CARTREF NI LTD TRUSTEES. REPORT {INCLUDING DIRECTORS. REPORT) (CONTINUED) FOR THE YEAR ENDED 25 MARCH 2023 Financial review Cartref Ni continues lo offer cwspelilNe lemis and condibons of emplOYnI for its slaff. together with extensive training and development opportunibes. The financial Pressu that are being applièd to loeal authorities are continuing. The local authorrt$ that fund most of the support we provide are constantly seeking elTiciencies from us as proVerS, not only in the eharges we make to them, but also in the amount of supwrt hours being provided to individuals. They are seeking out ways of meeting the needs of indNkluals in what they see as more efficient and less cost ways. This drive for cost reduth"¢>n ts likely lo continue from central govemment for at least the next few years. Despite this. Cartref Ni's ffinanoal p)SitI remains strong and our finanaal out-tum for the year was posrtNe as detailed in the Annual Accounts. Further increases in the Nakn'onal Lmng Wage. and the nvw requirement that all slaff within the social care sector are now paKI the Real Lbving Wage. will continue lo have signifant impacts in ea¢h of the next few years. After making appropnate enquiries. the trustees have a reasonable expedatj.on that ihe charty has adequate resources lo continue in operational existence for the foreseeable fulure. For this reason. they continue to adopt the going concern basis in preparing the financial statements. Further detsils regarding the adOptn (rf the gc4.ng con¢em basis can be found in the Aceounbng Policies. Reserves are needed to enable Cartref Ni to conty.nue to ¢¥)erate in the event of fluctuations in levels of income or expendrture ansing from the loss of projects and other events. These could indude for example short-lerm delays in funding or unexpected business 1ntemjplns. In addrtion. the trustees note that the &gnrfieant staffing issues in the social care sector may wuire us lo make further stralegtc investrnents in the temis and condition$ of our staff within the coming yeaTS. In this context, the trustees consider that the ideal level of free rvr¥e$ as of the 25th March 2023 yUld be £1,300,000. As al the period-end Cartref Ni held free reserve5 of £1.524.395 on unrestrKled funds after allowing for those resources designated for Ihe Fixed A5sel Fund and the Lesky Gumey Key Outcomes Fund, the details of wh are given in note 16 to the accounts. though the level at the year end was in excess of the Kjeal level, the chanty's medium-lem plan includes projections for resetves to reduce back to the ideal level.
