## **Section A Objectives and activities**

Summary of the objects of  The objectives of the group are as a unit of the<br>the National Scout Association.<br>charity as set out in its<br>governing document<br>The purpose of Scouting is to promote the<br>development of young people in achieving their<br>full physical, intellectual, social and spiritual<br>potentials, as individuals, as responsible<br>citizens and as members of their local, national<br>and international communities.<br>Summary of the main  The Group’s main function is to support the<br>activities sections in<br>achieving the aims of the wider Scouting<br>movement. The activities of each section are<br>varied and allow members to participate fully<br>in relation to these objects and indeed flourish.<br>The Provision of Scouting within the Group is<br>totally<br>dependent on the contribution made by<br>volunteers.<br>The Trustees have paid due regard to the<br>Public Benefit Charity<br>Commission guidance on Public Benefit in<br>deciding what<br>activities the charity should undertake.<br>Membership subscriptions are charged to cover<br>the<br>immediate running costs of the Group and<br>these do not<br>unduly restrict membership. The Group follows<br>the<br>principle that no one should be excluded<br>because of their<br>inability to pay membership subscriptions.<br>Enabling each child and young person involved<br>to identify their interests and to have the<br>opportunity to meet their full potential.  All<br>activities are clearly risk assessed to ensure<br>benefits are maximised.<br>Any private benefits from scouting<br>are incidental, other than to those as<br>beneficiary.<br>**----- End of picture text -----**<br>


## **Section B   Achievements and performance** 

||**Summary of the main**<br>**achievements of the**<br>**charity during the year**|Most of the activities of this year have been<br>afected by the Covid-19 pandemic.  We closed<br>out scout hall and ceased sessions as required<br>in late March 2020. No activities happened for<br>a while but then some sessions and activities/<br>tasks were carried out online.<br>We have taken advantage of the hall being<br>closed to undertake substantial improvements<br>both inside and out. The facility has been<br>improved in terms of the fabric of one side of|

the building. But the most striking change has been the instalment of a climbing wall. Much of our land outside has been cleared and improved for future use. Hall improvements made to ensure the premises are fit for purpose for the foreseeable future including wider community use. As an executive committee we have also taken the opportunity to ensure all our training and that of leaders is up to date. 

## **Section C Financial review**

The Group policy on reserves is to hold<br>Policy on Reserves sufficient<br>resources to continue the charitable activities of<br>the Scout<br>Group should income and fundraising activities<br>fall short.<br>We decided that we should hold the amount for<br>12 months of our running costs, and this was<br>upheld during this financial year. It is reviewed<br>regularly and updated based on circumstances.<br>Further financial review  The Group does not have sufficient funds to<br>details invest in<br>longer term investments.<br>All our funds are held in cash using only<br>mainstream<br>banks or building societies.<br>**----- End of picture text -----**<br>


**Section D   Structure, governance and management** 

|**Type of governing**<br>**document**|The Group governing documents are those of<br>The Scout<br>Association.  They consist of a Royal Charter,<br>which in<br>turn gives authority to the Bye Laws of the<br>Association<br>and The Policy Organisation and Rules of The<br>Scout<br>Association.|

|**Trustee selection methods**|The Trustees are appointed in accordance with<br>the Policy<br>Organisation and Rules of The Scout<br>Association.|
|**Additional governance**<br>**issues**<br>|The Group is managed by the Group Executive<br>Committee, the members of which are the<br>“Charity<br>Trustees” of the Scout Group.<br>As charity trustees they are responsible for<br>complying with legislation applicable to<br>charities. This<br>includes the registration, keeping proper<br>accounts and|





making returns to the Charity Commission as applicable. The committee consists of 9 members who meet quarterly. **Ex – officio** Chairperson, Treasurer, Secretary, Group Scout Leader, Scout Section Leader, Cub Section Leader and Beaver Section Leader. **Elected** 2 others This Group Executive Committee exists to support the Section leaders in meeting the responsibilities of their appointments and is responsible for: The maintenance of Group property; The raising of funds and the administration of Group finance; The insurance of persons, property and equipment Group public occasions; Assisting in the recruitment of leaders and other adult support; Appointing any sub committees that may be required; Appointing Group Administrators and Advisors other than those who are elected. 



The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered. The Group also instigated a ‘Financial Policy’ during this year which lays out procedures and systems for sound financial management by all those connected to the Group.
