We are a nelwork partner of Carers Trust, the UK's18ading natifflal chanty for unpaid CArers. We are a speclallst Carer organisation who have been operating in Hampshire for over 30 years and have consistently provided support for carers in that timo. A carer is anyone who offers unpald help to a family mernber, friend or neighbour who would not bè able to manage without thelr support. Our Work At ihe start of the year. we were delivering various services which included Em8rg8ncy Planning. Carers Hubs and Carers dinics within GP surgeries and specialist energy Carers Hvbs. From 1gl Septemb8r 2024 were delighted to be successful in our bid arKI commissioned to provid8 a more eomprehensive service to Carers that also incorporated addItnal carer support and we have been delivering the Hampshire Carer Support service commissioned by Adults Health and Care. Carers Hubs are held in various Ioc8tions in North East H8mpBhiTe and provide specialist Support both from the Trust and partners. A wide range of charities attend wlth inforrnalion on their services and shara this with carers. There is also a social element that both the carer and the cared for person enjoys ar¥J whith reduces social i501ation. Carer support is d81ivered in two surgeries across the region where GP'S can refer carèrs directly to a dinic within their pracllce for specialist carer support. Each year rerS are asked about their training needs as many people become carers ovemight or do not have any gxperience. Carers can be asked to perform tasks that they have no knowledge of and the ICB has recognised thi5 and provides appropriate training whlch 15 carer led by need. Training has included. diabetes. This year we have provided four training courses to health professionals in hospitals to ensure that they Ihink rerf aspecially around the dlscharge process, to GP'S and surgery teams. to social work leams, olher voluntary sector colleagues and the wider community on carers issues, rights 8nd good practice on provlding support. Thg Trust is led by Kerry Hears8y MBE, Chief Executive and an experienced tèam of dedicated professional staff that ¢sIStentlY go above and beyond to support carers. Their ability to provide such a service is reflected In excellent feedback that Is r8celved from l)oth ¢arers and professionals on a regular basis.

As at 31 March 2025, Ihe Trust had resèrves of £955,661 of whlch £461,366 relates to restrided funds. £16,416 relates to designated funds. and £477,879 is unrestricted and avai18ble for the general purposes of the Charty. Rosorveg pollcy Thè Trustees policy is to maintain free reserves in unrestrictsd funds at 8 level which 9qU8tè8 to approxlmately six months of running costs bul the aim is to have free reserves in unrestricted fvnd8 at a level which èquates to twelve monlhs of running costs. The Trust888 conslder that Ihls18vel wlll provlde sufficient funds to maintain the provision of Charitable activities antj, If necessary, to respond to any changes in Hampshire County Council fundlng. As at 31 March 2025, the free reserves of £477,879 would be sufficient to COV8r 6 months of expendiiure and are ther8fore inlin8 with the policy set out above. Invostmont pollcy and porforniance The Trustees aim to maxlmlse the amourrt of Inv8Stmenl Income recelved whllst keeplng the Charty's funds réasonably accesslble, in Bccordance with the Articles of Kssociation. The Charlty does not currentty hold inveslments other than monies held on deposit. Prfnclple fundlng Our princip81 fvnder continues to be Adult Health and Care. Hampshire County Council alongside our SGN contract and a contract that Is held wlth Frlmley ICB. This funding gives stability to our core aclivities as well a$ prowding reassurance to Car9rs that support forthem remains a pricvity both with Statutory bodies and other funders. It allows the Trust to plan ahead for sérvices. The Board Is awar8 of th8 Importanc8 of contlnulng to seek altematlv6 fundlng str8ams and also maintainlng 8dequate financial reserves. PLANS FOR THE FUTURE It Is essential to ensure the contlnuatlon of all corè work of th8 Charity. The Trust will continue to strengthen relallonships. partnership VKJrk, co-production and collaborative working wlth both statutory and voluntary organisations both locally and nationally for the benefit of carers. The Trust will ntinUe to monitor and Imp18m8nt Car8r18glslalknn. We have audited the financial statements of The Princess Royal Trust for Carers in Hampshire (‘the charitable company’) for the year ended 31 March 2025 which comprise the Statement of Financial Activities (Including the Income & Expenditure Account), Balance Sheet and Cash Flow Statement and notes to the financial statements, including significant accounting policies. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards, including FRS 102 The Financial Reporting Standard applicable in the UK and Republic of Ireland (United Kingdom Generally Accepted Accounting Practice).
In our opinion, the financial statements:

give a true and fair view of the state of the charitable company’s affairs as at 31 March 2025 and of its incoming resources and application of resources for the year then ended;

have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice; and

have been prepared in accordance with the requirements of the Companies Act 2006.
Basis for opinion
We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the Auditor’s responsibilities for the audit of the financial statements section of our report. We are independent of the charitable company in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC’s Ethical Standard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Conclusions relating to going concern
In auditing the financial statements, we have concluded that the trustees’ use of the going concern basis of accounting in the preparation of the financial statements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that, individually or collectively, may cast significant doubt on the charitable company’s ability to continue as a going concern for a period of at least 12 months from when the financial statements are authorised for issue.

