The trnstees who are also dir￿torS of the charity for the purposes of the Companies Act 2006, present theiT report with
the financial slatements of the charity for the year ended 31 March 2024. The trustees have adopted the provisions of
Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their
accounts in accordance with the Financial Reporting Stsndaid applicable in the UK and Republic of Ireland (FRS 102)
{effe¢tive l January 2019).
OWECTIVES AND ACTIVITIES
Objectives and aims
The principal 2¢tivity of the ¢harity is to help people resolve their legal. money and other problems by providing free
infomiation and advice and by influencing policymakers. The Citizens Advice Service is independent and PTovidcs free,
confidential, impartial advice to everyone regardless of race, gender, sexuality or disability.
Ynys Mon Citiz¢ns Advi¢¢ aims to champion ¢quality through th¢ way w¢ op¢rate, th¢ advic¢ w¢ provide, and our role
in r¢s¢ar¢h & campaigns development. Our service is accessible to all, which empowers th¢ disenfranchised.
The charity's main objectives for the year are to maintain and expand current volunteer base, to enable us to increase
our outreach, digital and in person services.
Strategies for achieving its stated objectives - to be proactive in recrnitment of volunteers through local and social
m¢dia, raising profile of service to attract volunteers through attending local events and community groups and by
engaging with employees who are considering retirement. We will also offer placements to students and those seeking
work experience to give them a real grassroots view of how our organisation opeTate5. We will r¢vi¢w our 3-y¢ar
business & strdtegic plan at regular intcrvals and update as required. Activities that contribute to the achievement of the
stated objectives is a robust recrnitment campaign ￿mprising of publicity activity , presentations to community
groups , open door advice service and virthal video conferencing {digitsl face to face service), bilingual telephone
service, webchat service, appointment service, research & Campaigns strategys utilisation of volunteers for
administration and engaging in effective partnership working.

We attended outreach events acTOSS the island to help those in the ¢ommunity that may otherwise not access us for
support but thot may be strnggling with the cost of living. This included visiting areas such as: Amlwch, Beaumaris,
Benllech, Boded¢m. Bodorgan, Holyh¢ad. Ga¢rw¢n. Llanfaethlu. Llanfairpwll. Llangefni, Llango¢d. and Valley . It

Publie benefit
The trustees have paid due regard to the Charity Commission's guidance on public benefit in deciding the activities
undertaken by the Ynys Mon Citizens Advice during the year. The trustees are satisfied that the infornialion provided in
the report and accounts meets the public benefit reporting requirements.
Volunteers
The Charity appreciated the service of approximately 12 active volunteers throughoui the year, whicb included trustees,
advisers and administrative team members who provided an effective and efficient service to members of the public.
Through Reseaich & Campaigns they help influence government and other organisations by inforniing them of the
effect of theit actions on the lives of clients. Our annual satisfaction survey continues to indicate strong positive results

Charitable Aetivities - How our aCti￿tieS deliver public benefit
Our Advice giving helped approximately l 0,888 people this financial year with 69,100 issu¢5 W¢ r¢main th¢ only
local provider on the island that 15 subject to a r¢gvlar compr¢hensiv¢ audit ￿rosS the quality of advire w¢ d¢liv¢r to
the public. The main advice issues this year were Univ¢rsal Cr¢dit initial payments (6,741 i55ues) and P¢rsonal
Independent Payment (6,580 issu¢s). We continue to provid¢ incr¢as¢d advi¢¢ on w¢lfar¢ ben¢fits, d¢bL housing* low
l¢vel mentsl health, and employment.
We identified £10,534,357 of benefit and debt related gains, which includes income gainldebts written offlrepayments
rescheduled and was achieved, with P4 combined effort from our Advicelink Specialist Debtlwelfare Benefits and
G¢neralist projects.
We dealt with 488 clients that had 1752 debt issues in Ynys Mon during th¢ financial year. W¢ assist¢d th¢se clients
with £172,251 debts being WTitten off and £5619 payments r¢s¢h¢dul¢d.
We are the only organisation on the island who are approved D¢bt R¢lief Ord¢r Interniediaries.
We offer compreh¢nsive training for 211 volunt¢¢r mles, offering a¢¢r¢ditation. upskilling in a welcoming and social
environment. Our committed volunteers operate the entire front line delivery of service across the island.
Our ICAN Connector Project, which is funded by Betsi CadwaladwT, is one of very few services available on the island
for clients experiencing low level mental health conditions.
Our North and Mid Wales Law Clinic provides legal advice to clients referred by local Citizens Advice offices across
North and Mid Wales. It aims to provide a service to peopl¢ who would oth¢rwis¢ b¢ d¢ni¢d a¢¢¢ss to legal advice. It
also aims to create and maintain a legal advice services network across seven counties and to identify gaps and meet
trainlng needs relating to social welfare advice.
We are the Regional Lead for Energy in North and Mid Wales and have co-ordinated Fuel Povety Workshops across
the Region. delivered Energy Awareness workshops to community groups and assist¢d individuals with income
maximisation. d¢bt Support and financial capability skills through our Energy Advice Project, Energy OutTeach ProjecL
Warnier Wal¢s 2, and Mon Multiply proj¢¢t.

