The trustees present their annual report and finanoal statements for the year ended 25 March 2023.

Objectives and activities
Cartref Ni continues to Pursue its main objective to prov*Je superior. trusted. person centered support to
vulnerable adults living in their own homes. In 2022r23 the folkying were idenlrfied as its vision and purpose.
Cartref Ni's vision is for adults with disabilities to live the life they choose. achievin9 the outcomes that matter to
them and be as independent as possible.

The trustees wnfim that they have had regard to the Charity Commission's guhyance on the publi¢ benefit
requirement under the ChaiitiesAct 2011.
Our activities this year once again focused on continuing to develop the heath. wellbeing and s￿181
opportunities of the people we support. continued lo operale and develop the range of social evenl$ whi¢h
we offer to all of the people we support whth included coffee momings. craft Ses5￿)nS, competitions. a summer
barbeque and a Chnslmas paty. These were greatly enjoyed by the people altending and they are not only
enjoyed and benefited fr￿ Ihe adual actMb"es, but also from the OPF(Srtunity to socialise and ￿MmUnICate with
wider group of people. Added benefit from the social events can be seen and heard from the staff leams who
find them a useful forum for sharing exper￿nceS and ideas as well as being a peer support opportunity.
During the year we pr¢)Juced and distributed the latest issue of our newsletter. This is issued lo the people we
support. lamily members. staff and other stskehoklers. It was pleawng to find that Ihis was a bumper volume of
the newsletter as we were able lo include updates on the increasing volume of actNits$ that eVery￿e was able
to undertake as we nx)ved beyond the restnctbons imtM)sed by the pandem￿.
We empSoy over 140 staff who benefrt from gecAI working temis and conditions and training and devesopmenl
opportunities. Over 65% of our relevant staff have attained a level 3 NVQ or higher. which affords them not only
personal development. but enhances their opportunrtie5 shoukl they wish lo take on other rc4es in Cartref Ni or
other olganisat￿n$.
Addit￿nal beneficiar*s of the serv￿$ we provide indude famil￿$, fn.ends and carers who have shown
tremendous confidence in the Servi￿ we delNer as ewdenced in CIW inspeth'on rew)rts. Families are included
as fully as possible in deu'sions relating to the Peop￿ we support. We strive lo enable the people we support,
andlor family members to be active partKipanls in the recruitment process ft)r new staff and managers, and we
also invite family members to social events. which not onty ProV￿eS a pteasanl socknql event, but ean be a fom) of
family-to-famity support.

Cartref Ni currently operates in three kcal authority areas. DenbwJhshire, Flintshire and Conwy
At the end of March 2023, we supported 64 indNiduals. Virtualty all the peopk we suprK)rt live in supwrted INing
arrangements and hokl individual tenancies. The Peop￿ we suptx)rt live in a wide range of drffering situations,
some in single tenancy hoUse￿bUngalows, some olher people are in shared INing arrangements. We presently
support people in ￿enty four different houses and one individLs81 in their own family home. Three of the buildings
described as houses actually comprise up lo seven sew-contsined Ilats. Supported living enables individual$ to
live a full and active lrfe as true Cbtizens of thew local community.

