The trustees, who are also the directors for the purposes of company law, present their report and the unaudited financial statements of the charity for the year ended 30 June 2021.

The financial statements have been prepared in accordance with the accounting policies set out in notes to the accounts and comply with the charity's governing document, the Charities Act 2011 and Companies Act 2006 and Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland published in October 2019.

Objectives and activities

The principal activity of the charity is that of the provision of recycled furniture and white goods to people on low income across the Borough of Great Yarmouth.

The objects as stated in the Memorandum and Articles of Association are:

  1. To relieve poverty in the Borough of Great Yarmouth by supplying, renovating and repairing furniture and such other donated domestic items for such persons who are in conditions of need, hardship or distress;

  2. To advance the education of persons who are unemployed or unwaged by providing training in the repair, refurbishment and recycling of donated items of furniture, electrical equipment and household and other goods; and

  3. To advance the education of persons who are unemployed or unwaged or in conditions of need by providing appropriate support, IT and other forms of training (that the Trustees may from time to time decide necessary), in order to help them secure future employment.

Public Benefit

The trustees have paid due regard to the Charity Commission's guidance on public benefit in deciding what activities the charity should undertake in both the current and future years.

Achievements and performance

Review of the year

As with the previous year, First Move Furnishaid has been restricted to what we have been able to do. The Charity had to continually re-evaluate its offering during the Covid 19 pandemic. We were unable to open for much of the financial year 2021/2022 and were forced to use the Government's furlough scheme for several months, until its withdrawal. This enabled us to open in a limited capacity when we were able to.

We opened again under full covid restrictions, once we could to service the Norfolk Assistance (NAS) programme. This continued under the subsequent lockdowns however our upstairs rooms and room rentals did not reopen until recently.

The restrictions have however made it harder to see customers in the shop and we have had to change how the customers can visit and how items are delivered. The pandemic has also made it significantly harder to get volunteers in to help out.

As First Move Furnishaid were one of the few suppliers to NAS in the Great Yarmouth area, we did see a continued increase of vouchers from previous years released to us and were able to negotiate a price increase for all items. Unfortunately there has been a slow down in donations and available white goods and we have had to use alternative avenues to be able to hold the stock that NAS requires.

Financial review

Income for the year amounted to £146,266 (2020: £120,752) and after deducting expenditure of £154,418 (2020: £115,015), the net expenditure for the year was £8,152 (2020: net income £5,737).

Reserves Policy

The policy the charity is working towards is to maintain unrestricted funds, which are the free reserves of the charity, at a level which equates to approximately six months unrestricted expenditure, this currently amounts to £49,600. This would provide sufficient funds to cover all costs of the charity which may arise.

At the year end the charity had no free reserves with the unrestricted fund having net current liabilities of £19,068 (2020: net current liabilities £37). In addition £38,932 was held in restricted funds (2020: £24,716).

Whilst the charity had no free reserves at the year end, the Trustees are satisfied that the charity will be able to return to having free reserves during the year ended 30 June 2022 and therefore continue to be a going concern.

Plans for future periods

The board has recognised the need to re-assess the call for our existing activities and plans to streamline our activities, developing those which remain viable, and to develop existing and new opportunities to allow us to better serve those on low or no income in the community we serve.

Structure, governance and management

Governing document

The organisation is a charitable company limited by guarantee, incorporated on 24 January 1997 and registered as a charity on 4 March 1997. The company was established under a Memorandum and Articles of Association which established the objects and powers of the charitable company and it is governed under its Articles of Association as amended on 8 April 2010.

Recruitment and Appointment of Trustees

The trustees are also directors of the company for the purposes of company law. New trustees are appointed on the recommendation of current trustees.

In addition trustees are encouraged to read Charity Commission and other newsletters and to attend courses designed to keep them abreast of their duties and responsibilities.

As with other local charities, new Trustees with the necessary experience, requirements and time are proving hard to find especially with the local knowledge of the environment required.

Risk Management

The trustees are aware of the requirement to review the risks to which the charity may be exposed.

Organisational Structure

The trustees meet on a monthly basis with the Project Manager of the Charity to discuss operational issues as well as being given a financial report by the PM. They also make themselves available as and when necessary to advise on day to day matters.

