OBJECTIVES AND ACTIVITIES
Public benefit
There's never been an easy time to be young.But with a cost-of-livingcrisis and increasingpressureon education and
employment,2023wasastoughasitgetsforyoungpeople.ThePrince'sTrustNatWestYouthIndex2023 found
youngpeople'shappinessand confidenceat an all-timelow with the resultingimpacton mentalhealthand wellbeing
a constantconcern.Foryoungpeoplelivingwitha visionimpairmentthesituationis markedlyworse.Data compiled
bytheRNIBshowsthatVIchildrenhavelowereducationalattainmentthanchildrenwithoutaspecial educational
need or disability;that there is a large wellbeinggap between teenagerswith VI and their fully sightedpeers; and that
the progression of VI young people beyond education is not on a par with fully sighted young people.
Aware thatfeelingsof isolationand lonelinessare dominantwithinthe worldof visualimpairment,at VICTA we focus
onactivity-basedlearningasapositivesettingforsocialinteractionandpersonalgrowth.Forouryoung people,
involvementin groupactivitiescan be positivelyassociatedwith social acceptanceand a sense of belonging, especially
where suchinvolvementis characterisedby positivecoaching,progressiveskilldevelopmentandpeer support.This is
particularlymeaningful,relevant,and necessaryfor VI studentswhen they are preparingfor transitioninto secondary
education,highereducation,or the workplace.We believewellbeing,socialconnectedness,confidence& self-esteem
help counter the physical, mental and emotional problems faced within the VI community.
Achievements and performance
Throughstrategicpartnershipsandcollaborations,wecontinuedtoexpandourreachin2023.Thisexpansion has
enabledustoextendourprogrammesallowingustoreachmoreyoungpeoplelivingwithavisionimpairment and
theirfamilies.Thiseffortalignsseamlesslywiththecoreprioritieslaidoutinour2023-2025StrategicPlan.This plan
focusesonfacilitatingeducationandempowerment,fosteringindependence,andencouragingsocialinclusion. Our
commitmenttosupportingyoungpeopleontheirpathtowardsadulthoodandindependencehasresulted in
providingopportunitiesforpersonalgrowth,theacquisitionofsocialskills,self-advocacyandbuilding emotional
resilience.This empoweringexperienceopensdoorsandsupportsthem to achievetheirpersonalgoals,shaping their
active participationin society.Our youngpeopleremainat the heartof our organisation,drivingus to remain centred
around people, knowledge, adaptability, and the pursuit of positive change.
In his end of year report to the Trustee Board, VICTA CEO Nick Schofield wrote the following:
"We've allpaida bitmore attentionto howconnectedwe feel overthe lastcoupleof years.All of ourworkat VICTA
speakstothepowerofconnectionandtheinspirationthatcancomefrommeetingyourpeersandtalking things
throughwithsomeonewhounderstandsyouandappreciatesyoureverydaychallenges.I'mreallyproudthat our
workhas givenso manyyoungpeoplewho are blindor partiallysightedthe opportunityto meet otheryoung people
whoareblindorpartiallysighted.We'vealwaysunderstoodthepowerofconnectingpeople,andappreciate that
success isn't just about attainment,it is young people making confidentand informeddecisionsthat are right for them
and their journeys.
"Overthepastyear,we'vetakentimetolookatourstrengthsandconsiderwhatweneedtochangetogrow our
impactandbuildourcapabilitytodeliver.Assuch,we'vespenttimejoiningupourinternalfunctionsand services.
Thisisallbackedupbystrongerteam,processes,proceduresandsystems,areorganisationofourdigital platforms,
andofcourse,asustainablefinancialperformance.Changedoesn'talwayshappeninalinearway.Aswesaw with
Covid-19,sometimescircumstancesbeyondourcontrolcreateanenvironmentinwhichchangecanhappen. The
realityis thatwe haveembeddeda new deliverymodelandintroduceda YoungAchieversAward.Andin responding
toneed,haverefinedourearlyyearsofferandstrengthenedthesignpostingwithinbothourStudentPortal and
Parent Portal.
"AtVICTAwecouldn'tdoanyofthiswithoutourpartners,andit'sexcitingtoseejusthowmuchwe've broadened
who we work with acrossthe year. I'd like to say a huge thankyou to those partners,to our volunteerswho bring our
programmesto life andmake them the successtheyare, andto ourstaff who impressevery day withtheir creativity,
endeavour and commitment to our goals."

