The purpose of Scouting is to promote the
development of young people in achieving their
full physical, intellectual, social and spiritual
potentials, as individuals, as responsible
citizens and as members of their local, national
and international communities.
Summary of the main The Group’s main function is to support the
activities sections in
achieving the aims of the wider Scouting
movement. The activities of each section are
varied and allow members to participate fully
in relation to these objects and indeed flourish.
The Provision of Scouting within the Group is
totally
dependent on the contribution made by
volunteers.
The Trustees have paid due regard to the
Public Benefit Charity
Commission guidance on Public Benefit in
deciding what
activities the charity should undertake.
Membership subscriptions are charged to cover
the
immediate running costs of the Group and
these do not
unduly restrict membership. The Group follows
the
principle that no one should be excluded
because of their
inability to pay membership subscriptions.
Enabling each child and young person involved
to identify their interests and to have the
opportunity to meet their full potential. All
activities are clearly risk assessed to ensure
benefits are maximised.
Any private benefits from scouting
are incidental, other than to those as
beneficiary.

Section B Achievements and performance

Summary of the main
achievements of the
charity during the year
Most of the activities of this year have been
afected by the Covid-19 pandemic. We closed
out scout hall and ceased sessions as required
in late March 2020. No activities happened for
a while but then some sessions and activities/
tasks were carried out online.
We have taken advantage of the hall being
closed to undertake substantial improvements
both inside and out. The facility has been
improved in terms of the fabric of one side of

the building. But the most striking change has been the instalment of a climbing wall. Much of our land outside has been cleared and improved for future use. Hall improvements made to ensure the premises are fit for purpose for the foreseeable future including wider community use. As an executive committee we have also taken the opportunity to ensure all our training and that of leaders is up to date.

Section C Financial review

The Group policy on reserves is to hold
Policy on Reserves sufficient
resources to continue the charitable activities of
the Scout
Group should income and fundraising activities
fall short.
We decided that we should hold the amount for
12 months of our running costs, and this was
upheld during this financial year. It is reviewed
regularly and updated based on circumstances.
Further financial review The Group does not have sufficient funds to
details invest in
longer term investments.
All our funds are held in cash using only
mainstream
banks or building societies.

Section D Structure, governance and management

Type of governing
document
The Group governing documents are those of
The Scout
Association. They consist of a Royal Charter,
which in
turn gives authority to the Bye Laws of the
Association
and The Policy Organisation and Rules of The
Scout
Association.
How the charity is
constituted
The Group is a trust established under its rules
which are
common to all Scouts.
Trustee selection methods The Trustees are appointed in accordance with
the Policy
Organisation and Rules of The Scout
Association.
Additional governance
issues
The Group is managed by the Group Executive
Committee, the members of which are the
“Charity
Trustees” of the Scout Group.
As charity trustees they are responsible for
complying with legislation applicable to
charities. This
includes the registration, keeping proper
accounts and

making returns to the Charity Commission as applicable. The committee consists of 9 members who meet quarterly. Ex – officio Chairperson, Treasurer, Secretary, Group Scout Leader, Scout Section Leader, Cub Section Leader and Beaver Section Leader. Elected 2 others This Group Executive Committee exists to support the Section leaders in meeting the responsibilities of their appointments and is responsible for: The maintenance of Group property; The raising of funds and the administration of Group finance; The insurance of persons, property and equipment Group public occasions; Assisting in the recruitment of leaders and other adult support; Appointing any sub committees that may be required; Appointing Group Administrators and Advisors other than those who are elected.

The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered. The Group also instigated a ‘Financial Policy’ during this year which lays out procedures and systems for sound financial management by all those connected to the Group.
