BSAR operates as a member team of Lowland Rescue and maintains relations with other member teams in the local area. We work on behalf of Thames Valley Police.

BSAR’s financial year is the calendar year but the AGM at which trustees are elected is typically held in February, so during the financial year 2022 two sets of trustees were in office, the first until the February 2022 AGM and the second thereafter.

Bucks Search & Rescue also known as BSAR is a registered charity 1073134 had 7 Trustees at the start of 2022 then 5 trustees post AGM and until July when 1 resigned from the post of Trustee. Remaining Trustees made a decision to continue with the 4 remaining Trustees for the rest of the year and they consisted the Chairperson, Treasurer and the 2 other members. Bucks Search & Rescue (BSAR) is a team of volunteers available 24 hours a day, 365 days a year to support the emergency services. BSAR’s main role is to assist Thames Valley Police with vulnerable missing person searches across Buckinghamshire and to assist other Search and Rescue teams who are affiliated to Lowland Rescue (LR), in the surrounding counties. It is also available to travel further afield should there be a national callout. BSAR is also available to assist other emergency services including Buckinghamshire Councils in the event of a major incident or providing support during inclement weather.

BSAR members are trained to a national standard and the team provides foot, bike, water, air and search management capability to assist the police in their search for high risk vulnerable missing people. In 2022 BSAR have responded to 58 incidents with a total number of 1573 incident hours.

The Trustees are thankful and hugely appreciative of the massive dedication and work undertaken by each and every member of the team.

Summary of the main achievements of the charity during the year

Emerging out of the pandemic many changes had occurred in the community and practice. We had adapted our programmes and operational procedures to cope with the changes and retained the ones that made sense and gave us some extra flexibility.

i) Our People – Our membership programme was put on hold in 2021 due to the pandemic and the restrictions it put on our mass intake and training programme. By Feb 2022 we had selected 15 new recruits for the intake programme. We ended 2022 with 62 full members, our operational search technicians. During 2022 we saw a number of members leave to transfer to other teams due to moving areas, and resignations due to workload. With the new intake fully trained our team capacity was expanded.
ii) Our Infrastructure – we continued the work to develop our governance framework, we developed and presented to the team the proposed new Organisational Design due to be implemented in 2023. We have started to prepare the new constitution to pave the way forward to change charity type to CIO during 2023. We hosted our 2022 AGM online and for the first time used electronic voting very successfully. We continued to develop policies and procedures and assets in preparation for moving to a CIO organisation.
iii) Our Finances – We finished the year in a healthy position with a surplus of £1,873.54 , having raised over £9,600 from supporting events and receiving 7 grants. At the close of the financial year we had our reserves standing at £4,000, which is approximately 25% of the basic running costs per year.
iv) Our Activities – having regard to Charity Commission guidance on public benefit, our core activity remains supporting Thames Valley Police and/or other agencies and search teams in finding high risk and vulnerable missing people in Buckinghamshire and neighbouring counties. Alongside that we have been adaptable and flexible to try and respond to any need for help that we can meet whilst remaining within our charitable objectives and meeting the public benefit test. In 2022 BSAR continued to enhance its Air and Water teams by extending capacity and capabilities. The Drone team have qualified more team members to GVC standard. BSAR also trained more members in using the newly acquired sonar and underwater camera.

We are all volunteers and we work with others, for others, wherever we can add value and remain true to our charitable objectives.

During 2022 we retained our strategic reserve to the value of £4,000 to ensure the charity could meet its obligations through any short-term disruption to our fundraising. This represents about 25% of the basic running costs per year.

We are usually supported through grants and donations for specific projects which we retain in restricted funds until spent. Sometimes this allows use to increase our capability (New stretchers and medical kit added in 2022) or maintain the welfare and safety of the team through uniform provision, etc.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 December 2022.

Responsibilities and As the charity's trustees, you are responsible for the preparation of the basis of report accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent [I have completed my examination. I confirm that no material matters have examiner's statement come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
the accounts did not accord with the accounting records; or
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