Matters on which we are required to report by exception
In the light of the knowledge and understanding of the charitable company and its environment obtained in the course of the audit, we have not identified material misstatements in the directors’ report included within the trustees’ report.
We have nothing to report in respect of the following matters in relation to which the Companies Act 2006 require(s) us to report to you if, in our opinion:

Responsibilities of trustees
As explained more fully in the trustees’ responsibilities statement, the trustees (who are also the directors of the charitable company for the purposes of company law) are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the financial statements, the trustees are responsible for assessing the charitable company’s ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the trustees either intend to liquidate the charitable company or to cease operations, or have no realistic alternative but to do so.
Auditor’s responsibilities for the audit of the financial statements
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists.
Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below:
Our approach to identifying and assessing the risks of material misstatement in respect of irregularities, including fraud and non-compliance with laws and regulations, was as follows:

the engagement partner ensured that the engagement team collectively had the appropriate competence, capabilities and skills to identify or recognise non-compliance with applicable laws and regulations;
-
we identified the laws and regulations applicable to the charitable company through discussions with Trustees and other management, and from our knowledge and experience of the charitable company’s operations;
-
we focused on specific laws and regulations which we considered may have a direct material effect on the financial statements or the operations of the charitable company, including the Companies Act 2006, the Charities Act 2011, employment and health and safety legislation;
-
we assessed the extent of compliance with the laws and regulations identified above through making enquiries of management and inspecting legal correspondence; and
-
identified laws and regulations were communicated within the audit team regularly and the team remained alert to instances of non-compliance throughout the audit.
We assessed the susceptibility of the charitable company’s financial statements to material misstatement, including obtaining an understanding of how fraud might occur, by:

making enquiries of management as to where they considered there was susceptibility to fraud, their knowledge of actual, suspected and alleged fraud; and
-
considering the internal controls in place to mitigate risks of fraud and non-compliance with laws and regulations.
We identified the greatest risk of material impact on the financial statements from irregularities, including fraud, to be within the recognition of income and the override of controls by management. To address the risk of fraud in these areas, we:

selected a sample of transactions from material income streams and compared expected income to that recorded within the financial statements;

performed analytical procedures to identify any unusual or unexpected relationships;
-
tested journal entries to identify unusual transactions;
-
assessed whether judgements and assumptions made in determining the accounting estimates set out in the notes to the accounts were indicative of potential bias; and
-
investigated the rationale behind significant or unusual transactions.
In response to the risk of irregularities and non-compliance with laws and regulations, we designed procedures which included, but were not limited to:

agreeing financial statement disclosures to underlying supporting documentation;

reading the minutes of meetings of those charged with governance; and

There are inherent limitations in our audit procedures described above. The more removed that laws and regulations are from financial transactions, the less likely it is that we would become aware of non-compliance. Auditing standards also limit the audit procedures required to identify non-compliance with laws and regulations to enquiry of the directors and other management and the inspection of regulatory and legal correspondence, if any.
Material misstatements that arise due to fraud can be harder to detect than those that arise from error as they may involve deliberate concealment or collusion.

Neiwork Parthers can apply on behalf of indivi(lual carers for grants of up to £400 for items or activiknes that will benefft thern in their caring role andlor will alleviate the additional strain they may be experiencing as a direct result of their caring responsibllilles. This could indude funding for household items. breaks. skills development and transport needs such as bus passes and driving lessons. Applications are roviewed in assessment panels. staffed by the Grants and Pwramrnes Team. every calendar month. Survlvlng Wlnter - To identify carers in need of financial support to pay their heating bills and facilitate access lo govemment grants to alleviate hardship. These funds were fully expended in FY2025. Flxed Assets - This fund represents fixed assets acquired from restrictsd funds. Transfers inio Ihe fund relate lo Ihe acquisition of new assets and expenditure is reco9nised as Ihe assets are depreciated over the useful economic lives.