well deserved sunshine and holiday fun.
LH attended a family wedding and also a couple of concerts at Eirias Park in the Summer.
JL attended the V￿to￿an Extravaganza and went to var*)us platss for wakks eg Uyn Brenig.
HR enjoys weekly music se55ions and participates in the song and dance. She has maintained contact wth her
ssler and this is important for both of them.
OJ settled well into her new home and soon estsblished one of hei favourite pastsmes was to go out and have a
cup ol lea and slice of cake which she regularly with her housemales to the Tweedmill.
DR has settled well into his flat and has leamt about managing his finances and budgeting whilst having his own
home. He has been lo see Bon Jovi and R¢)bb￿ ￿llIaMS in concert over the lasl 12 months.
GE t￿Ik part in a garden competitK>n and had some as*stanee and guKlance from his naghbour which was
posilive.
LJ returned to day seThices and increased to 4 days per week. LJ went on a Coup￿ of holidays, where he tried
his hand al Archery and also won a Bowa competrtion whilst away with his friends frryn Gateway.
DC has enjoyed hvo tnps to BL8ckp)d. enjoym￿ Ihe Pleasure Beath and carriage r¥Jes along the golden mile.
PF has been on holiday a ¢ouple of times this year. she went to Hafan Y Mor and then BlackpcoL
SM has generously donated of his paintings.. one to a local cafr where he Ilrtes to go lo enitiy a hol ¢hocolate
and chal with the regulais. The other to Cartref Ni offi¢e where rt has prominent position in the haI￿ay.
As SG'S anxielies with CLJVKI lessen. she has slarted to go back to Bingo. SG has also started dusting her
bedroom herself each week. with minimal support which has increased her independence.
FR has started going arcurt training one day a week in addition to attending the gym whi¢h she enjoys. FR n¢
goes to work al'Kit out the Khls. cme day a week.
SC moved inlo her first home in June 2022. SC has enjoyed starting new woth opportunities and explorin9 her
local community. She has joined her ktal library and enjoyed compkts.ng the summ¢r wding challen9e.
SR participated in the Cartref Ni garden competition. helping to make arKI decofate ornamenis for their new
garden. SR went lo watch an Abba tribute band in the theatre which she bved.
MF has enjoyed increasing his weekly activities and attending Horse and Carr￿ge. dance group. sensory and
music session5. MF mel up with friends in the Tower Ballroom whilst holthying in BiackFWI.
RG has been 5UPPOrted to reduce his days at work placements to 2 days a week. which seems to be having a
positive effect on his wellbeing.
AJ was 70 just prior to Chfislmas arKI enioyed the speu.al celebrations. He also enjoyed participating in the
Cartref Ni Garden Competition and, along wrth his CO•tenanls, was a winner.

TW has continued with his Keep Fil and Martial Art5 where he remains a valued member of the Deeside club. He
enrolled on a Work Based Employment Course in September 2022 and this has been a great su¢eess.
GD has been supported lo maintain his health having overcome some p8nods of being unwew. GO conb'nues to
enjoy accessing the Zoo and has also been lo watch a number of sh¢YWS at local thealres.
DR enjoyed a week away in Shropshire. stayed in a bvety ￿trage and Made gc*)d use of the hot tub and
aelivilies in the surrounding area induding horse rKliry. rrver boat trip and fami exoJrsK>n lo feed the goats..
LM has continued her development and lr￿ep￿ence and is now confthnt lo $tsy at home whilst by I￿[¥&1f.
The highlight for the year has to te her engagement paty in September whbch she arranged with her fiance and
support from staff.
TT has worked with stsff to leam about managing her own finances which continLses to be a work in progress.

RK completed another thallenge to raise monvi for Ceretfal Palsy. completing 300 thousand steps in October
with the support of his team.
IR enjoyed a 2 month trip loAmefica to visit famity and make plans for his 5iSterfs wedding.
HW went on the first holiday he'd had for a numtw of years. He thoroughly enjoyed taking part in activitses such
as rifle sh¢)oling and enjoying the evening entertainment.
KC moved into her new home in Apnl of 2022 Whe￿ she has been supported to adapt lo moving from a family
home. She has been supported to viwl herAunty in LNerpool and visrts her mum on a regular basis.
PL enjoyed a short break lo BL4ckpool where he experienced a magic show. cabaret. tram rides and a few nice
meals out. He has also enjoyed getting back lo some of his regular adiviknes such as busy buddies. day trps to
Ihe Llyn Peninsula and attending ￿nerna regularly.
MH celebrated his 50th birthday in July. He went away for the weekend to an Elvts tribute weekend. He also went
on a driving experience..
GW wenl on a zookeeper expenence day. He ￿ntinUeS lo enjoy hi$ aclivities such as horse ridwbg. visiting the
zoo, and long walks.
MR and his team have worked extremety well to ensure he has been able to maintain his usual actMt*s wfth the
increasing cost of living. He still enjoys his weekly cycling, g*imming. tram￿linIng and visits to his l¢)cal public
house. He visited National Trust sites in Anglesey and Chirk.
JH has been on a couple of holKiays this year. he has been to Hafan Y Mor. Blackpool and also Harry Potter
world. JH was pleased lo have bought a new sofa for hi5 living rLw)m.
For his birthday. PJ was supported to go by train lo Chester. PJ loves trains and it was his first for 3 years.
After having lunch out, a walk along the river and shopping. PJ sahl he wanted lo go again.
AT has been 5UPFKlrted lo use her tablet more independenuy and n¢x VKleo calls her family regularty.
JW moved into her first home in September 2022. She's settled in realfy well and has started to access events
and groups within her local communty such asArt Club. Gateway and going to work at Popty.
A highlight is LD'S development in the workplace where she has accessed a programme aimed at acquiring
Open Employment. LD has strived for this to be a success culminatj.ng in her currently working in a school as
Canteen As51Stant and is Current￿ applying for fvll time empl¢)yment in P￿paratIon for when the course ends.