Independent examiner

A resolution to re-appoint M Proctor of Lovewell Blake LLP as independent examiner for the ensuing year will be proposed at the Annual General Meeting.

Small company provisions

This report has been prepared taking advantage of the small companies' exemption of section 415A of the Companies Act 2006.

I report to the charity trustees on my examination of the financial statements of the company for the year ended 30 June 2021 which comprise the statement of financial activities (including income and expenditure account), balance sheet and the related notes.

Responsibilities and basis of report

As the charity's trustees of the company (and also its directors for the purposes of company law) you are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006 ('the 2006 Act’).

Having satisfied myself that the financial statements of the company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your company's financial statements as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the company as required by section 386 of the 2006 Act; or

  2. the financial statements do not accord with those records; or

  3. the financial statements do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination; or

  4. the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General information

The charity is a public benefit entity and a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is Artillery Drill Hall, Artillery Square, Great Yarmouth, Norfolk, NR30 2LR.

2. Statement of compliance

The charity constitutes a public benefit entity as defined by FRS 102. The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), the Charities Act 2011, the Companies Act 2006 and UK Generally Accepted Accounting Practice.

3. Accounting policies

(a) Basis of preparation

The financial statements have been prepared on the historical cost basis.

The financial statements are prepared in sterling, which is the functional currency of the entity.

(b) Going concern

The financial statements have been prepared on a going concern basis as the trustees believe that no material uncertainties exist. The trustees have considered the level of funds held and the expected level of income and expenditure for 12 months from authorising these financial statements. The budgeted income and expenditure is sufficient with the level of reserves for the charity to be able to continue as a going concern.

The Trustees have taken account of the impact of Covid 19 when making this assessment.

(c) Fund accounting

Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.

Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal.

(d) Income

All income is included in the statement of financial activities when entitlement has passed to the charity, it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

(e) Expenditure

Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation.

(g) Depreciation

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

Property improvement - 2% straight line Fixtures, fittings and equipment - 15% reducing balance Plant, machinery and motor - 25% reducing balance vehicles

(h) Stocks

Stocks are measured at the lower of cost and estimated selling price less costs to complete and sell. Cost includes all costs of purchase, costs of conversion and other costs incurred in bringing the stock to its present location and condition.

The fair value of donated stock has not been included in these accounts on the basis that it is impractical to obtain a fair value due to the volume of low-value items received and the absence of detailed stock control systems and records.

(i) Financial instruments

A financial asset or a financial liability is recognised only when the entity becomes a party to the contractual provisions of the instrument.

Basic financial instruments are initially recognised at the amount receivable or payable including any related transaction costs, unless the arrangement constitutes a financing transaction, where it is recognised at the present value of the future payments discounted at a market rate of interest for a similar debt instrument.

Current assets and current liabilities are subsequently measured at the cash or other consideration expected to be paid or received and not discounted.

(j) Defined contribution plans

Contributions to defined contribution plans are recognised as an expense in the period in which the related service is provided. Prepaid contributions are recognised as an asset to the extent that the prepayment will lead to a reduction in future payments or a cash refund.

4. Limited by guarantee

The charity is a company limited by guarantee and does not have share capital. The members have guaranteed that in the event of the charity being wound up during their membership or one year thereafter, each would contribute to the assets of the charity a sum not exceeding £10.

The restricted funds represent funds which may include contributions from a number of different funding agencies.

The vehicle replacement fund relates to income received to replace the van which is used for collecting donated goods for the charity to recycle and to cover subsequent repair costs.

Funding received from the Santander Foundation is used for IT workshops, tuition for basic IT, help with CVs & job searches, concessionary bus passes, food hygiene certificates and the upkeep of facilities.

The Awards for All funding was received towards a year-long programme of community engagement and outreach activities.

The kitchen refurbishment fund relates to income received to renovate the kitchen which is available for various food and cookery courses.

Funding was received to start up the charity's Men's Shed project.

The Then and Now grant was received from the Heritage Lottery to research names on the plaque of local men killed in action during WW1 and to launch a booklet on the history of the 'Artillery Drill Hall'.

The transfer between funds in the year ended 30 June 2020 relates to expenditure used for the renovation of the kitchen.