We provide advice and problem solving on every subj¢¢t from debt and employment to housing and discrimination to

It is important that Government. Welsh Governm¢nt and LA)¢21 Authorities understand the effectiveness of investing in
preventative Advice services. By investing in us we are saving the Local Authority, National Governments and Hcalth
Boards a signifIcant amount of money as our services prevent stress, provide an incr¢as¢ of knowledge and rights, all of
which if provided early enough thwart the various conditions that could b¢ d¢v¢loped due to cotllplex problems and
needs within our communities.
Jncome maximisation work directly tackles the links between poverty and ill-health our benefit and other relat¢d
gains along with our debt write-offs and debt payments rescheduled for 202312024 were over £1 I million.
- Timely advice can prevent fiJrther crises, such as homelessness, time off work du¢ to illn¢ss, and unemployment.
We improve the quality of life for many clients. For example, by reducing the stress of debL maximising income, and
challenging injustice whilst also providing emotional and listening support. This allows a cli¢nt to Te¢eive ￿11 holistic

-we offer specialist casework in debt, welfare benefits, family, domestic violence, power of attorney, housing, and
employment. This is tbe area of work that we need to attract additional fi￿ding for to support our generalist advice
service, which is currently inundated with enquiries due to the aftemiath of tbe pandemic effects and the current cost of
living crisis. Specialist support requires regular one to one support and can last for up to 12 montbs for some
individuals.

We are a charity governed by a Trustse Board, which has representation from and is accountable to the local

CilAzens Advice are best placed to succeed with innovation as local projects ¢an be supported by national
infrastructure which helps stimulate developments and disseminate5 good practice.
Annual Statement of Internal Control
The twstee board has approv¢d an Infonnation Assurance Strat¢gy, haviTJg identified th¢ risk pres¢nted by th¢
significant amounts of ¢li¢nt data h¢ld in th¢ bureau. GDPR UK r¢gulations (which sit5 alongside an amended version
of th¢ DPA 2018) aT¢ adb¢r¢d to and an inforniation assurance management team exists to ensure the confidentiality,
integrity and availability of &ll our sensitive daia assets is maintained to a level which is consistent with the
requirements of our clients, our funders and our strategic partners. The organisation aims to achieve an appropriate level
of compliance to the Data Protection Act, the Cabinet Office's Security Policy Framework and to industy best practice,
as defined by the ISO 27000 series of standards and have attained Cyber Essentials Plus accreditation.
The Trustee Board also meet quarterly and receive a report of compliance from the CEO. We also have a Finance and
General Putposes Committee who oversee our financial governance . Every Trnstee has Portfolio responsibility for
areas of Governance and are expected to conduct compliance reviews regularly.

We have strengthened our relationships with Betsi Cadwaladwr University Health Board, GPS and Prin]ary Care
Providers and have a number of parthership initiatives.
Our Law Clinic enjoys an extensive partnership with the Pro Bono Network in parth¢rship with the 6 other citizens
advice s¢rvic¢s across th¢ R¢gion, Bangor Univ¢￿Ity Law School and Pro bono partners.
- W¢ hav¢ b¢¢n activ¢ m¢mb¢rs in contributing to th¢ Council's Prevention & Early Intervention group and athninister

W¢ lead the Ynys Mon Wellbeing hub steering group which includes voluntary and statutory mental health and
wellbeing providers. It aims to oversee, monitor and advise on ihe provision of mental health services on the islan(L
idenlify gaps andlor issues affecting the community and discuss solutions.
We have a genuine commitment to working with other organisations both within the voluntary sector and outside it,

- We worked closely with our elected members to infiuence policy.
- We are currently collaborating with the local foodbank to monitor the use of foodbanks being used as a nornjal part
of clients life instead of crisis support.

- We have met with North Wales Police to discuss trends we have identifjed whereby victims of domestic abuse are not
treated fairly. This has resulted in a relationship with the Protecting Vulnerable Persons Unit and lknblic Protection
service. We will continue to feedback issues and work with tbe unit to f￿d ways forward for individuals and the public
as a whole.