NJ has maintsined attendance at Hwb Dyffryn tswce weekty. She had a ho1￿jaY to 81ackpool which was enjoyed
and is indeed pL8nning again for Spring.
JS loves Harry Potter and visited The Harry P¢)tter Experien￿ in November. He has also started to play Boccia
on a weekly basis.
LG has settled well into her new home since moving in May 2022. She enjoyed Part￿"patIng in the Cartref Ni
garden competition. in which they were a winnef.
SG enjoyed a holiday to BlackFooI in N¢)vember where he attended a football matth between Blackpool and
Bimiingham City. He keeps regular contact with his famity and sees them at least weekly.
AW has returned to going swwnming on a regular basis. after •Jvice was sought frorn a physiolherapisl on the
best way lo support her in the water. This is working well, and she enjoys this actmty.
DB has maintained her weight loss and continues to pL3n her meals and shopping on a weekly basis.
CC completed a few months on a Construct￿ Site coutse. He has increased independence and is able to get
public transport Independent￿ and does his food shoppng.
CE ha$ attended football matthes at Wrexham and at Anfiekl lo watch LIverpc￿l and Man United. Additional 1..1
support has enabled CE to do things he enjoys and has been to the theatre a couple of limes and attended
number of social evenls.
MD has aromathefapy sessions al her home twice a month which she finds really relaxing and h)ves ihe
essential oils they use because of how goc*l they smell.
With supp)rt CS organised her 50th 8irthday Party whth a lot of her family and friends attended. She realty
enjoyed her evenin9 and had over 70 birthday Cards whth were proudly displayed al￿nd her home for the next
month or so.
With the risk of the impact of Covid reducing for DH. his opwrtunity to interact within his local community ha$
increased.
CH went on her first holiday for many years, whth she was supported in booking herseff.
SD enjoyed w'n9 on a horse drawn boat trip in Llangollen. For her birthday she had a from Sparkles
the pony to her home.
JD restsrted cgcling and enjoys regular rides along the sea front in Rhyl. JD has been w0￿1n9 at the Hwb cafe
and also started working as a kitchen porter at a holel in Llandudno.
MH has been supported on a SU￿rise trip away lo Blackwol which he I￿roUghlY enpyed. He $tsrted going to
social event every Tuesday where he has made new friends and built new relationships. He fecently tried his
hand al rock climbing which is something he ntY•¥ wishes to do on a more regular basis.
ET remains independent but has further develoF¢d her d￿StiC and personal skills. She enjoyed a hol￿aY with
her family.
Whilst DJ is a very independent genueman. he has built up good relationships wth those that Support hmn. and
with his neighbouis.
RB enjoyed a b￿ak lo Liverpool in December 2022 to see Ihe Christh)as markets and ride Ihe Liverpool eye. RB
continues lo enjoy allending skiing at Chill Factor in Manchester on a monthly basis.
il$t VD has continued lo have heallh issues the 12 months, when feeling well enough she ha$ enjoyed
having more facfrto-face aclNities rather than over Zwm.
CG enjoyed attending a few sooal events, ￿￿udIng summer barteque. Ir¥e bands, Christmas parties and g)ing
lo see a pantomime.

