Trustees’ Annual Report 2021
Dothill Pre-School and Childcare is run as a charity for the public benefit of the children in the local area.
The aims of the charity remain the same and the setting continues to enhance the development and education of children aged 2 to 11 years by creating a welcoming environment that encourages all children to develop a love of learning through exploration, fun and challenge in a safe place. All children attending the setting are offered equal opportunities regardless of their gender, race, culture, religion, means or ability and are supported to achieve their best from their unique starting point.

Trustees were elected to their posts and will serve the charity until they choose to resign or the charity closes.
All trustees, except the Executive Director, have not taken any remuneration or expenses during the year and volunteer their services in the interests of ensuring quality provision for the children attending the setting. The trustees have kept an eye on financial matters throughout the year and are confident that the setting continues to provide good value for money.
During this year all trustee meetings held have continued to be virtual meetings with any necessary additional communication being conducted via email. The annual general meeting (AGM) due to be held in the September was rescheduled to January 2022 due to the impact of various COVID-19 restrictions and a delay in preparing our end of year accounts, a result of the sudden retirement of our accountant. The trustees agreed to a change of date for
the AGM and all service users were notified. The AGM for 2021 is to be held in January 2022.
Minutes of all trustee meetings held have been recorded as consistently true and accurate and signed copies are kept on file.
Constitution
The constitution that the setting has adopted still remains current and no changes were proposed by the trustees during this year.
Aims of the charity
Dothill Pre-School and Childcare aims to advance the development and education of children aged 2 to 11 years in such ways as the charity’s trustees think fit, including:
-
By offering children aged 2-11 years living in the local area and beyond, high quality childcare that meets all legal requirements and national standards for educational provision.
-
By working with local schools and other professional bodies to provide the best outcomes and opportunities for children attending the setting.
-
By working with parents and carers to ensure that the children attending the setting have access to a range of learning activities.
-
For the public benefit: the charity may carry out such other charitable activities as the charity’s trustees think fit for the benefit of the children.
In accordance with the Charity Commission’s requirements, trustees have agreed:

Who can attend the setting?
Our trustees recognise the importance of equality of access and of opportunity. Children aged from 2 to 11 years from across Telford are welcome to attend the setting. The PreSchool offers 15 hour funded sessions for 2, 3 & 4 year olds and also the extended 30 hours for any eligible 3&4 year olds.
The setting works in partnership with parents’ and supports their requirements for their children, and has contact with parents, carers, other relatives, and childminders, as far as any legal constraints allow. The trustees monitor the gender and ethnicity of children joining our setting to ensure that there is no unfair discrimination.
What activities does the setting offer?
The ethos within the setting is learning through play. Learning is encouraged through firsthand fun, age-appropriate activities, challenges and experiences. A wide range of activities and resources are offered to the children for them to explore and experiment with. Every child matters and staff are expected to ensure activities planned and opportunities provided support every child’s individual needs and abilities. Children are encouraged to be independent, and staff take the lead from the children taking into account their current interests and needs, when planning or scaffolding learning.
The setting has senior members of staff with responsibility for special educational needs and behaviour. There is a clear emphasis on children sharing, taking turns, building good relationships and enjoying their learning, the trustees monitor the provision and resources so that the children have quality learning experiences.
- What has happened throughout this year at Dothill Pre school and Childcare?
We remain extremely lucky with our loyal team of dedicated staff. Our staff are experienced practitioners, some of whom also work within our feeder school, enabling continuity for our children attending the out of school club. Staff have continued to go
above and beyond when supporting the setting throughout another unsettled COVID year. Routines have had to change sometimes with very little notice, the holiday club has had periods of enforced closure due to no bookings. Fortunately, we have been able to access the government flexible furlough scheme throughout the pandemic.
Despite the lockdown restrictions, parents working from home, families isolating due to vulnerable family members, families testing positive for coronavirus etc. the new school year in September saw numbers of children on role begin to slowly increase. The pre-school saw an increase of 2-year-olds attending, with this in mind we were able to increase an existing member of staff’s hours and change her contract to a permanent position.
With the numbers on role within the pre-school steadily increasing, we are exploring the possibility of offering a level 2/3 playworker apprenticeship. The trustees are fully supportive of this, and believe the setting would be a wonderful place for an apprentice to learn and develop.
As the restrictions began to ease towards the end of the summer term, the pre-school children starting school after the summer were able to participate in a transition session with Dothill school and their new teacher came into the setting to meet them. We celebrated the end of their pre-school journey with a graduation and were fortunate, due to the lovely weather, to be able to hold this in our garden and could therefore invite parents to share the event.
The out of school lead retired after the summer holiday and a decision was made by the trustees not to advertise the position but instead create a level 3 senior practitioner role within the out of school club, this was advertised internally, and an appointment was made. The role of senior practitioner is working well, the person appointed is an asset to the setting and the out of school club is running smoothly.
The setting continues to buy into Telford and Wrekin core package and welcomes the support offered by our T&W Childcare Consultant, Louise Dutton.
In October the Telford & Wrekin section 11 safeguarding audit was completed with no follow up actions required.
Citation carried out its annual health and safety inspection and no actions were identified that required action.
Annual DBS update service checks were carried out on all trustees registered with the service and all trustees continue to have an up-to-date enhanced DBS checks in place.
Staff carry out training when required and all essential paediatric first aid and safeguarding training remains up to date for staff. The named Designated Safeguarding Leads (DSL) within the setting continue to keep informed of safeguarding updates by attending termly Telford & Wrekin (T&W) DSL network updates. All staff have undertaken FGM and Prevent training.
The setting SENDCo and deputy SENDCo attend termly T&W SEND (Special Educational Needs and Disabilities) network meetings and as a setting we are supported by Lorraine Nutt, our T&W Early Years advisory teacher/SENDCo.
Staff receive annual appraisal meetings and termly support and supervision meetings with the setting manager and the executive director, these meetings have a health and wellbeing element embedded within them as well as areas for professional development.
The setting manager also receives an annual appraisal and termly support and supervision meetings, these meetings are carried out by the executive director.
The manager attends all trustee meetings and provides the trustees with a written report. The manager also provides the executive director with a weekly managers report, this includes any safeguarding concerns that may have been raised that week and any other relevant information to be shared.
All staff attend monthly staff meetings, these meetings have an agenda and always include a child protection/safeguarding and health and safety element. Minutes of these meetings are kept on file and staff receive a copy for their records.
Dothill Pre-School and Childcare Facebook page provides an up-to-date method of communication with our families, photographs of different activities the children are involved in are shared with parents, as is any information and updates.
The children continue to enjoy coming to the setting and the atmosphere within the setting remains busy, calm, happy and relaxed.
Our Statutory Duty as a charity
As Trustees, we are confident that we have compiled with the duty in Section 4 of the Charities Act 2006 to have due regard to public benefit guidance published by the Commission.
The Trustees would like to thank the staff of Dothill Pre-School and Childcare for all their hard work, support and enthusiasm and the parents who put their trust in the setting and bring their children here.
