Notes to the accounts

Accounting basis

Non-company charities can prepare simple receipts and payments accounts if annual gross income is less than £250,000. This fully meets the legal requirements for smaller charities and is the accounting basis that PARC’s trustees have adopted.

Independent examination of the accounts

PARC’s constitution does not require the annual accounts to be audited.

PARC’s trustees have opted for an independent examination of the accounts rather than an audit. An independent examination is required as PARC’s gross annual income exceeds £25,000. An audit would only be obligatory if annual gross income exceeded £250,000.

Filing of the accounts

The accounts, the Trustees’ annual report and the annual return all have to be filed with the Charity Commission by 31 October each year.

Donations made

PARC has typically funded (or helped to fund) specific projects by making donations to other bodies (for example Brighton & Hove CC and Saltdean Lido CIC) who then purchase specified equipment and take ownership of the overall project, and also take on the responsibility for subsequent maintenance and upkeep.

Shop leases

The Trustees gave notice to terminate the two Rottingdean shop leases in June 2020.

Insurance

PARC has a comprehensive package of insurance relevant to small charities including employer’s liability, public liability and Trustees’ indemnity. This is arranged through George Baker insurance brokers.

B. GOVERNANCE

PARC is a registered charity and its constitution was adopted in October 1995. Trustees remain in place until they resign or are replaced in accordance with the constitution.

C. PARC’s OBJECTIVES AND ACTIVITIES

PARC’s objectives, as set out in its constitution, are to provide recreational activities for children and young people in Rottingdean and Saltdean. PARC also supports youth work in the area. The charity shops in Rottingdean High Street were closed in early 2020 and the leases have been terminated. Clearly this has already had a significant effect on PARC’s income, but the charity continues to have a healthy financial position and the Trustees consider that it has a positive future.

The Trustees confirm that they complied during the year with their duty to have due regard to the guidance issued by the Charity Commission on public benefit.

D. ACHIEVEMENTS

Work is in progress on a significant project to revamp the seafront gateway into Rottingdean (The Undercroft) and construct a storytelling area. It is anticipated that this project will be completed in 2021.

E. FINANCIAL REVIEW

There was net income for the year of £3,547 and bank balances increased from £58,801 to £62,348.

PARC holds a rental and dilapidations reserve of £9,800 to meet potential costs following the termination of the shop leases. A further £16,000 is designated as a specific reserve representing financial commitments for the project referred to above, net of donations received that are ear-marked for the project. The balance of funds of £36,548 is a general reserve that is available for future projects, and to meet ongoing costs.