Our Supporters
Aswelookbackoverthelastyear,weareincrediblyindebted,onceagain,toourwonderfulmarathonrunners for
what they have helped us to achieve for young people who are blind or partiallysighted.To those who ran in April, we
say a huge thankyou. Againstthe backdropof a cost-of-livingcrisis theirfundraisingeffortsare trulyappreciated.In a
voluntarysectorthathasbecomeevermorecompetitiveforfunding,oursupportershaveconsistentlyshown their
commitmenttoourpurpose,andthroughtheirgenerosity,VICTAhascontinuedtofindnewwaystoinnovate and
develop.Wearedelightedtoreportthestartofameaningfulandhighlyvaluedrelationshipwiththe Vinchel
Foundation who funded our Youth Programme.
On behalfof the Trusteesandthe amazingstaffteam,we wouldliketo extendourthanksto all the parents, children
andyoungpeople,andtheothercharitieswhohaveengagedwithusandhelpedustoleave2023behindona high
note.
Looking Forward
Ourvolunteersareessentialtooursuccess.Andin2023,volunteersfromacrosstheUKgenerouslygavetheir time,
experienceandexpertise,supportingustoachieveourgoals.Ourteamofvolunteershelpwitheverything from
fundraisingandspreadingawarenessofthechallengesyoungpeoplewithavisionimpairmentfaceintheir local
communities, to supporting a family day to delivering a Duke of Edinburgh's Award expedition.
The developmentof a new volunteeringstrategyhas been a key focusfor us and2024willsee the introductionof an
ambitiousvisionforthefutureofvolunteeringatVICTA.Itwasshapedbyconversationsandworkshopswith VICTA
staffincludingvolunteers,aswellasinsightsgatheredfromvolunteerfeedback.Wewanttoensurethat VICTA
volunteersmaximisetheirpotential,haveatransformativeexperienceandprovidebetteroutcomesformore young
people and the communities we serve.
Wearelookingattheappointmentofseniorvolunteers(includingVIyoungadultswhohaveusedourservices). We
candrawontheirdeliveryexperienceandunderstandingof theVICTAethostohelpus co-createandstrengthen our
volunteerstrategy(alongsideothers in our community).We envisage senior volunteersactingin a mentor capacity for
new VICTAvolunteers;attendingandtakingan activerolein key VICTAvolunteeringeventssuchas the designof our
VolunteeringTrainingWeekend;identifyinggapsinexistingtrainingandknowledge;developingcontentfor National
VolunteersWeek;andsupportingtheVICTAActivitiesTeamwithvolunteerrecruitmentandretention strategies
including the identification of future Senior Volunteers.
Financial Review
Totalincomereceivedby the Charityduringthe year was £460,595(£677,254- 2022)a decreaseof 32%. The amount
spent on charitable activities was £336,068, a decrease of 5% over the previous year (£355,350 - 2022).
Inresponsetothecost-of-livingcrisisintheUKandunsettlingglobaleventsin2023,thetrusteeshaveperformed a
robustanalysisof the forecastfuturecash flows and have consideredthe potentialimpact on the charity.The trustees
haveconcludedthatthereisnomaterialuncertaintyarisingfromtheseeventsandthattheycancontinueto adopt
the going concern basis in preparing the annual report and accounts.
Ourreservesareseparatedintodesignatedfundsandgeneralfunds.Thedesignatedfundsaremoniespaid and
contractedby the Charityfor charitableactivitiesand fundraisingfor 2024 and amountto £279,500(2022: £308,000).
Thebalanceinourgeneralreserveof£84,896(2022:£176,086)isasumthattheTrusteesconsiderissufficient to
ensurethecontinuedrunningofthecharityforaminimumof12months,intheeventthatwewereunable to
continue to raise funds at our current level.