AO ha$ a passion for fvnfairs and enjoyed a weekend away atAlton Towers at a time that best suited him.
MVV attends Hwb Cyfle 4 days a week wrth great enthusiasm arKI enjoys varK)us outings in his local community
which is important lo support his wellbeing.
OD has re*stablished his work at loland Food Factory in t)eeside and has experienced various placements
including Gardening Prqects. He has enjoyed holidays in Ireland with his fami￿ and travelled lo Turkey with his
co-tenants. H¢)wever. his proudest moment was the engagement paty he arranged with his fiance and staff.
AP has begun going to hydiolher4)y sessions IwKe a MC￿th. and realty enjoys the freedom in the water lo relax
and stretch hef body.
LE has joined a weekly drama group which has been a great sur￿$ for her. The highlwht of the year was going
on her dream holiday to America where she viwted Calrfomk4 and San Franusco.
AW has settled well in his flaL He has enjoyed a few trips this pafA year with his family, espeually when he went
to Florida_
DL has been supported to ensure contact wth her eldedy relative is not h)$t despite her illness. as this is
important to her. They met in Ljandudno and maintain regular phone conlact.
A4 moved into her first home in September 2022. She has settled in really well to her new hcrfne and is
developing her daily living skills especknilty with cLoking.

Achievements and pertomiance
2022123 saw the Services we provide retum to more nom)al levels after the COVID pandem￿. COVID still
affected the organisalion with some restrictions still in pl&e and perictyJs of staff absence bul less than in
previous years. We were able lo w0v￿e the vast majority of contrxted hours.
Finanoalty Cartref Ni continue5 to be in a strong powb.on as described in the AuditedAccounts.
2022 saw the new'houses" in Denbighshire have more peo* to SUPPQrt havuig started with just one or tsvo late
in 2021122.
People we support were able lo becoff* more adventurous again with th&r plans, wf(h one person for example
going on their "holiday of a lifetime- lo America. A gentleman we sup￿1 aL80 raised over £1.500 for Cerebral
Palsy by walking 300,000 steps with the support of his team.
We were pleased that again a memt¢r of our staff won a Ilèles Care Award with Ruth Ivellum winning Silver at
the Awards Ceremony in Cardrff in October 2022.
In January 2023. as part of Flintshire's monitoring pr(￿lUreS. they vksited our off￿$ and carried out a number
of wsits lo those we support. We were pleased to have received a very positNe Monitoring Report wlich
summarised as saying "This provider delNers hvJh-quality person-centered support and has done consistently for
a number of year5. Feedback from all stakeholders demonslrales the positsve Wofking re￿tionShiP be￿een the
management and ils care staff team. reflecting a joined￿p approach. The provider is pro-aclive and looks to
include the people they support at every opportunity giving a sense of inclusion within the wider service"
We were pleased to have offered another internal promotion OPFQrtunty. whereby one of SupF4)rt Wothers
was successful in her applution for the wst ofAssstanl Manager.
A garden competition was run again in the summer of 2022, where 17 gardens took part. Everyone who entered
fflade such an effort to improve their garden rt was drfr￿Ul1 to choose the winners.
We have continued lo give opportunib.es f￿ staff to enhance their qualIficat￿fts. and achieve the relevant

Cartref Ni strives to provide huh quality seNiees to the people it supports. use a variety of routes to measure
our success or not. These ineludè regular individual and house meetln9S Wlth the people we support. to provide
opportunities for them to communicate their feelings and wishes on the support they receive.
Quality moniloiing visrts have increased ￿gnifICant￿ due to the relaxing of Covid rubes. and have been carried
out by the Chief Executive. Head of Opefab'ons. Quality and Compliance Manager as well as a number of
Trustees.
The Quality Assurance Manager has continued with Quality Rewews and audrt visits were undertaken and the
development of adion plans. where required. were still undertaken_
Topics are chosen to discuss in team meetings on a monthly basis to enhance knowledge on subject ¥eas and
further embed good practice and recognoe areas for devek)pment. Team meetings are also allended by our
Quality Assuranee Manager on oceasion. as part of our a￿rance pr￿e$S
The family quality survey has provided excellent feedback. enabling us to continue to devek)p be51 practice, and
will be continued. The staff satisfaction survey is an ongoing fealure of our quality assurance framework, offering
staff members a voice in Serv￿ improvement and the reviewing and devek)pment of policy. 11 is hopgj to start
the staff conferences again in 2023r24.
Throughout this year we have been pleased at the kvels of posilive feedback in relal¢on to the way we have
¢ontinued to provide services from a range of stakeholders including CIW. the families of the people we support.
as well as the comMiss￿nerS from each of the respec￿ ktal authortties. but most importantly we have
re￿Ned positive feedback on many cttasions from several indivNluals that we support.
A Quality Assurance report wlh 6 month interwn rep)rt wa5 prc#Jueed. pulling together inf0mat￿n from a range
of sources providing evidence on the quality of serv￿$ provided. the new Annual Review required for
registration with Care Inspectorate I￿leS having been deferred for 12 months.
Cartief Ni continued lo impkment an operational management system calbed Care Control to enable enhanced
recording of eare and support inf0m￿trOn.
Our supeNiS*)n and appraisal policy was revwed and updated to include a change to the forms used. This
enables a eonsistenl approach and an improvement on being able to measufe progress. Supervision forms
ensured that Ihefe was an emphasis on relleth.ve practKe.

