting from errors, as fraud may involve deliberate concealment or collusion. A flwther description of OUT responsibilities for the audit of the financial statements is locat¢d on th¢ Financial Reporting Council's website at www.frc.org.uk/auditorsresponsibilities. This description forn]s part of our R¢port of the Independent Auditors. Page 14