As a service providing charity without p¢rnianent endowrnent, almost all Ynys Mon CA thnding comes through annual
grants and contracts. Core funding is provided by the Isle of Anglesey County Council. This makes up less than IOO/o of
turnover but is vital in enabling us lo provid¢ front line access via our team of volunteers. About 800/0 of income AS grant
aid from National Citizens Advice,which includes ￿ndIng from W¢lsh Government and central government for specific
projects. Other major grants are provided by our National Citlzens Advice Servlce, Citizens Advice Cymru, Welsh
Government, Nalional Lolt¢ry, B¢tsi Cadwaldwr, Tudor Trust, Energy Redress and the British Gas Energy Trust. Most
of the proje¢ts ar¢ fund¢d year by year and although some projects ended we have been success￿1 in alternative
bidslfijnders to continue the s¢rvic¢s on a similar scale.
Ffingncial Performance
Incoming resources in the year were £1,552,175 (2023 - £1,484.404). Of this £1.383.543 related to proj¢ct restrict¢d
activities (2023 £1,323,555).
Efficiencv Savin
The scope for budg¢t r¢duction is limiled as a result of savings made in recent years. Due to ￿ offering a hybrid
working pattern to our team we have made savings on offic¢ ov¢th¢ads. Additionally, we have made savings by
collaboraling on projects with the local authority, and other appropriate partners and we work with National Citizens
Advice and other local Citizens Advice to collaborate across Wal¢s and England.
Year End Position and Movement in Reserves
The purpose of reserves and the balance on each is shown al not¢ 15 of th¢ accounts.The net available Unrestricted
funds stand at £838,358, with £426,098 of this being treated as designated funds.

Concern
The Board of Trustees reviews our res¢rv¢s quarterly. Although Ynys Mon CA has successfully thnded its activities
from the available core and prOj￿t funding ov¢r the last few years, the trustees recognise that the organisation is
vulnerable to economic downturns.
It considers that the Organisation needs to hold reserves to prolect core activiti¢s, which means b¢ing able to fijnd
obligations. including potential redundancy costs in the event of loss of grant. and to enable balanced strategic planning.
To support its aim, Ihe Board consider it appropriate lo hold general reserv¢s which is sufficient to continue wnning the
organisation for at least six months. It has establish¢d a contingency reserve (£69,095) and redundancy reserve for MAS
project (£7,003) to ensure that there are suffi¢i¢nt funds to pay committed costs such as redundancy payments, leasing
ommitments, et¢ in the ¢v¢nt of th¢ charity being wound up.
The charity's survival is largely dependent on funding from local authorities and government agencies. The financial
statements have been pr¢par¢d on the assumption that adequate funding will be available in the and therefore the
Iruslees constd¢r it appropriate to prepare the financial statements on a going concern basis.
Investment Polie
Mosl of the eharity's income is spent in the year it is [￿CIv¢d. Funds held in reserve are intended to be available to
Cover short tenn running costs, or Costs of winding up projects. The new property reserve may well bc required in the
future. This means funds are not availabl¢ for long tenn investment. At the balallce sheet date, surplus cash was held in
interest bearing accounts (£559k and £85k) and in a AAA rated deposit fi]nd (£89k). Th¢ investment policy has b¢en
reviewed and the intention is to diversify the investments to inleresl bearing accounts with a limit of £85k each in
nomial circumstanc¢s and to limit the deposit fimd lo £IOOk.

Canolfan Cynghori Ynys Mon Citizens Advice Bureau is also known and referred io as Citizens Advice Ynys Mon or
Ynys Mon CA. The maximum liability of each member 1$ limit¢d to £1. At 31 March 2020 th¢ company had 19
members (18- 3110312019) Canolfan Cynghori Ynys Mon Citizens Advice Bur¢au is governed by its Memorandum and
Articles of Association as amended on 27 October 2016.
Canolfan Cyngbori Ynys Mon Citizens Advice Bureau was incorporated as a company limited by guarantee on 24
December 1998. The charitable company commenced operations on l April 1999 at which date the assets and
liabilities of the unincorporated Holyhead & District Citizens Advice Bureau were acquired.
Reerultment and appofintment of new trustees
As set out in the Articles of Association the number of trustees in total sball not be more than 15 and not less than 3 and
consists of:

Cilizens Advice Ynys Mon is governed by its Trustee Board which is responsible foT setting the strategic direction of