STATEMENT OF TRUSTEES' RESPONSIBILITIES
Thetrustees(whoarealsothedirectorsofVICTAChildrenLtdforthepurposesofcompanylaw)areresponsible for
preparingtheReportoftheTrusteesandthefinancialstatementsinaccordancewithapplicablelawand United
Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Companylawrequiresthetrusteestopreparefinancialstatementsforeachfinancialyearwhichgiveatrueand fair
viewofthestateofaffairsofthecharitablecompanyandoftheincomingresourcesandapplicationof resources,
includingtheincomeandexpenditure,ofthecharitablecompanyforthatperiod.Inpreparingthose financial
statements, the trustees are required to
-
select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charity SORP;
-
make judgements and estimates that are reasonable and prudent;
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in business.
Thetrusteesareresponsibleforkeepingproperaccountingrecordswhichdisclosewithreasonableaccuracyat any
timethefinancialpositionofthecharitablecompanyandtoenablethemtoensurethatthefinancial statements
complywith the CompaniesAct 2006. They are also responsiblefor safeguardingthe assets of the charitable company
and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
In so far as the trustees are aware:

there is no relevant audit information of which the charitable company's auditors are unaware; and
-
the trustees have taken all steps that they ought to have taken to make themselves aware of any relevant audit information and to establish that the auditors are aware of that information.

Opinion
WehaveauditedthefinancialstatementsofVICTAChildrenLtd(the'charitablecompany')fortheyear ended
31 December2023whichcomprisetheStatementof FinancialActivities,theBalanceSheet,theCashFlow Statement
andnotestothefinancialstatements,includingasummaryofsignificantaccountingpolicies.Thefinancial reporting
frameworkthathasbeenappliedintheirpreparationisapplicablelawandUnitedKingdomAccounting Standards
(United Kingdom Generally Accepted Accounting Practice).
In our opinion the financial statements:

give a true and fair view of the state of the charitable company's affairs as at 31 December 2023 and of its incoming resources and application of resources, including its income and expenditure, for the year then ended;

have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice; and
-
have been prepared in accordance with the requirements of the Companies Act 2006.
Basis for opinion
WeconductedourauditinaccordancewithInternationalStandardsonAuditing(UK)(ISAs(UK))andapplicable law.
OurresponsibilitiesunderthosestandardsarefurtherdescribedintheAuditors'responsibilitiesfortheauditof the
financialstatementssectionofourreport.Weareindependentofthecharitablecompanyinaccordancewith the
ethicalrequirementsthatarerelevanttoourauditofthefinancialstatementsintheUK,includingtheFRC's Ethical
Standard,andwe havefulfilledourotherethicalresponsibilitiesinaccordancewiththeserequirements.We believe
that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Conclusions relating to going concern
In auditingthe financialstatements,we have concludedthat the trustees' use of the going concernbasis of accounting
in the preparation of the financial statements is appropriate.
Basedontheworkwehaveperformed,wehavenotidentifiedanymaterialuncertaintiesrelatingtoevents or
conditionsthat,individuallyor collectively,may cast significantdoubton the charitablecompany'sabilityto continue
as a going concern for a period of at least twelve months from when the financial statements are authorised for issue.
Our responsibilitiesand the responsibilitiesof the trusteeswith respect to goingconcernare describedin the relevant
sections of this report.

Inconnectionwithourauditofthefinancialstatements,ourresponsibilityistoreadtheotherinformationand, in
doingso,considerwhethertheotherinformationismateriallyinconsistentwiththefinancialstatementsor our
knowledgeobtainedintheauditorotherwiseappearstobemateriallymisstated.Ifweidentifysuch material
inconsistenciesorapparentmaterialmisstatements,wearerequiredtodeterminewhetherthisgivesriseto a

