Trustees' Annual Report and Accounts for the year ending 31 March, 2021
The trustees of Cylch Meithrin Llandrindod present their annual report and accounts for the year beginning 1 April, 2020 to 31 March, 2021 and confirm they comply with the requirements of the Charities Act, 2011.
Objectives
Our objective is to advance the education of preschool children aged 2 – 4 years in mainly, but not exclusively, Llandrindod and the surrounding areas, through the medium of the Welsh language in a friendly, caring environment. We aim to ensure our service provides access to high quality Foundation Phase education and Flying Start for up to 2.5 hours per day (maximum of 10 hours per week if paid for by government). Maximum of 2.5 hours per weekday for 2+ Flying Start. Building on the success of the Cylch Meithrin approach, provision is through the medium of Welsh with some English to support children entering a bilingual school.
Our Aims

Review of Activities and Performance
We are a high quality and friendly early years care and education setting, catering for children aged 2 to 5 years, through the medium of Welsh. We follow the Foundation Phase curriculum which emphasises; earning through play and exploration.
We continue to provide morning and afternoon sessions to children. We are currently registered for 19 children in the 3+ setting and 10 children in the flying start session.

At present there are 13 children on our register accessing the government funded 3+ provision, and 2 fee paying children accessing the setting. We are running sessions Monday to Thursday from 9 O’clock until 11.30 am. We were closed from the Christmas break to February half term, due to COVIC 19.

Staff
Tracey Price and Jo Bridgeman continue to lead jointly and Lesley Evans is our assistant. We are currently without a relief member of staff. We have approached a number of people
to cover with no success.
Training

Grants
We have been allocated Early Years Physical Development Grant of £1035.00. This is to be used to purchase equipment and resources for the setting. We have discussed this as a whole team and have purchased several plant holders and plants, which the children have
planted and are enjoying watching grow. We plan to use the rest of the grant to improve our outside area. The Cylch Meithrin has been awarded a Business Wales Covid Grant of £5,000.00 and an Early Years Pupil Deprevation Grant of £6,900.00. We were also successful with our application for a Sustainability Grant from the Welsh Government of £339.99, this is to help with the cost of cleaning materails for the setting.
Mudiad Meithrin
We continue to receive support from the programme ‘Croesi’r Bont’ to develop the setting’s Welsh language. Our link support, Miriam, was visiting regularly offering ideas, resources and advice. Once the pandemic allows these visits will continue. This partnership is proving
to be very successful and Miriam’s reports indicate that she is pleased with the progress of both staff and children.
Advisory Teacher
Liz Loxton continues to support us and she has advised that we keep in touch with the children during lockdown. We were posting on Seesaw and Facebook and we made check in phone calls.
Trips
Unfortunately due to the Covid-19 pandemic trips have not been possible this year.

Flying Start Leader’s Annual report AGM June 2021 – Flying Start
Annual update
Our afternoon sessions are open five days per week (totalling 12.5 hours) for children accessing Flying Start funded places and children aged 2-3 who are not eligible if space is available. Currently we have six children accessing the service – four eligible for Flying Start funding. Priority places are always given to Flying Start children but when we are in a position to accept children outside the Flying Start area, our fee is £4 per hour/£10 per session
Due to Covid 19 the setting was closed from the Christmas break and we reopened after February half term. During this time staff kept in close contact with the families with regular phone calls and posts on our seesaw app.
Staff
Cariad Griffiths left us last October so currently Tracey is Acting Leader and Lesley Evans is the Assistant. Jo Bridgeman is helping to cover sessions until a permanent Leader is found.
Training
All staff are up to date with mandatory training – first aid, Advanced Child Protection, Domestic Violence and radicalisation training.
Due to Covid 19 we have not been offered the training we are other years, however Tracey has done the ALN training and Lesley is part way through the Incredible Beginnings Training.
Resources
We have been allocated £1,035.00 by Flying Start to purchase equipment and resources for physical development. We have discussed this as a whole Cylch team and are thinking possibly a custom-built sandpit, and other outdoor physical equipment.

Structure, Governance and Management
Cylch Meithrin is a Charitable Incorporated Organisation run by a voluntary committee of parents, carers and school staff. The committee meets once during every half-term of the school calendar or more frequently if required. Our Annual General Meeting takes place as close to the end of the financial year as possible, All parents/carers are welcome to attend these meetings. All trustees give up their time freely and no remuneration has been paid to any trustee during this period.
In addition to half termly committee meetings, we have also been holding Management Meetings, where the core management of the delivery of the setting meet where possible.
Covid-19 hit us hard this year with our leader leaving and being short staffed. Our small team got through it and managed to continue to provide Llandrindod Wells and surrounding areas with key support via the medium of welsh for children during these terrible times. I would like to say a massive thank you to all those involved in supporting us. Without our tremendous staff, Powys and Cylch Meithrin and our committee members to support we wouldn’t be the thriving setting we are today.
We would welcome support from parents or carers in any way which they think they could help, and this could be becoming a committee member volunteering to help with fundraising events.

Responsibilities and As the charity trustees of the Trust, you are responsible for the preparation of basis of report the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