Inductlon and training of neiv trust¢es
Trustee induction and training is a key part of making them an ¢ffe¢tive trust¢¢ and identifying the ne¢ds of the new
trustee and ways to support them. Membership requirements specifies that all new Irust¢e m¢mb¢rs are inducted and
trained in a timely fashion and understand their r¢sponsibiliti¢s. TNst¢¢s ar¢ inducted via visiting th¢ Charity, meeting
staff and volunteers, obtaining induction activities, gaining an introduction into the Charity Management Inforn]ation
System and other trustee resources.
Key management remuneration
The remuneration of paid staff is s¢1 by referenc¢ to norn]s in the voluntary sector and in particular Citizens Advice in
the region.
Wider network
The charity is a member of Citizens Advice (National Association of Citizens Advice Bureaux). Membership of
Citizens Advic¢ ¢onf¢rs rights and responsibiliti¢s. The conditions for granting Membership are compliance with th¢
Men]bership Scheme quality assuranc¢ standard. Th¢ charity agr¢¢s to submit itself to periodic audits as is T¢asonably
required and to provid¢ a¢¢¢ss to Citizens Advice staff or any other person authorised by Citizens Advice. The Charity
has to ¢nsur¢ that its governing body can demonstrate responsibility, a¢countability and Compliance with statutory
legislation and show that its decisions are based ort clear understanding of the relevant issues.

Citizens Advice Ynys Mon is a member of Citizens Advice, the ¢)perating name of the National Association of Citizens
Advice Bureaux, which provides a framework for stsndard5 of advice and casework managernent as well as monitoring
progress against these standards. Operating policles are independently delemiined by the T￿slee Board of Citizens
Advice Ynys Mon in order to fulfil its charitable objects and ¢omply with th¢ national membership r¢quir¢ments.
The charity also co-operates and liaises with a number of oth¢r advisory servic¢s, local charities and soci31 s¢rvice8
departments on behalf of clients. Where one of tlle lrnstees holds th¢ position of twste¢/director of anoth¢r charity they
may be involved in discussions regarding that other charity but not in the ultimate decision-making process.
Risk m&nagement
Citizen Advice Ynys Mon has worked on a Corporate Rtsk Management exercise. A risk management Sitategy and
risk register w¢r¢ agr¢¢d by th¢ Trustee Board. The Trustees recognise that any major risks to which to which the
charity is exposed need to be reviewed and systems put in place to Jnitigate those risks. To that end Citizens Advice
Ynys Mon is continually monitoring and managing its risk, reviewing the corporate risk Tegisler and ensuring action
plans are in place to mitigate its key risks.
Included in external risks is that of the loss of ￿nding. The ¢ff¢¢ts of this hav¢ b¢¢n mintmised by th¢ procedures in
place, which have resulted in fvnding being se¢ur¢d from a variety of sourc¢s, Th¢ ¢harity continu¢s to seek to
diversify its funding sources. Int¢rnal risks are minimised by ihe implementation of procedures for authorisation of all
transactions and proj¢cts and to ensure consistent quality of delivery for all operdtional aspects of the charitable
company. These procedures are periodically reviewed to ensure that they still meet the need5 of the charity.
Annual Statement of Internal Control
Th¢ charity trustee board has opproved an Inforniation Assuran¢¢ Strategy. havlng id¢ntified the risk pr¢s¢nted by the
significant amounls of client dats held in th¢ charity. An information assurance management team exists to ¢nsur¢ tb¢
confidentiality. integrity and availability of all our sensitive data assets is maintained to a level which is consistent with
the requirements of our cli¢nts, our funders and our strategic partners. The charity aims to achieve an appropriate level
of compliance to the Data Prot¢ction A¢t, the Cabinet Office's Security Policy Framework and to induslry best practic¢,
as defined by th¢ ISO 27000 series of startdards.

Basls of preparing the financial statements
The fmancial statements of the eharitable company, which is a public benefit entily under FRS 102, have been
prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charitics". Statement
of Recommended Practice applicable to charities preparing iheir accounts in accordanc¢ with thc Financial
Reporting Standard applicable in the UK and Republic of Ireland (FRS 102} (effective l January 2019),.
Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of
Ireland, and the Companies Act 2006. The financial statements have been prepared under the historical cost
nvention.
The trustees consider that there are no material uncertainties about the charl￿S ability to continue as a going
concern.

TAXATION
As a charity. Canolfan Cynghori Ynys Mon Citizens Advice Bureau, is exempt from tax on income and gains to
the extent that these are appli¢d to its ¢Jwitabl¢ objects. No tax charges have aTisen in the year.

GOING COIYCERN
Lo¢al Authority and oiher project funding has been secured to 31 March 2025. Welsh Government funding will
go out to t¢nd¢r in futur¢ and this may mean a significant reduction of fLmding for Ynys Mon. The trust¢¢s ar¢
aware thai there will be changes to both Welsh Government and Local Authority funding but details will need io
be agreed. They are therefore preparing for the potential impact on thc organisation of th¢sc changes and will set
future budgets onc¢ the funding changes are known.
Bearing this in mind, th¢ trustees Still feel it prudent to prepare the financial ststements on a going con¢¢rn ba51S
as there are resources and options available that will result in Ynys Mon CAB being able to continue to operate
as a going concern.