fraud or error.
Inpreparingthefinancialstatements,thetrusteesareresponsibleforassessingthecharitablecompany'sability to
continueasagoingconcern,disclosing,asapplicable,mattersrelatedtogoingconcernandusingthegoing concern
basisofaccountingunlessthetrusteeseitherintendtoliquidatethecharitablecompanyortoceaseoperations, or
have no realistic alternative but to do so.
Our responsibilities for the audit of the financial statements
WehavebeenappointedasauditorsunderSection144oftheCharitiesAct2011andreportinaccordancewith the
Act and relevant regulations made or having effect thereunder.
Ourobjectivesaretoobtainreasonableassuranceaboutwhetherthefinancialstatementsasawholearefree from
materialmisstatement,whether due to fraud or error, and to issue a Report of the IndependentAuditorsthat includes
ouropinion.Reasonableassuranceisahighlevelofassurance,butisnotaguaranteethatanauditconducted in
accordancewithISAs(UK)willalwaysdetectamaterialmisstatementwhenitexists.Misstatementscanarise from
fraudorerrorandareconsideredmaterialif,individuallyorintheaggregate,theycouldreasonablybeexpected to
influence the economic decisions of users taken on the basis of these financial statements.
The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below:
Weobtainedanunderstandingofthelegalandregulatoryframeworksthatareapplicabletotheentity and
determinedthemostsignificantarethosethatrelatetoFRS102Section1A,pensionlawsandregulationsand tax
regulations.
We assessed the risks of material misstatement in respect of fraud as follows:
- Enquiriesmade of managementand those chargedwith governanceas well as the service organisationin relation to
payroll services
- Analytical procedures were used to identify if there were any unusual or unexpected relationships
- Discussions with management to identify any fraud risk factors of related party relationships and transactions
Basedontheresultsofourriskassessmentwedesignedourauditprocedurestoidentifynon-compliancewith such
laws and regulations identified above.
Enquiriesweremadeofmanagementandthosechargedwithgovernance.Wecorroboratedourenquiries through
the review of Board minutes and other papers provided. There was no contradictory evidence.
Weconsideredtheriskoffraudthroughmanagementoverrideand,inresponse,weincorporatedtestingof manual
journalentriesintoourauditapproach.Wetestedyearendjournalsaswellasjournalentriesthroughoutthe year.
There were no transactions identified outside the normal course of business.
Basedontheresultsofourriskassessmentwedesignedourauditprocedurestoidentifyandtoaddress material
misstatementsinrelationtofraud.Weincorporatedanelementofunpredictabilityintheselectionofthe nature,
timing, and extent of audit procedures.
Wheretransactionmeetingriskcriteriawereidentified,wecarriedoutfurtherworksuchasadditionaltesting to
source information.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financialstatementsof the charitablecompany,whichis a publicbenefitentityunderFRS 102,have been
preparedinaccordancewiththeCharitiesSORP(FRS102)'AccountingandReportingbyCharities: Statement
ofRecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththe Financial
ReportingStandardapplicablein the UK and Republicof Ireland(FRS 102) (effective1 January2019)', Financial
ReportingStandard102 'The FinancialReportingStandardapplicablein the UK and Republicof Ireland'and the
Companies Act 2006. The financial statements have been prepared under the historical cost convention.
Going concern
Atthetimeofapprovingthefinancialstatements,thetrusteeshavereasonableexpectationthatthe charity
hasadequateresourcestocontinueinoperationalexistencefortheforeseeablefuture.Thusthe trustees
continue to adopt the going concern basis of accounting in preparing the financial statements.
In responseto theCOVID-19pandemic,theTrusteeshaveperformeda robustanalysisof forecastfuture cash
flowstakingintoaccountthepotentialimpactonthecharity.TheTrusteeshaveconcludedthatthereis no
materialuncertaintyarisingfromtheCOVID-19pandemicandthattheycancontinuetoadoptthe going
concern basis in preparing the annual report and accounts.
Income
All incomeis recognisedin the Statementof FinancialActivitiesoncethe charityhasentitlementto the funds,
it is probable that the income will be received and the amount can be measured reliably.
Cashdonationsare recognisedon receipt.Otherdonationsare recognisedoncethe charityhasbeen notified
ofthedonation,unlessperformanceconditionsrequiredeferraloftheamount.Incometaxrecoverable in
relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.
Legaciesarerecognisedonreceiptorotherwiseifthecharityhasbeennotifiedofanimpending distribution,
theamountisknown,andreceiptisexpected.Iftheamountisnotknown,thelegacyistreatedas a
contingent asset.
Expenditure
Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommitting the
charitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequiredin settlement
andtheamountof theobligationcanbe measuredreliably.Expenditureis accountedforonanaccruals basis
andhas been classifiedunderheadingsthataggregateall costrelatedto the category.Wherecostscannot be
directlyattributedtoparticularheadingstheyhavebeenallocatedtoactivitiesonabasisconsistentwith the
use of resources.
Charitableexpenditurecomprisesallcostsassociatedwithpromotingandprovidingmarathonplacesand the
costs of grants made and payable.
Charitable funds
Unrestrictedfundsareavailableforuseatthediscretionofthetrusteesinfurtheranceoftheir charitable
objectives unless the funds have been designated for other purposes.
Tangible fixed assets
Depreciationis providedat the followingannualrates in orderto write off each asset over its estimated useful
life.

Inventory
Stocksarestatedatthelowerofcostandestimatedsellingpricelesscoststocompleteandsell. Cost
comprisesdirectmaterialsand,whereapplicable,directlabourcostsandthoseoverheadsthathave been
incurredinbringingthestockstotheirpresentlocationandcondition.Itemsheldfordistributionatno or
nominal consideration are measured at the lower of replacement cost and cost.
Netrealisablevalueistheestimatedsellingpricelessallestimatedcostsofcompletionandcoststo be
incurred in marketing, selling and distribution.
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthe charity.
Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Furtherexplanationofthenatureandpurposeofeachfundisincludedinthenotestothe financial
statements.