As previously referenced, there is no doubt that Covid-19 has impacted the whole of the country and every
organisalion has been affected in some way for the third year. ItsÈ have al all times followed and acted upon
national and local guidance and worked closely with the three local authortties that comm1$5ion services from us
including regular conference v*Jeo calls. ￿￿11$1 staff and people we SUPFQrt get infected by the virus and
there were times when it caused Significant disruption. Cartref Ni is fortunate that due lo the commitment of staff
we were able to continue seThices at all tsmes.

Cartref Ni continues lo offer cwspelilNe lemis and condibons of emplOY￿nI for its slaff. together with extensive
training and development opportunibes. The financial Pressu￿ that are being applièd to loeal authorities are
continuing. The local authorrt￿$ that fund most of the support we provide are constantly seeking elTiciencies from
us as proV￿erS, not only in the eharges we make to them, but also in the amount of supwrt hours being
provided to individuals. They are seeking out ways of meeting the needs of indNkluals in what they see as more
efficient and less cost ways. This drive for cost reduth"¢>n ts likely lo continue from central govemment for at least
the next few years.
Despite this. Cartref Ni's ffinanoal p)SitI￿ remains strong and our finanaal out-tum for the year was posrtNe as
detailed in the Annual Accounts.
Further increases in the Nakn'onal Lmng Wage. and the nvw requirement that all slaff within the social care sector
are now paKI the Real Lbving Wage. will continue lo have signif￿ant impacts in ea¢h of the next few years.
After making appropnate enquiries. the trustees have a reasonable expedatj.on that ihe charty has adequate
resources lo continue in operational existence for the foreseeable fulure. For this reason. they continue to adopt
the going concern basis in preparing the financial statements. Further detsils regarding the adOpt￿n (rf the gc4.ng

Reserves are needed to enable Cartref Ni to conty.nue to ¢¥)erate in the event of fluctuations in levels of income

Local Authority finances ale under severe senstiny and their ability to pay for a qualty service is under constant
review. Cartfef Ni will continue kn work in partnership with Local Authorities to see if effbryencies can be identif￿d
without compromising on qualty.
From a eontraclual perspective Conwy and Den￿ghsh1re Local Authonts"es were both starting relendering
processes, but these have been deferred due lo coV￿-19. H¢)wever, we continue to plan and respond to these

reserves policy.

Cartref Ni Limited became an admrtted body to the Ctrwyd Pension Fund local govemment pension
scheme. as a resull of the transfer of employment contracts lo Cartref Ni under TUPE regulations folbwing
a successful lender of several prqect. The LGPS is a funded benefit stherne, with assets held in separate
liusiee-adminislered funds. The total contributions made for the year ended 25 March 2023 in relation to
these members of staff was £17,808 12022 - £17.2541. of whth empbyers conlributsons lolalled £13,545
{2022 - £13.3191 and employees ￿ltributionS totalled £3.86312022 - £3,935}. The Contri1￿tIOn rates are
reviewed annually.
Duiing the year, the total amount recognised in income or expenditure a5 an expense in relatson to defined
benefit plans was £13,545 {2022 £13,300). This includes a revetsal of the prior year additional
eonthbution of £14001 {2022- £4LKI).
Cartref Ni Limited expects to contribule £13.545 to the defined benefft pension scheme in 2024.
