We work on behalf of Thames Valley Police. BSAR’s financial year is the calendar year but the AGM at which trustees are elected is typically held in February, so during the financial year 2023 two sets of trustees were in office, the first until the February 2023 AGM and the second thereafter. Treasurer stood down at AGM Feb 2023 – and a replacement was elected to office via SGM April 2023, during this time the remaining Trustees had oversight of the accounts. No significant expenses/incomes took place. |

| Bucks Search & Rescue also known as BSAR is a registered charity 1073134 had 4 Trustees at the start of 2023 with a Trustee having resigned during 2022, then 5 trustees post AGM and until April when the 6th(Treasurer) was elected.Note from 2022 - Trustees made a decision to continue with the 4 remaining Trustees for the rest of the year and they consisted of the Chairperson, Treasurer and the 2 other members. Bucks Search & Rescue (BSAR) is a team of volunteers available 24 hours a day, 365 days a year to support the emergency services. BSAR’s main role is to assist Thames Valley Police with vulnerable missing person searches across Buckinghamshire and to assist other Search and Rescue teams who are affiliated to Lowland Rescue (LR), in the surrounding counties. It is also available to travel further afield should there be a national callout. BSAR is also available to assist other emergency services including Buckinghamshire Councils in the event of a major incident or providing support during inclement weather. BSAR members are trained to a national standard and the team provides foot, bike, water, air and search management capability to assist the police in their search for high risk vulnerable missing people. In 2023 BSAR have responded to 58 incidents with a total number of 1345 incident hours. The Trustees are thankful and hugely appreciative of the massive dedication and work undertaken by each and every member of the team. |

2023 was a busy year operationally and saw the long awaited onboarding of our new Incident Control Unit, the largest ever investment the organisation has made into equipment, but one of the most crucial. i) Our People– Our membership programme was put on hold in 2023 so that we could implement our new Organisational Design to support the team’s growth and preparation for moving to CIO charity status. We also spent time developing the team capabilities and qualifying a number of new Team Leaders. ii) Our Infrastructure– we continued the work to develop our governance framework, we had the Organisational Design approved by the membership at AGM and implemented. An SGM in September saw the proposed new constitution for CIO application approved by membership, and we are now working in 2023/2024 to submit this. We continued to develop policies and procedures and assets in preparation for moving to a CIO organisation. iii) Our Finances _– _We finished the year in a healthy position with £21,239 through the hard work of the team supporting events, and generous donations and grants. At the close of the financial year we maintained our reserves at £4,000, which is approximately 25% of the basic running costs per year. iv) Our Activities– having regard to Charity Commission guidance on public benefit, our core activity remains supporting Thames Valley Police and/or other agencies and search teams in finding high risk and vulnerable missing people in Buckinghamshire and neighbouring counties. Alongside that we have been adaptable and flexible to try and respond to any need for help that we can meet whilst remaining within our charitable objectives and meeting the public benefit test. In 2023 BSAR continued to enhance its Air and Water teams by extending capacity and capabilities. The Drone team continued to qualify more team members to GVC standard. BSAR also re-aligned it’~~s~~Medical Training programme in line with national protocol from Lowland Rescue. We are all volunteers and we work with others, for others, wherever we can add value and remain true to our charitable objectives. |

| As a charity we raise funds through supporting events and use our social media pages to generate awareness and receive donations. We are usually supported through grants and donations for specific projects which we retain in restricted funds until spent. The spend for the conversion of the new Incident Control Unit is one such example in 2023. |

Responsibilities and As the charity's trustees, you are responsible for the preparation of the basis of report accounts in accordance with the requirements of the Charities Act 2011 ( “ the Act ” ).
I report in respect of my examination of the Trust ’ s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent [I have completed my examination. I confirm that no material matters have examiner's statement come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘ true and fair ’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