OurSummercamp,aneight-daytentedresidentialfor30VIstudentsaged14-17createsan out-of-school

workplacereadiness.Researchsuggeststhatsuchsettingsarewell-placedtoteachteamwork and
collaboration(relationshipskills,communicationskills,empathyandhowtolivewithpeers),positive core
self-evaluation(emotionregulationandself-confidence),andworkethicandconscientiousness (organisation,
leadership,responsibility,independence,perseveranceandcareerorientation).Themechanismsthat help
supportsuchlearningoutcomesincludeexperientiallearning,communallivingandsafeand supportive
environments.
14-17 Youth Programme
Ayouthprogrammeforstudentsaged14-17withvisionimpairment.Awarethatfeelingsofisolation and
lonelinessare dominantwiththe worldof visionimpairment,we focuson activity-basedlearningas a positive
settingforsocialinteractionandpersonalgrowth.Theyouthprogrammedeliversaseriesofactivities and
expeditionsthatfocusonpreparingstudentsforacademicandworkplacereadinessbystrengthening social
andacademicconfidencethroughteamworkandcollaboration,fosteringpositiveself-evaluation and
self-advocacy,andengenderingstrongcommunicationskills,resilience,andagoodworkethic.Wewant to
increasetheincidenceofblindandpartiallysightedyouthbecomingcontributorsratherthanaburden to
societybyimprovingeducationaloutcomes,byimprovingeconomicoutcomesandbypromoting healthy
personal behaviours thereby reducing the prevalence of mental health issues within the VI world.
Get Workplace Ready
A pilot three-monthOfqual regulatedemployabilitycourse to be launchedby VICTA and Royal National College
forthe Blind(RNC)in October2023.The Get WorkplaceReadycoursehasbeendesignedto accommodate up
to10unemployedyoungadultswithsightlossandwhoareidentifiedasbeingone-stepremovedfrom the
labourmarket.Theywillbeintroducedtothecourseatasix-dayresidentialatRNC.Using cognitive
behaviouralgroupapproachesandcoaching,theprogrammeisdesignedtohelpparticipants (re-)discover
theircareergoals,tacklefearof failure,increaseself-confidenceandimprovetheirwellbeing,inorderto take
first positive steps towards the labour market.
Over10classroom-ledandfouractivity-based,friendlyandinteractivesessionsincombinationwith targeted
1:1 support,attendeeswill learn how to become aware and take controlof their innerdialogueand rediscover
theirpersonalstrengths.Participantswillalsoexplorebasic(self-)coachingskillsandwillreceive employability
coachingfor a furtherthree monthsto supportsustainableoutcomes.Participantswill be encouragedto think
aboutthemselves as peer mentors to each other therebybuildinga supportnetworkthat will exist beyond the
duration of the programme and further support positive outcomes.
iSpot
Workingwith local VI organisationsacross the UK, VICTA and the Open Universitywill bringtogethergroups of
youngpeoplewithsightlosstoengagewithnatureusingtheOpenUniversity'siSpottool.iSpotisused to
identifyandrecordwildspecies.Deliveredthroughaseriesof'bioblitzdays',resultswillbetagged'VICTA' so
that VI young people in one local community can search the findings of VI groups in other areas of the UK.
UsingiSpotas the mechanism,the projecthas a numberof objectives.To improvesocialconnectednessfor VI
youngpeopleboth in-personand virtually.Secondly,to increasethe connectionbetween VI youngpeople and
theirlocalwildspaces.Andindoingso,wehopeengagementinthiscitizenscienceprojectwillspark an
increasedinterestin STEM thatcan be furtherencouragedthroughparticipationin VICTA's virtualScience Fair
withcontentspecificallycompiledforVIyoungpeople.Awarethatfeelingsofisolationandloneliness are
dominantwithintheworldofvisionimpairment,wefocusonactivity-basedlearningasapositivesetting for
socialinteractionandpersonalgrowth.Involvementin groupactivitiescan be positivelyassociatedwith social
acceptanceandasenseofbelonging,especiallywheresuchinvolvementischaracterisedbyprogressive skill
development and peer support.
